Cane River Creole National Historical Park

STATEMENT OF OBJECTIVES:

Remaster CARI Films for Accessibility

Statement of OBJECTIVES (SOO)

Background Cane River Creole National Historical Park (CARI) is comprised of two Creole plantations. The Oakland and Magnolia plantations are sites that are managed under one administration and located just outside the Natchitoches, Louisiana area.

Oakland Plantation, located at 4386 Highway 494 Bermuda LA 71456, was founded by Jean Pierre Emanuel Prud’homme, who began farming the area in 1785 and received a Spanish land grant in 1789. Eight generations of his French Creole family lived and worked on this land, managing to keep the physical complex intact for two centuries.

Magnolia Plantation, located at 5549 Highway 119 Derry LA 71416, was established by Ambrose LeComte II and his wife Julia Buard LeComte in 1835. However, Magnolia’s early history is rooted in mid-1700s colonial Louisiana. In 1753, Jean Baptiste LeComte I received a land grant on both sides of the Cane River laying the foundation for a cotton plantation unrivaled in the Cane River region.

Because of the integrity of the resources at Oakland and Magnolia, both plantations have been designated as National Historic Landmarks.

Objectives Cane River National Historical Park’s primary interpretive films do not meet the standards for programmatic accessibility, as they have no audio description and limited or no captions. The purpose of this project is to make accessible park films that are vital to the visitor’s understanding of the complex Cane River Creole Culture.

Period of Performance All work specified herein shall commence after the Notice to Proceed is received from the Contracting Officer and completed with-in a 12-month (365 day) period.

Scope In accordance with the terms and conditions herein, the prime contractor or sub-contractors shall perform the work of this contract for the National Park Service (NPS). Contractor shall provide all material, equipment, parts and labor required to perform all of the work of this contract.

The contractor shall complete the following items:

1. Contractor shall remaster four park films (DVDs) that do not currently have descriptions or captions with English and French audio descriptions and on-screen captions. Audio descriptions shall be closed audio descriptions; descriptions can be turned on or off by the viewer to provide the park the greatest flexibility in showing the films to various audiences. English captions should be open captions; displayed at all times. French captions shall be closed captions. The park films are:

a. Life on Magnolia Plantation: 1938-1950s, 120 minutes

b. The Spirit of Culture: Cane River Creoles, 90 minutes

c. Making a Way, 90 minutes

2. Contractor shall remaster one park film (DVD) that currently has on-screen English captions but no audio descriptions. English and French audio descriptions shall be closed audio descriptions; descriptions can be turned on or off by the viewer to provide the park the greatest flexibility in showing the films to various audiences. English captions should be continue to be open captions; displayed at all times. French captions shall be closed captions. The park films are:

a. Juke Joints, Dance Halls and House Parties: A Legacy of Music on Cane River, 120 minutes (Currently has on-screen English captions only)

3. Contractor shall remaster five park films (DVDs) that currently have English audio descriptions and on-screen captions. Contractor shall provide new English and French audio descriptions that shall be closed; descriptions can be turned on or off by the viewer. Existing English audio descriptions in the CD are open and cannot be turned off. French captions shall be closed captions. The park films are:

a. Family and Community Life, Traditionally Associated People, Ethnographic Interviews, 30 minutes

b. Museum Collections Management, Traditionally Associated People, Ethnographic Interviews, 30 minutes

c. Cane River Plantations and Farms in the 21st Century, Traditionally Associated People, Ethnographic Interviews, 30 minutes

d. Foodways and Traditional Cuisine, Traditionally Associated People, Ethnographic

Interviews, 30 minutes

e. Planters, Sharecroppers, Tenant Farmers, and Day Laborers at the End of the Plantation Era, Traditionally Associated People, Ethnographic Interviews, 30 minutes

3. All films should be remastered in a way that they can be played on a traditional TV/DVD set-up, USB-ready device (auto-play), and posted to the park website. Contractor shall provide all video files needed to post the videos to the park website; videos for park website should be compressed into the smallest file size possible.

4. Park films shall comply with current accessibility standards and are in line with the Rehabilitation Act of 1973, and the Programmatic Guidelines for National Park Service Media

5. All audiovisual programs with spoken dialogue shall be open-captioned, and the captions shall be displayed at all times. Captions display spoken dialogue as printed words on television screens, computer monitors, projection screens, caption boards, and other visual displays. Captions are designed to enable viewers with hearing loss to participate fully when viewing video or multimedia productions without self-identifying.

6. All captions shall be produced to include identification of speakers and information regarding on- and off-screen nonverbal sound effects. Text indicating sound effects, such as “phone ringing,” “footsteps,” or “laughter,” as well as symbols indicating other sounds like music, should be used.

Deliverables Contractor shall provide the following deliverables:

· Qty. 5 – USB drives with all remastered film/videos on each drive. USB drives shall also contain all files needed to upload the films to the park website. USB drives shall be device-ready/auto-play USBs.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI):

· Qty. 1 - DVD “Life on Magnolia Plantation: 1938-1950s”

· Qty. 1 - DVD “The Spirit of Culture: Cane River Creoles”

· Qty. 1 - DVD “Making a Way”

· Qty. 1 - DVD “Juke Joints, Dance Halls and House Parties: A legacy of Music on Cane River”

· Qty. 5 – DVD “Traditionally Associated People, Ethnographic Interviews”. See list above in Item 3 of Scope.

Security The information developed under this Statement of Objectives is the property of the U.S. government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract information CDs unless otherwise approved in writing by the Contracting Officer.

Quality ASSURANCE Requirement

The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR a proposed project timeline/schedule (Electronic submission in PDF or MS Office format is acceptable).

INVOICES AND PAYMENTS

52.232-1 PAYMENTS (APR 1984)

The Government shall pay the Contractor, upon the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Unless otherwise specified in this contract, payment shall be made on partial deliveries accepted by the Government if—

(a) The amount due on the deliveries warrants it; or

(b) The Contractor requests it and the amount due on the deliveries is at least $1,000 or 50 percent of the total contract price.
