All dumpsters must be Baker Green metal units approximately 71 inches wide by 75.5 inches tall with padlocked lids, contractor-supplied locks keyed identically, and stickers or painted markings indicating restrictions and park patron use only. The contractor must respond to maintenance issues within 72 hours, maintain compliance with North Carolina solid waste collection and transportation regulations, provide monthly landfill load ticket weights, maintain proof of workers compensation and liability insurance, and ensure vehicles are properly maintained, leak-resistant, and prominently branded with company identification.

Performance Work Statement (PWS) July 2026 to July 2031
Base Year with Four Option Years Solid Waste Dumpster Service Contract—National Park Service Outer Banks Group which includes, Fort Raleigh National Historic Site, Cape
Hatteras National Seashore, and Wright Brothers National Memorial
1. Background. The Outer Banks Group is composed of three parks. Cape Hatteras National Seashore (CAHA) is in North Carolina. Stretching over 70 miles from north to south, Cape Hatteras National Seashore crosses three islands: Bodie, Hatteras, and Ocracoke. The park was established by Congress in 1937. The parks mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 2 million visitors annually. Fort Raleigh National Historic Site is located near Manteo, North Carolina, on Roanoke Island. Fort Raleigh encompasses 355.45 acres on the northern end of Roanoke Island. Established in 1941, Fort Raleigh NHS preserves and interprets the first English colony in the New World and history of Native Americans, Europeans Americans, and African Americans who lived on Roanoke Island. There are over 260,000 visitors annually. Wright Brothers National Memorial is located on the Outer Banks of North Carolina. The 428-acre site contains a large granite boulder at the historic point of take-off, a 60-foot granite monument (1932) Atop the Big Kill Devil Hill, and reconstructions of the brothers' 1903 living quarters and hangar. The park's visitor center has been designated as a National Historic Landmark. Wright Brothers National Memorial was originally designated as the Kill Devil Hill Monument National Memorial on March 2, 1927. Over 600,000 visitors per year visit the park.
2. Required Services. The contractor shall provide all labor, tools, equipment, materials, and supervision required to provide the NPS Outer Banks Group with a solid waste dumpster contract for 42 dumpsters. On the Friday before the Memorial Day, Independence Day, and Labor Day Holidays one additional dumpster will be deployed at ramp 49, during this period the dumpster count will be 43. The additional dumpster will be removed after the holiday weekend ends. On the Friday before the Memorial Day holiday two additional “Peak Season” dumpsters will be deployed at the Ocracoke campground, during this period the dumpster count will be 45.
These additional two dumpsters will be removed after the Labor Day holiday weekend ends.
The contractor shall ensure that all dumpsters are in place no later than July 30th, 2026.
The North District includes fifteen dumpsters distributed at the following locations: (1) Wright Brother National Memorial Maintenance Yard, (2) Fort Raleigh National Historic Site Maintenance Yard, (1) Bodie Island, Maintenance Yard ,(1) Bodie Island Housing Area, (3) Coquina Beach Day Use Area, (4) Oregon Inlet Campground, (1) Oregon Inlet Small Boat Ramp, (1) Pea Island U.S. Fish Wildlife Service Contact Station, (1) Parking lot South of the Marc Basnight Bridge that crosses Oregon Inlet
The South District includes nineteen dumpsters distributed at the following locations: (1) Salvo Day Use Area, (1) Haul Over Day Use Area, (2) Buxton Maintenance and Housing Area, (4) Cape Point Campground, (1) Old Hatteras Lighthouse Day Use Area, (1) Buxton Woods Picnic Day Use Area (1) Buxton Ranger Station, (2) Buxton Fishing Cleaning Station, (4) Frisco Campground, (1) Ramp 49 *** add one additional dumpster at ramp 49 prior to the following holiday weekends : Memorial Day, Independence Day, and Labor Day weekends *** (1) Frisco Day Use Area
Ocracoke Island includes eight (10 in peak season) dumpsters distributed at the following locations: (4) Ocracoke Campground, (2) Peak Season *** add two additional dumpsters at Ocracoke campground prior to Memorial Day weekend and picked up after the Labor Day holiday weekend *** (1) Ocracoke Fish Cleaning/Dump Station, (2) Maintenance Yard/Housing Area, (1) Ocracoke Day Use Area
All 45 dumpsters will have pad locked top lids with contractor supply locks. The dumpsters located at the eleven Day-Use areas will have pad locked top lids and an 18” slide door access openings. The goal for the Day-Use area dumpsters is to not allow large trash items to be placed inside the dumpsters. Items like construction material, cardboard boxes, and standard household trash bag items. The objective for dumpsters at the Day Use Areas is to allow trash disposal of items used while visitors are experiencing a day at the beach. The number of dumpsters at the Day-Use areas total 13 dumpsters (14 on holiday weekends). The locations and numbers are:
Coquina Beach (3), Parking lot south of the Marc Basnight Bridge that crosses Oregon Inlet (1), Oregon Inlet Small Boat Ramp (1), Pea Island U.S. Fish Wildlife Service Contact Station (1), Salvo Day Use (1), Haul Over Day Use (1) Old Lighthouse Buxton Day Use (1), Buxton Picnic Day Use (1), Frisco Day Use (1), Ramp 49 (1), and Ocracoke Day Use (1). The contractor is to provide recommendations to the park COR before the dumpsters are approved for the Day Use Areas.
