About this file
This Performance Work Statement (PWS) details a contract for inspection and repair services for a 7890B Gas Chromatograph with Flame Ionization Detector (GC/FID) at the Puget Sound Naval Shipyard laboratory. The primary objective is to restore the back Flame Ionization Detector (FID) to a functional state, addressing an electronics and hardware malfunction that is causing abnormally high electrometer signals. The functional requirements include the ability to light the FID flame, read 0 Hz when the electrometer is off, increase signal when the electrometer is on, and respond dynamically to gas flow changes.
The contract specifies that the contractor shall provide all necessary personnel, equipment, and services to diagnose and repair the instrument, with potential parts replacement including the FID interface board, FID electrometer PCA, FID interconnect assembly, and FID collector assembly. The period of performance is 60 days after award, with work to be conducted at the Puget Sound Naval Shipyard's Controlled Industrial Area. Contractor personnel must have U.S. citizenship, pass security screening, and maintain manufacturer-provided maintenance and repair training. The government will provide detector gases, while the contractor is responsible for all other supplies and services not explicitly listed as government-furnished.

PERFORMANCE WORK STATEMENT (PWS)
PSNS & IMF LABORATORY,
INSPECTION AND REPAIR OF 7890B GAS CHROMATOGRAPH-FLAME IONIZATION
DETECTOR
PART 1
GENERAL INFORMATION
1. GENERAL:
This is a non-personnel services contract to provide diagnose-and-repair services for:
• 7890B Gas Chromatograph ( ) with Flame Ionization
Detector.
The Government shall not exercise direct supervision or control over any contractor employees.
Notwithstanding, contractor shall ensure employees comply with all requirements of this Performance
Work Statement (PWS) and contract.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, direct and indirect costs and non-personnel services necessary to perform services, repairs, and technical support as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The analytical chemistry branch of the Puget Sound Naval Shipyard (PSNS) laboratory requires a contractor to inspect a dysfunctional GC/FID and provide the necessary repairs or part replacements to return it to a functional state. The gas chromatograph ) has front and back
FIDs. The front FID is fully functional, but the back FID appears to have an electronics and/or hardware malfunction. The electrometer signal from the back FID is abnormally high (~580,000 Hz) at all times that the instrument is powered on. Typically, as for the front FID system, the electrometer signal would remain at 0 Hz until the FID flame and electrometer are turned on. Correspondence by lab personnel with technical support from the original equipment manufacturer, Agilent Technologies, resulted in unsuccessful troubleshooting and a list of potentially damaged components. The GC/FID was purchased and installed in
2018 and its warranty has expired. The instrument is used to support shipyard total hydrocarbons testing needs.
1.3 Objectives: Bring the 7890B GC’s back FID to a functional state. Functional state is defined by the following:
• FID flame is able to light.
• FID signal reads 0 Hz when the detector’s electrometer is turned off.
• FID signal increases when the detector’s electrometer is turned on.
• FID signal changes in response to changes in the flow of gases applied to the FID (real-time responsiveness to applied stimuli)
1.4 Scope: Inspect the 7890B GC/FID, provide the following parts and install them into the GC/FID if the currently installed part is determined to be defective. Provide a quote (including parts, travel, and labor) for any additional recommended repairs.
7890B GC/FID parts:
• FID interface board
• FID electrometer PCA
• FID interconnect assembly
• FID collector assembly
1.5 Period of Performance: The period of performance shall be for 60 days after date of award.
1.6 Location:
1.6.1 Place of Performance: The work to be performed under this contract will be performed at Puget
Sound Naval Shipyard, (Controlled Industrial Area).
1.6.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of
0730 to 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.3 Recognized Holidays: Contractor is not required to perform services on federal holidays. The list of current federal holidays can be found here: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/
In addition to the above listed holidays, Puget Sound Naval Shipyard is normally closed for all except necessary services during the week between Christmas Day and New Year's Day (curtailment). Necessary services/ frequencies for various facilities are noted on the detail sheets and work contracted for shall be performed during this period unless otherwise directed by the Contracting Officer. Exact number of closure days may vary from year to year. Actual requirements will be determined in advance of the closure. On site work performed by the Contractor for the Contractor's convenience during this time must also be specifically requested by the Contractor in writing and approved by the Contracting Officer in advance.

1.8 Special Qualifications: Contractor personnel must maintain manufacturer provided maintenance, repair and troubleshooting training.
1.10 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR
Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
