PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: The work shall consist of labor, equipment, supplies and materials to:
1. Remove rust, prime and paint the 2,072 S.F. (exterior) metal building with 14’ eave height. The color of paint will be selected by the hatchery manager. The existing topcoat paint is chalky and rubs off easily. Replace the skylight fasteners with stainless fasteners. The swab test for lead-based paint was inconclusive. See Appendix for photos of the building.
2. Replace five (5) coiling roll-up doors and one (1) personnel door.
Roll-Up doors: One—13’ wide x 13’ high and four—12’ wide x 11’ high. The existing doors are manually operated. The replacement doors will be motor-operated. Therefore, electrical wiring and circuit breakers must be installed from the existing load panel inside the building. Contractor shall submit a new power supply design for the overhead doors to the Contracting Officer’s Technical Representative (COTR) for approval. All electrical work will be performed by an electrician licensed in Arizona to meet the latest National Electrical Code.
The paint on the existing doors contain lead. The swab test for lead-based paint was positive. Therefore, the OSHA protocols will be followed for the removal of the doors. All federal and state regulations will be followed for the disposal of the doors.
The loose or peeling paint on the overhead door frames contain lead.
Completely remove the paint and dispose of the waste following all federal and state regulations.
Personnel door: The existing door rides the jamb. Replace the door, frame, threshold, and hardware including the lockset. The hardware and lockset will be commercial grade, BHMA Grade 1. Frame shall be hollow metal. The door will be insulated hollow metal and have no glazing. The lockset will be keyed to match the master key for the hatchery. Install one green LED exit sign, and permanent wiring, over the personnel door. It shall be equal to or better than “Lithonia” model
LQM EL N.
Colors of the overhead doors and personnel door must match the color of the building.
3. Install 10 – 6 inch pipe bollards, two for each overhead door, as shown below.
Prime and paint the bollards Safety Yellow, HEX #EED202.
4. Replace the damaged overhead door frame/trim and wall panel as shown in the photos to match the existing door frame/trim and wall panel. (Two locations)
B. Location: Work under this contract is located at the Williams Creek National Fish Hatchery in Apache County, Arizona.
C. The hatchery is located on the Fort Apache Indian Reservation. Therefore, Tribal Employment Rights Ordinance (TERO) will be applicable. Contractor shall coordinate with the TERO Office on labor and other tribal regulations.
D. Site Visit: Contractors are encouraged to visit the project site and inspect existing conditions prior to submitting quotes. See Federal Acquisition Regulation (FAR) clause 52.236-27 Site Visit.
