C. Work Data Sheets: Designates the type and quantity of work required for each work Schedule, dimensions, and references for specification drawings.

1.2 WORK SCHEDULING

A. Work Schedule: The work schedule shall be submitted at the pre-work conference. When requested, the

Contractor shall submit an updated schedule within 3 calendar days. As a minimum, the starting and completion dates for all major work items must be included.

1.3 SUBMITTALS

A. Scope: Submittals include design computations, shop drawings, manufactures' literature, as built drawings, samples, and maintenance manuals.

B. Requirements: Refer to individual Specifications for submittals required. Submittals shall be delivered to the Contracting Officer. Allow at least 5 working days for review.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these Specifications.

3. Contract number, Drawing number, and Specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.4 DEFINITIONS

A. Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.

1.5 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work as listed in the individual sections of these Specifications and as shown on the Drawings.

B. Conflict: Where a conflict occurs between Reference Documents and Project Specifications, the Project

Specifications shall govern.

1.6 DELIVERY, STORAGE, AND HANDLING

A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be stored in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations which will protect them from damage until installation on the project and final acceptance.

C. Handling: The Contractor shall load and unload products in such a manner as to protect them from damage until installation on the project.

1.7 PROJECT/SITE CONDITIONS

A. Access Roads: Potential access roads are shown on Schedule Location Maps. Vehicle traffic is permitted along proposed and existing fence lines in addition to existing roads/trails within Schedule work areas.

The topography along the fence line may limit or prevent vehicular travel. Additional maps may be provided by the COR upon request. Contractor will be required to contact, and receive prior approval, from respective private landowners before traversing private lands to access identified fence repair points and line segments within work schedules.

B. Variable Terrain and Rocky Ground: All work Schedules (A-C) contain variable terrain and topography ranging from flat to mountainous. Many of the soils of the Schedule work areas are characterized by stony to cobbly clays with shallow bedrock subsurface. Soils and subsurface rock formations may prevent posts from being driven and require drilling at some locations. Sub-surface rock is very likely at all locations and will vary in depth. A rock drill may be required at these work sites to ensure proper installation of posts. It is recommended that interested contractors visit and inspect general site locations before offering a quote.

C. No cross-country travel with motorized vehicles shall occur except as needed or required for safety purposes to traverse identified fence lines. All motorized travel shall remain on designated roads, trails and fence corridors when possible. Access roads shall not be constructed along fence lines or to the job sites, however, travel along the fence line is permitted. Contractor shall repair all ruts and scarred ground created by construction, repair, or removal as directed by the Contracting Officer. No blading or scraping of the ground along the fence line or on any Bureau of Land Management administered land is permitted unless prior authorization is attained.

D. Camping at or near the job site is permitted as long as it does not exceed a maximum of 14 days in any one location. Camping is prohibited within 100 yards of any isolated water source (e.g. springs, seeps, water troughs, windmills, small reservoirs, etc.). Toilet facility requirements shall follow all Federal and

State regulations. When a camp site is no longer needed, all garbage must be removed and properly disposed of.

E. Cultural Considerations: Because fragile and irreplaceable culture resources may be present in the area, project activities and any other action which causes disturbance of the earth's surface shall be limited to those areas approved by the BLM. Deviations from routes flagged or shown on the drawings are not allowable without prior approval of the Contracting Officer. The Contractor shall insure that he/she, their employees, or their representatives do not collect archaeological artifacts. Should the condition of the cultural resources in the area be altered during construction due to unauthorized activity by the Contractor or his employees, the Contractor shall be responsible for all costs of mitigating the cultural resources involved. If deterioration of the archaeological sites is found to be occurring during the construction phase, work on the project shall be terminated until a data recovery plan is prepared and completed in accordance with the National Historic Preservation Act.

The Contractor shall immediately bring to the attention of the Contracting Officer any and all cultural resources including, but not limited to, historic and pre-historic sites or artifacts, buried artifacts, and buried features such as fire pits, burials, and house floors discovered as a result of construction operations. The Contractor shall immediately suspend all activities that might harm the object(s) and shall leave such discoveries intact until instructed to proceed by the Contracting Officer.

Pursuant to 43 CFR J0.4(g) the Contractor must notify the Contracting Officer by telephone, with written confirmation, immediately upon the discovery of human remains, funerary items, sacred objects, or objects of cultural patrimony. Further, pursuant to 43 CFR 10.4(c) and (d), the Contractor must stop activities in the immediate vicinity of the discovery and protect it from construction activities for 30 days or until notified to proceed by the Contracting Officer.

F. Environmental Considerations

Inclement and Seasonal Weather: The project sites are located across an extensive geographical area, variable terrain, and elevations. Inclement and seasonal weather (i.e. rain and snow events) may limit access to project areas and ability to properly conduct repairs for extended periods.

Specific areas may be flagged that designate sensitive areas due to archaeological sites, wildlife nesting areas, sensitive plants, etc. The Government may impose restrictions to vehicle travel or other operations in project areas as necessary or prudent to address and/or protect resources of concern.

Clearing: Minor clearing and/or removal of remnant burned woody vegetative debris along fence segments may be required in some areas in order to facilitate repair activities.

No blading or scraping of the ground along the fence line or on any Bureau of Land Management administered land is needed or permitted. Access roads shall not be constructed along fence lines or to the job sites, but travel along the fence line is allowed.

