1.0 Project Background

The Bureau of Land Management (BLM) is seeking construction services to install a new fire station facility at the Susanville/Doyle Interagency Fire Station in Doyle, CA. In order to meet the capacity and direct protection area demand, there is a need to construct a new fire station at the existing Doyle Fire station location. This will improve response times and initial attack effectiveness requirements in Northern California District’s area of responsibility. This Interagency fire station will administratively house BLM and Forest Service personnel.

2.0 Project Location

The site is located at the Southeast corner of the intersection of Highway 395 and Doyle Grade Road. The coordinates are: 40.026937° Latitude; -120.105510° Longitude.

3.0 General Scope of Work

The Project consists of furnishing labor, equipment, supplies and materials to construct a new fire station building on the existing premises which consists of an administrative area and four engine bays and performing all site improvements, all of which are detailed in the attached design documents. Specifications and drawings for the fire station and site improvements are contained in Exhibit 1 and Exhibit 2, respectively. Additive alternates are included in the design documents and supplemental design information.

3.1 Summary of Work

The work required includes, but is not limited to the following:

· General clearing, grubbing, and grading to meet grading plan and site drainage.

· Install temporary facilities, controls, and storm water pollution prevention.

· Selective demolition of existing site components.

· Trench and installation of onsite underground utilities serving the new building.

· Preparation of soil pads and construction of foundations, slabs, and structures.

· Constructing the new fire station building structure.

· Install new electrical transformer and coordinating with the local power for a new service drop location.

· Install new sanitary sewer lines, septic tank and leech field

· Relocating existing propane tank and coordinating with the facility personnel.

· Install retaining wall and site fencing.

· Install electric gate and fencing with associated conduit runs including runs for future security access system

· Install all other associated items in the drawing including HVAC units, bollards, manual and powered gates, gravel parking bays, ABA parking spaces, bumper blocks, electrical charging stations, trash enclosure, site lighting and solar lights, gravel driving surface, concrete pad for storage containers and all associated utility lines.

· Area of disturbance shall conform to the SWPPP.

· Demolish and properly dispose of the septic tank and sewer piping per CA requirements. Relocate existing hazmat sheds with BLM direction.

· Commissioning, startup, and testing of all components installed under the contract.

3.2 Additive Alternates

The Project includes three additive alternates. The requirements for Alternates #1 and #2 are covered in the project Specifications and Drawings, Exhibit 1 and Exhibit 2, respectively. A separate design was prepared for Alternate #3 to convert the existing engine barn into the Doyle Fitness Center. The Doyle Fitness Center specifications and drawings are contained in Exhibit 3 and Exhibit 4, respectively.

· Additive Alternate 1: Site Planting

· Additive Alternate 3: Doyle Fitness Center

· The Doyle Fitness Center work identified in the supplemental Specifications (Exhibit 3) and Drawings (Exhibit 4). The existing engine barn will be converted to include a new fitness center. The existing metal building consists of 4 engine bays and an area enclosed with a demising wall and topped with a mezzanine. As-Built plans for the existing 4-bay engine barn is provided in Exhibit 5.

· The Fitness Center will occupy the enclosed area and one engine bay. The existing demising wall and mezzanine will be demolished, a new demising wall installed between two engine bays, and the existing electric panel will be enclosed in a closet. New electrical and mechanical upgrades will be installed. Windows and doors will be installed, as detailed on the drawings.

· Sequencing Requirements: The old engine barn must remain in operation during construction of the new fire station. Once the new fire station is completed, the BLM fire staff will move out of the old engine barn within 2 weeks, and the contractor can begin the Fitness Center construction.

3.3 Construction Administration

The Contractor shall adhere to the Division 01 - General Requirements of the project Specifications (Exhibit 1). Additional requirements are as follows:

a. The Doyle Fire Station Facility is a must-cover station that will remain in operation during construction of the new Fire Station. The Contractor shall coordinate operations with the COR and fire facility manager. The personnel will require access to the existing engine barn and the crew quarters during construction.

b. The Contractor shall be responsible for security and protection of the construction area.

c. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill for disposal off BLM project site.

d. Materials for construction, and equipment may be stockpiled and staged at the project site in an area designated and coordinated by the COR.

e. Contractor shall take precautions to protect all work and materials during the construction period.

f. The Contractor is responsible for safeguarding the public and employees from construction operations.

g. Coordinate all activities with COR. Contractor shall be responsible for replacing with in kind any damaged items caused to public or private properties by Contractor or his/her representatives.

