STATEMENT OF WORK – CONTRACT TEST LABORATORY

Perform Three Drop Weight Test Sets of welded plate steel to determine Nil-Ductility Transition Temperature (NDTT) per ASTM E208.

Test laboratory performing ASTM E208 measurements must possess:

• Current accreditation to ISO/IEC 17025 for ASTM E208.

• Accreditation must be issued by an accreditation body accredited to ISO/IEC 17011 per ILAC MRA signatory

Calibration accreditation scope must include:

• Accredited location: Location on scope must match location where samples are sent and received for testing.

• ASTM E208 must be listed.

• The period of validity. (Must be current when testing is performed.)

Deliverables:

• Report per ASTM E208 & AWS B4.0 paragraph 7.8. Report temperatures & NDTT in °F. Report shall include:

o Base Metal Specification, Grade, Melt o Filler Metal Specification, Type, Lot o Welding Procedure Description o Joint Geometry o Specimen Type o Specimen Location, Crack Plane

Orientation, and Machined Notch Position o Type of Test Equipment o Fracture Appearance & Location o Test Conditions and Test Temperature o Results for each Specimen o NDTT determined o Any observation of unusual characteristics of the specimen or procedure.

• Ship (return) both used and unused sample specimens back to:

o Puget Sound Naval Shipyard

ATTN: Howah Lui, Code 138 [360-627-3461] BLD 460, Door 19 1400 Farragut Ave Bremerton, WA 98314

Testing Information:

• The following information & requirements are consistent between the three test sets o Test: ASTM E208 Nil-Ductility Transition Temperature (NDTT) Do not test colder than -90°F. If two “no breaks” at -90°F, then establish NDTT as -90°F.

Report NDTT in °F Drop Weight Specimen Size Type: P-3 o Test Assembly Type: Weldment Condition / Heat treatment: As-Welded o Joint Geometry: B2V.3 o Specimen Location / Orientation:

Transverse Weld Specimen, Notch is placed in the middle of the weld and runs in the direction of the weld & notched in weld thickness direction. The last number of the specimen specifies side of the test assembly.

• See Table 1 below for information & requirement differences between the three test sets