Clean-up: All trash and excess materials must be removed from the project site on completion of construction and disposed of in a manner, and at a location, approved by the Contracting Officer.

Fuels and Fire: The Schedule work areas are located within burn areas and generally contain light fuels

(i.e. annual grasses, rabbit brush and sagebrush) but may contain, or require crossing, areas of heavy fuels. The contractor shall obey and enforce fire prevention measures such as spark arresters, avoidance of high fuel areas where possible and all other instructions from the Contracting Officer.

PART 3: EXECUTION

3.1 FENCE REPAIR/REMOVAL/INSTALLATION: (Refer to Work Data Sheet)

A. General: Fence repair will utilize as much existing material as possible when practical and feasible.

Fence repair consists of repairing fire damaged structures and wire as well as general maintenance due to pre-fire age and condition of fence. Structure repair will consist of removing and rebuilding damaged structures, to specifications as contained herein, utilizing new material as needed. Itemized damaged wood post structures will be replaced with corresponding steel component structures or as identified within corresponding repair point data. Damaged steel pipe structures will be repaired with steel components. Resultant fence after repair should be in conformance to Technical Drawings and

Specifications contained herein and function to adequately turn livestock.

B. Setting Posts: Dig holes for setting wood posts to the depth as shown on the Work Data Sheet. Set posts plumb and to the spacing and grades as shown on the Drawings, unless staked otherwise. Post spacing shall fall within 6 inches of that dimension shown on the Drawings or in the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post.

Backfill gradually and uniformly with soil around each post. Compact backfill firmly from the bottom of the hole to the ground surface.

C. Driving Posts: Wood posts shall be driven only when approved by the Contracting Officer. Drive steel fence posts into the ground to the depth shown on the Drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and drill holes a minimum of 18 inches deep and slightly smaller than the diameter of the post.

Drive posts solidly into the holes. Drive steel pipe as shown on the Drawings.

D. Steel Line Posts (T-post): Steel Posts: Drive into the ground to the depth, and attach fence wire, as shown on the drawings. The anchor plate shall be below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly smaller than the diameter of the post, then drive post solidly into the rock formation.

E. Ratio of Wood to Steel Line Posts: Some fence lines have ratios of wood posts to steel which have burned, T-posts will be installed and wires clipped to replace wood posts no longer set in ground.

F. Single Steel Posts: Shall only be used when replacing a single wood line post that was installed in place of a wood stress panel. If there is an existing post, the price includes removing the old one and installing the new one. Wires shall be clipped to the post using galvanized band clamps. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space within 6 inches of that dimension, and attach fence wire, as shown on the drawings or in the Work Data Sheet.

G. Steel Pipe Assemblies (Corner Panel, Stress Panel, and End Panel): Steel pipe panels shall be constructed in accordance with the Drawings and will include galvanized pipe caps on the tops of the structures. If loose soil conditions cause corner panels to lift when the fence wire is stretched, a steel post shall be driven parallel and adjacent to the corner pipe a minimum of 2'-6" deep and wired to the panels. When rock formations prevent driving pipe, drill holes 18 inches deep and the same diameter as the pipe. Drive pipe solidly into the holes. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs and on each side of a gate unless shown otherwise on the Maps or Drawings.

H. Steel Rock Jacks & Cribs: With the approval of the Contracting Officer, rock jacks and cribs may be used in lieu of wood end panels, corner panels, and stress panels where appropriate and rock formations or terrain prevent equipment from access for use of a rock drill. Rock cribs will be paid for at the same unit price as the substituted item. Construct as shown on the Drawings. Figure fours shall not be used in place of line posts.

I. Rock Bolt End Panels: With Contracting Officer's approval, rock bolt end panels may be used in lieu of end panels when terminating the fence at a cliff or large boulder. Rock bolt end panels will be paid for at the same unit price as the end panel being substituted. Rock bolt end panels consist of two steel posts interlocked and driven together, and braced with guy wires tied to eye bolts in rock bolt sleeves. A rock drill will be required for installing rock bolts. See Drawings for details.

J. Wire: Stretch tightly and securely attach wire to posts with standard wire clips or tie wire twisted tight.

Wire is properly stretched and under sufficient tension to not exhibit sagging between line posts nor vibrate when struck. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire. Do not drive staples parallel to the grain of the wood.

Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

K. Brace Wire: All panels shall be wrapped with two complete wraps of barbless wire and twisted tight with a tensioning device. A steel rod, rebar or digger link, shall be used, leaving one end of the steel rod long enough to fasten behind the horizontal brace or wire may be twisted tight from the brace wire and looped over the brace pipe to prevent wire from unwinding. All structures shall be wired in an “X” pattern, the same as the Stress Panel drawing.

L. Single Wire Installation: Install one wire (barbed or barbless) at height shown on the Work Data Sheet and stretch, clip and staple as required for a complete fence.

M. Single Wire Removal: Includes single wire removal (barbed or barbless) and removal of clips and replacing any fence stays along fence line.

N. Single or Multiple Wire Splicing, Re-Stretching, and/or Re-Clipping: Includes all splicing, stretching, and/or re-spacing of any existing wire in fence line from one structure to another. Wire repair will consist of re-hanging, re-clipping, and splicing of wire as needed.