Attachment #1 provides a physical street address for dumpster locations and/or latitude and longitude coordinates for those locations which do not have a physical street address.
3. Contractor Responsibilities:
1. The contractor will provide up to 45 dumpsters and all the equipment needed to service and repair the units.
2. Contractor must maintain enough backup containers to replace all damaged/unserviceable containers within 72 hours.
3. Contractor to provide scheduled dates and numbers of replacement dumpsters during each option year.
4. Contractor responsible for all required license, permits and dump fees.
5. Contractor is to wash the interior storage box area and exterior of the truck after each service run once the trash has been delivered to the landfill.
6. Contractor to provide documentation to the COR showing that the Contractor’s equipment meets the State of North Carolina requirements for “Collection and Transportation of Solid Waste”.
7. Dumpsters located in the campgrounds will have a different start and finish dates. During the periods when the campgrounds are closed, the dumpsters can be stored in the campgrounds. During those dates of closures, that the dumpster shall have the openings secured to keep people from placing items inside them. The Frisco Campground, and Cape Point Campground will open to the public on Friday, of Easter Weekend. All the campgrounds noted above close to the public on Thanksgiving weekend in November.
8. The Oregon Inlet and Ocracoke Campgrounds are open all year round; these locations are serviced at the same time as all non-campground locations.
9. At no time are the dumpsters serviced in any campgrounds before 6 am.
10. Contractor to maintain posted speed at all campgrounds and all park roads.
11. During periods of road closures when HWY 12 or Ocracoke Island are not open to the public and the only way to access Hatteras Island is by using a ferry from Stumpy Point NC or Swain Quarters NC, contractor to contact National Park Service COR to determine if the Park wants the contractor to make the normal scheduled run. When the National Park Service has received weather predictions of a major storm or Hurricane the contractor may be requested to make dumpster service different than the normal run dates to have the dumpster emptied before landfall of the major weather event.
12. Contractor will provide metal dumpsters which would be approximately 71” wide by 75 ½ “tall. Once the contractor is notified of a dumpster that needs repair or needs replacement within 72 hours contractor will notify Contracting Officer and COR regarding the action that will be taken to correct the issue. All dumpsters that would be replaced will be Baker Green in color; Contractor is to inform National Park Service COR. Services rescheduled due to road closures or storm preparation shall be at no additional cost.
13. Contractor is to have sticker or painted information on each dumpster placed in the best position to be seen by the end user that informs them what cannot be placed inside the dumpsters and that the intended user is for National Park Service Patron Use Only.
14. Bulk Container (Dumpster) markings, at minimum shall have the contractor’s name marked on the dumpster. The marking shall be readable from 10 feet away.
15. If contractor is using plastic lids for dumpsters, they are to have operational lid locking devises to keep lids closed during periods of high winds.
16. Contractor is to ensure all top lids are closed and locked after servicing the dumpsters before departing the location. All locks are to be keyed the same, so that one key can open all locks.
17. Contractor to provide COR with six keys that will open locks to dumpsters.
18. Contractor is to ensure no trash is left on the ground after the dumpster/s has been emptied.
19. Contractor to ensure the trash truck is properly maintained and serviced.
20. Contractor/ Driver to ensure no issues exists with leakage of fluids coming from the truck. This includes motor oil, hydraulic fluids and waste fluids from the trash storage box of the truck.
21. Contractor to report immediately to the COR any reports of fluid spills from the truck or any vehicle accidents that take place during the periods when the contractor is providing service for the park and before leaving the location of the spill or incident.
22. During the periods when the dumpsters are serviced twice a week, contractor to take the 5 am ferry to Ocracoke from Hatteras to reduce the contact with visitors. This is required as the ferry ride takes an hour and 15 minutes. The 5am ferry requirement is to stage the truck and that actual on-site dumpster servicing shall not begin before 6am at campgrounds, and that driving/transit may occur outside normal business hours.
