E. Upon approval, perform recommended repairs following provided quote from inspection.
F. After completion of repairs, successfully perform the minimum testing listed below with Puget Sound Naval Shipyard representatives present:
a. No load operational test:
i. Raise the platform approximately 5-6 feet and hold for 10 minutes.
ii. Raise the platform to its full raised height (approximately15 feet) then lower to approximately 2 feet above the ground.
iii. Raise the platform approximately 3-4 feet high, and travel approximately 30-40 feet. With the Elwell Parker Handler Truck stopped, and the platform still raised, side shift the platform left and right over the full range of motion.
iv. With the platform still raised 3-4 feet, travel in the opposite direction approximately 30-40 feet.
b. Drift (leak down) Test:
Note: The following steps must be performed with the hydraulic system at normal operating temperatures (temperature has stabilized in relation to ambient temperature).
This may be accomplished by raising and lowering the platform several times.
i. Ensure the Elwell Parker Handler Truck is on a level surface.
ii. Center weights equal to the rated load of 120,000lbs +5/-0% on the lift platform and raise the platform approximately 1 foot. Hold for 2 minutes to verify the platform/structure will hold the load.
iii. Raise the platform to maximum height and mark a reference point on the platform relative to the mast or ground, to indicate any drift of the platform.
Record the measurement and hold the mast in position for 10 minutes.
iv. After 10 minutes re-measure the dimension between the reference points. Any difference in the measurement is the drift. Drift should not be greater than ½”.
c. Dynamic Load Test:
i. With a test load of 120,000 lbs. +5/-0% on the platform, raise the platform to its maximum operational height, then lower to approximately 2 feet above the ground.
ii. With the test load on the platform, and the platform approximately 3-4 feet high, travel approximately 30-40 feet. With the Elwell Parker Handler Truck stopped, and the platform still raised, side shift the platform left and right over the full range of motion.
iii. With the platform still raised 3-4 feet high, travel in the opposite direction approximately 30-40 feet.
G. Once successful testing for normal operation, return the completed handler truck to the Puget
Sound Naval Shipyard
5.2.3 Replacement Parts:
A. Generate “Critical parts list” of recommended items to have on hand in the event of failure or critical need, per Technical Exhibit 2, Deliverables.
B. Provide minimum of 1 each for stock on hand of recommended items on the created parts list with delivery of the completed refurbishment of the first truck.