h. Provide the working schedule a minimum of seven calendar days prior to start of the work.

i. Contractor to adhere to all DOI and BLM policies for pandemic mitigation. May include wearing masks at all times indoors. Contractor to verify requirements with COR prior to start of work.

j. Submittals and Meetings:

a. Submittals for all materials outlined in the project Specifications (Exhibit 1).

b. Daily construction reports submitted weekly to the COR.

c. Contractor to hold biweekly progress teleconferences and provide agenda and meeting notes.

d. Develop a proposed maintenance plan for each major system i.e. HVAC system, water heater, fans, propane in soft copy form in Word and Excel.

e. Operation & Maintenance manuals for all systems, packaged in a single master O&M document organized into sections and tabbed for reference.

f. Red lines and finalized As-Built drawings.

g. Bonds, warranties, guarantees and operation & maintenance data.

h. Special materials testing reports and documentation.

i. Testing and commissioning documentation.

3.4 Site Cleanup

a. Project site cleanup includes the removal and proper disposal of all construction trash, debris, and residue off the BLM project site. Items such as miscellaneous construction materials are considered the property of Contractor and shall be removed from the project site.

b. During the Work, Contractor is required to furnish dumpsters or other trash receptacles and to empty such containers either as they become full or weekly, whichever is more frequent. Contractor shall not place materials of any kind into private or Government trash bins or dumpsters. Contractor to supply their own restrooms during construction activities. Clean up site at the end of each workday.

c. Cover up open trenches at the end of each workday. Steel plates may be used with COR approval. Use appropriate flagging, cones and signage around the construction area to notify BLM employees of construction limits.

d. All damages caused to the existing property caused by the Contractor or his/her representatives and staff shall be repaired free of charges to BLM to the satisfaction of the COR. Call a utility locate and identify any utilities prior to starting construction. Any damaged utilities shall be repaired as soon as possible at no cost to the Government and to the BLM satisfaction.

3.5 Project Access and Staging

Coordinate with BLM on access to the site during construction and determine a viable staging area. Staging area shall not affect the ongoing operations at the existing quarters or engine bays.

3.6 Pre-Proposal Site Visit

Any prospective contractor that submits a proposal for this project shall have visited the site and to gain a thorough understanding of the requirements. A prep-proposal site meeting is scheduled as stated in the solicitation document.

3.7 Codes/Standards

All work performed, equipment, and materials used under this scope of work shall be in accordance with applicable building codes, industry standards, County, and all governing agencies.

3.8 Warranties

Provide a minimum contractor guarantee for all work under this contract for one year from date of the installation. Provide all standard manufacturer warranties and any special warranty requirements in the project Specifications.

3.9 Project Closeout

a. Removal of Protection Items: Remove any temporary items installed for protection of the Work during construction.

b. Compliance: Comply with regulations of authorities having jurisdiction and safety standards for cleaning and demolition. Do not burn waste materials. Do not bury debris or excess materials on the Government’s property. Do not discharge volatile, harmful, or dangerous materials into drainage systems. Remove waste materials from the site and dispose of lawfully. Clean the site of rubbish, litter, and other foreign substances. Sweep paved areas broom clean; remove stains, spills, and other foreign deposits.

4.0 CONTRACTUAL

4.1 Period of Performance

a. Work shall commence no later than 35 calendar days from the issuance of the Notice To Procced (NTP).

b. Time of performance for all contract items shall not exceed 320 calendar days from date of NTP.

c. Perform work Monday through Friday, from 7:30 AM to 4:30 PM, except on legal Government holidays. Other working hours and/or arrangements may be made if agreed upon by the COR.

d. Delays due to matters outside of Contractor’s control may be considered by the Contracting Officer (CO), with written request by Contractor.

4.2 Measurement and Payment

a. All services, supplies, materials, and labor necessary to perform the work shall be provided under this contract.

b. The payment will be made under a lump sum amount for each items specified in the Bid Schedule. All items not described in the Bid Schedule needed to accomplish the work will be considered incidental, and no separate payment will be made.

c. Progress payments will be allowed in accordance with the bid schedule items, not to exceed 90% of each item.

d. The remaining 10% of the contact amount will be paid after the final acceptance of the completed contract and final commissioning and completion of final punch list.

5.0 Standard Definitions and Technical Exhibits

Standard Definitions:

Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR.. Physical condition may be determined by visual as well as diagnostic means.

Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.

Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.

Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.

Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