23. Contractor to provide COR with monthly landfill load ticket weights.
4. Government Furnished Property, Materials & Supplies. None.
5. Business Hours. The normal business hours are 7:00 am to 5 pm. Two locations are only accessible during normal business hours of 7:00 am to 3:00 pm. These locations are: Bodie Island Maintenance Yard and Buxton Maintenance Yard. Starting Memorial Day Holiday in May until the end of Labor Day weekend in September dumpsters are to be serviced twice a week and the remaining periods dumpsters are to be serviced once a week. The service runs are to take place on Mondays and Fridays when servicing twice a week and on Fridays when only servicing once during the week, excluding Federal holidays. The contractor shall coordinate specific on-site work schedule with the Contracting Officer and Contracting Officer Representative (COR) five days prior to performance start date. While on site, the COR may be reached by mobile phone during normal business hours. Any work outside of normal business hours to be pre-approved by the Contracting Officer and COR.
6. Management. The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.
7. Safety & Environmental Compliance.
1. Contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.
2. Contractor shall comply with pertinent Environmental Protection Agency laws and regulations.
3. The Park safety officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property.
4. The contractor shall immediately report to the Contracting Officer, COR and Park safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.
5. Contractor to have oil spill kit on the truck while providing service for the NPS.
8. Insurance. The Contractor shall be insured in accordance with State of North Carolina insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.
1. Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman’s Compensation Laws of the State of North Carolina.
2. Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract, and shall submit proof of insurance to the Contracting Officer.
9. Performance Requirements Summary (PRS). The contractor performance requirements are summarized into required services that relates directly to successful contract completion.
The performance standard identifies the minimum acceptable levels of service allowed.

10. Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permit, licenses, registrations and proof of insurance shall always be maintained in the vehicle and made available upon request.
Contractor employees shall always comply with federal vehicle motor law requiring seat belts be worn. Contractor employees shall adhere to the posted speed limits.
11. Contractor-Furnished Vehicles. Contractor vehicles shall have the company name prominently displayed on both the passenger and driver sides of the vehicle. Vehicles shall be maintained and cleaned to present and operate in a safe and serviceable condition. Vehicles shall be registered, licensed, insured, and operated in a safe and serviceable condition. Vehicles found to be unsafe or mechanically unsound shall be restricted from operations in the Park. Vehicular repairs shall not be performed in the Park. The COR may inspect the contractor’s vehicle(s) at any time and direct the removal of all unsafe vehicle(s) from the Park. The contractor shall have enough equipment to ensure completion of contract requirements in the event of equipment failure.
11. COLLECTION AND TRANSPORTATION OF SOLID WASTE.
(a) The solid waste collector shall be responsible for the collection and transportation of all solid waste to a solid waste management facility as defined in G.S. 130A-290 that is permitted by the Division.
(b) The solid waste collector shall transport to a site or facility only those solid wastes that are allowed by facility permit.
(c) Vehicles or containers used for the collection of solid waste, and transportation by whatever means, including highway, rail, and navigable waterway, shall be constructed, operated, and maintained to be leak resistant in order to prevent the creation of a nuisance to public health from the escape of solid, semi-solid, or liquid waste. In order to meet the requirement to be leak resistant, the owner and/or operator of the vehicle or container shall adhere to the following standards:
(1) All surfaces that exposed to waste shall be smooth and non-absorbent.
(2) All drain holes and valves shall be closed, plugged, or sealed.
(3) The vehicle or container shall be equipped with seals, gaskets, or other devices pursuant to manufacturer specifications in order to prevent the escape of liquids. Such seals, gaskets, and other devices shall be maintained and replaced pursuant to manufacturer specifications.
(4) The vehicle or container body, waste holding area, and hopper, if so equipped, shall be free of holes, cracks, rusting, corrosion, or other evidence of damage or weakness that may allow the escape of solid, semi-solid, or liquid waste.
(5) The waste holding area, including the hopper and around the packer blade, if so equipped, shall be clean of debris to prevent vectors or the accumulation of litter.
(6) The vehicle or container shall be loaded, transported, operated, and maintained to prevent the escape of solid, semi-solid, or liquid waste to the environment.
(7) The vehicle or container shall be serviced, repaired, and cleaned to maintain sanitary conditions, to preserve the integrity of the door seal, to prevent the accumulation of mechanical fluids, dirt, and filth on the vehicle's exterior, and to prevent contamination of the environment by fluids.
12. Employee Badges/Parking. All contractor employees shall comply with parking procedures published for the Park. Contractor employees shall return any PARK issued personal or vehicle identification badges immediately upon termination of employment or completion of this contract.
13. Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
14. Conflict of Interest. The contractor shall not employ off-duty COR’s or other Government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives.
15. Inspection. The Government will conduct random inspection upon completion of required services. Final payment will be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected. The contractor not to invoice for any portion of service not provided.
