Statement of Work

SECTION A – SCHEDULE OF ITEMS

PERFORMANCE TIME: 25 Calendar Days (weather permitting)

ESTIMATED START WORK DATE: 25 Calendar days. Mixed Seed is expected to be available after 2/1/2025 and the contractor can start immediately after the award has been made and notification requirements have been met.

PERFORMANCE PERIOD: All work must be completed within the period of performance.

SECTION B - SPECIFICATIONS APPLICABLE TO SEEDING

B.1.1 DESCRIPTION OF WORK - The Contractor shall furnish application equipment, supplies, and materials except for specified Government furnished property to seed designated burned areas with BLM supplied seed at the rates specified using appropriate application equipment and delivery method. All work must be done such that there is no soil disturbance. Much of the seeding area is inaccessible by vehicle and no off-route travel is allowed in the project area. The project area is characterized by highly variable terrain including flat mesa tops, steep slopes and intermittent stream drainages.

B.1.2 LOCATION OF PROJECT UNITS - Work under this Contract is located in Central

Montrose County approximately 8 miles northeast of the town of Nucla, CO. The work locations are shown on attached maps.

B.1.4 SECURITY OF EQUIPMENT – The Contractor may leave their equipment at the work site however, the Contractor shall be responsible for the equipment if it should be lost, stolen, vandalized or damaged.

B.2.1 CONTRACTOR FURNISHED ITEMS - The Contractor shall provide all labor, transportation, tools and equipment necessary to perform the requirements of this contract.

B.2.2 Seed Application Equipment - The Contractor shall evenly distribute the designated seed at the rates specified. Equipment that cannot perform the specified work shall be modified or replaced by the Contractor prior to beginning work. Application equipment shall be equipped for carrying seed with distribution mechanism including release, shutoff, and spreading device which can be calibrated for spreading seed at the prescribed rate in an acceptable manner and uniform pattern. Seed application equipment shall include lids/covers which fasten securely to prevent seed from blowing out.

• Seed samples are available for bulk density tests as necessary.

B.2.3 Global Positioning System - Each piece of equipment used for seeding furnished by the

Contractor shall be capable of electronically mapping application routes to ensure seed is applied evenly and completely and at the specified rates. After the completion of the project, shapefiles/maps of application routes shall be submitted to BLM Uncompahgre Field Office.

B.2.4 GOVERNMENT-FURNISHED PROPERTY - Aerial photos and work location maps of the project areas will contain GPS coordinates.

The Government will provide all seed required for the performance of the work. The seed is pre-mixed and provided in approximately 3 cubic yard totes. Seed will be available Monday through Friday 8:00 am to 5:00 pm except holidays.

SECTION C - SPECIFICATIONS APPLICABLE TO SEEDING

C.1.1 DISTRIBUTION OF SEED - All seed (government furnished) for the project will be transported to the Contractor’s designated staging area by BLM personnel as coordinated between the Contracting Officer’s Representative (COR) and the contractor.

C.1.2 APPLICATION –Apply mixed seed at a uniform rate per horizontal acre, minimizing drift outside of treatment boundaries. Seed strips shall be distributed in such a manner as to secure as high a uniformity of seed distribution as possible. Such distribution shall not vary more than 10 percent above or below the average distribution of seed per unit of surface specified for the particular area concerned. Electronic mapping data shall be provided and displayed to the Government on request. Seed application rate per acre is outlined below.

C.1.4 GOVERNMENT FURNISHED GPS COORDINATES - Unit boundaries will be provided in electronic shape files. Boundaries will not be marked on the ground.

C.1.5 NOTIFICATION REQUIREMENTS - Within 24 hours prior to actual operations, provide notification of time scheduled for seeding to take place.

C.1.6 Immediately notify the COR of any accident.

SECTION D INSPECTION, ACCEPTANCE, PAYMENT

D.1.1 INSPECTION

D.1.2 Seed openings of the distribution mechanism shall be inspected at sufficient intervals to insure proper functioning and even distribution of seed.

D.1.3 Where skips or insufficient application are documented during “on the ground inspections” by the COR, retreatment will be required at no extra cost to the Government.

D.2.0 ACCEPTANCE

D.2.1 Acceptance will be based upon the satisfactory completion of the requirements in Section C.1.2.

D.2.2 The COR and the Contractor will agree daily upon the quantity of seed used/acreage seeded and both sign-off on the inspection form.

D.3.1 Invoicing – Invoice(s) shall be submitted through the Federal Internet Payment Platform

(IPP).

E.3.1 Payment for seeding will be based on the actual number of acres seeded as applied according to the contract specifications within designated project boundaries and in accordance with Section C.1.2 Application.

E.3.2 Payment will be made on an inspected and completed acre basis.
