STATEMENT OF WORK (SOW)

Wastewater System Improvement Project

PMIS # 291751

Cable Mill Area Blount County, TN Great Smoky Mountains National Park 9/11/2023

1. General Information The Great Smoky Mountains National Park (GRSM) is located in Tennessee and North Carolina and consists of nearly 521,000 acres. The park was established by Congress on June 15, 1934. The Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 9 million visitors annually.

2. Facility Background The Cable Mill area is located in the far west end of the Cades Cove Loop Road in Blount County, Tennessee. The closest access to this area is from Townsend, via Highway 321 and State Route 73, and finally Laurel Creek Road. The Cable Mill area includes a Visitor Center/Store, and a comfort station, as well as numerous pioneer day structures.

EXISTING WASTEWATER SYSTEM

There is one comfort station in the Cable Mill Area along with the Visitor Center/Store. The wastewater generated in the comfort station is routed to a septic tank, followed by a dosing tank. The dosing tank doses a large underground sand filter. The effluent from the sand filter drains to a holding tank and is pumped to an underground subsurface disposal system. The overall system is not keeping up with the wastewater flow generated at the comfort station.

3. Scope of Proposed Work The proposed scope of work is as follows:

WASTEWATER SYSTEM IMPROVEMENTS

It is proposed to abandon the existing septic tank and sand filter system and install a new septic tank. The new septic tank will discharge to a new dosing tank, which in turn will pump to a new subsurface wastewater disposal field. An additional storage tank will also be installed adjacent to the dosing tank to provide additional storage capacity during peak flows. Due to funding limitations, not all of the proposed work will be done as part of this contract. Several bid options are provided to provide for phasing of the proposed work.

4. Contractor Responsibilities Contractor shall provide the following materials and services:

(All materials and installations shall be in accordance with the Tennessee Department of Environment and Conservation standards and specifications)

All clearing and grading necessary for the proposed work shall be included in the scope of work.

· DEMOLITION:

The existing septic tank shall have a bolted lid installed or the existing lid can be welded closed. The sewer lines entering the tank shall be exposed and capped on both sides of the tank – note that the lines are very shallow, and easily exposed.

· AREA RESTORATION:

All areas disturbed by the contractor shall be restored to original condition. A gravel road will need to be crossed with the proposed force main pipe. The road will need to be replaced to original conditions in accordance with the plans and specifications.
