Limited Source/Brand Name Justification United States Department of Agriculture
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting office.
United States Department of Agriculture, Departmental Administration, Office of Contracting and Procurement, Procurement Operations Division, 301 S. Howes Street, Suite 321, Fort Collins, CO 80521.
2. Description of supply or service required to meet the agency’s needs.
Dr. Downing will provide USAID/Kenya with: (1) providing support in the design and assessment of GFSS activities related to the Journey to Self-Reliance (J2SR), agriculture, food and water security, resilience and resilience measurement, market systems, Monitoring, Evaluation and Learning; (2) the development of procurement documents for Kenya GFSS market systems, resilience and learning programming; (3) contribution to the design and implementation of Regional and Kenya MEL activities that support measurement of GFSS programming; (4) providing technical support on resilience measurement, policy enabling environment at the bilateral and regional levels; and (5) other items as identified in the SOW.
3. The rationale or circumstances for limiting competition.
Dr. Downing has supported USAID/Kenya for four years in its initial phases of designing a new FTF strategy under the Global Food Security Act (GFSA) and therefore has inherent working knowledge to fulfill the needs of the Statement of Work. This SOW represents the next phase of country and regional planning under the GFSA in Kenya. Therefore, there is no one with both Dr. Downing’s specific background as well as the recent experience of the Kenya and regional GFSS work.
Dr. Downing is a value chain and market systems expert. Between 2001 and 2014, she worked for USAID as a Senior Enterprise Development Advisor in E3’s Office of Microenterprise and Private Enterprise Promotion (MPEP) Office. Dr. Downing directed and managed AMAP – a centrally-funded research and learning project that developed USAID’s approach to value chain development (http://microlinks.kdid.org/good-practice-center/value-chain-wiki), used to design Feed the Future projects across East and Southern Africa as well as Asia. Dr. Downing has been involved in the design of 20 Feed the Future projects since the beginning of the Initiative. On the basis of this experience, USAID’s Bureau for Food Security requested her expertise to write a guide on Feed the Future project design to include both contractual guidance and technical good practices particularly relevant to agricultural development and other issues central to Feed the Future.
Dr. Downing also worked on the early designs of Feed the Future resilience and value chain projects in Kenya starting in 2009, on the 2016 evaluation of USAID/Kenya’s Feed the Future portfolio, and on the initial phases of the current FTF strategy redesign. This experience gives Dr. Downing inherent working knowledge to fulfill the needs of the Statement of Work. She has worked on market development for over thirty years in Africa, Latin America and Asia and has a PhD in Geography from the University of Washington and a Masters in City and Regional Planning from Cornell University.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
AMD and AED will continue to monitor various market information to include FedBizOpps, GSA Advantage, etc., to determine whether any other source(s) can meet a future requirement prior to any subsequent acquisition.
5. Estimated price, including all options, if applicable.
The estimated value is $117,000.00.
6. Recommended source(s).
