FY22 - RV Site Utilities and Improvements at Crocodile Lake National Wildlife Refuge Key Largo, FL 33037
Part 1
General Information
1.0 GENERAL: This is a Firm Fixed Price contract to provide utilities and improvements to RV sites in Crocodile Lake National Wildlife Refuge (CLNWR). The Government shall not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to provide utilities and improvements to RV sites in CLNWR as defined in this Performance Work Statement except for those items specified as government furnished items and services. The contractor shall perform to the standards in this Performance Work Statement.
1.2 Background: CLNWR, operating as a satellite of the National Key Deer Refuge, is on upper Key Largo in Monroe County, Florida, and was established under the Endangered Species Act of 1973 (as amended) and the Land and Water Conservation Fund Act of 1965 (as amended in 1976). The refuge was established in April 1980 and currently covers 6,700 acres, including 650 acres of open water. It contains a mosaic of habitat types including tropical hardwood hammock, mangrove forest, and salt marsh. These habitats are vital for hundreds of plants and animals, including eight federally listed species.
A couple of large concrete slabs (over 9,000 ft2) were left over from a failed residential development prior to Refuge establishment. Rather than the costly demolition of these assets, they will be repurposed and will be used to create an RV area with 4 hookups. These four sites will help facilitate refuge operations by providing researchers and volunteers who help conduct refuge operations including maintenance work involving the upkeep of buildings and grounds; habitat management projects including tree planting and invasive plant removal; biological work on listed wildlife species, research and removal of invasive wildlife including pythons, feral cats and iguanas; environmental education within schools and for community events; leading and managing other volunteers; and, the operation and staffing of the Refuge’s visitor contact station.
1.3 Objective: Provide utilities and improvements to RV Sites in CLNWR. This project will be located approximately 0.4 miles North of U.S. 1/C.R. 905 on the West side of C.R. 905 which is across the road from Loquat Drive in CLNWR (see attached maps)
1.4 Scope: This project will create these RV sites, connect to utilities and develop improvements to make these RV sites operational.
