About this file
This Sole Source Justification document details the Department of War's (DoW) proposed sole source contract with the Alliance for Telecommunications Industry Solutions (ATIS) for a 3rd Generation Partnership Project (3GPP) membership. The contract will run from January 1, 2026, through December 31, 2030, with a firm-fixed price structure and funding from O&M funds in Fiscal Year 2026. ATIS is identified as the only organization in North America providing 3GPP membership for government and organizations, with six other international entities offering similar services.
The membership will enable the DoW Chief Information Office (CIO) to participate in collaborative technology specification development, including emerging standards for 6G, 5G, LTE, and LTE-Advanced technologies. Market research confirmed ATIS as the sole authorized seller, with no authorized resellers found. The justification notes that attempts to find alternative vendors would result in pass-through charges, and small business searches yielded no viable alternatives. The contract will provide the DoW CIO with corporate member status, allowing representation in meetings, document contribution, participation in decision-making processes, and cooperative work with industry peers.

WASHINGTON, DC 20301-1155
SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES
FOR CERTAIN COMMERCIAL ITEMS
UNDER FEDERAL ACQUISITION REGULATION (FAR) 13.5
1. AGENCY AND CONTRACTING ACTIVITY: The Department of War, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Office of the Secretary of War (ESOW), on behalf of the Department of War (DoW) Chief Information Office (CIO).
2. DESCRIPTION OF ACTION: WHS/AD proposes to issue a sole source contract for membership for 3rd Generation Partnership Project (3GPP) membership for CIO, using a firm-fixed price structure, to Alliance for Telecommunications Industry Solutions (ATIS), without using full and open competition. The period of performance is January 01, 2026, through December 31, 2030, with a total estimated dollar value of The contract will be funded with O&M funds from Fiscal Year 2026.
This Limited Sources Justification (LSJ), seeking approval to award a sole source contract to ATIS, would allow for the membership to be awarded in a timely manner. ATIS is the only organization in North America providing a membership subscription of 3GPP for the government and organizations within North America. There are six other entities, located in Europe and other foreign continents, that provide 3GPP on an international platform.
3. DESCRIPTION OF SUPPLIES/SERVICES: This membership gives the DoW CIO corporate member status in the collaboration with partners from other industries. Membership also enables broader DoW CIO participation in other 3GPP activities as desired and as they arise.
The membership provides a stable environment to produce the specifications that define technologies, including 6G, 5G, LTE and LTE-Advanced. ATIS members develop solutions that are creating the future of the information and communications technology (ICT) industry.
This forum allows DoW:
• Representation of DoW interests and participation in meetings.
• To receive and contribute documents into the meetings.
• To take part in decision-making processes.
• To work cooperatively with peers in an open standards making body.
A query of FPDS-NG on December 9, 2025, for “3GPP membership” was also used to verify availability in the federal marketplace. The search yielded 7 results, including awards from the Federal Communications Commission (2 results), the National Institute of Standards and Technology (3 results), the Federal Highway Administration, and the Washington Headquarters Services (WHS), all for sole source awards to the Alliance for Telecommunications Industry Solutions, Inc. (ATIS).
Dynamic Small Business Consideration: A query of the Small Business Search (SBS) tool on December 9, 2025, for keyword “3GPP” using NAICS 813920 yielded zero results. A query on SBS using keyword “3GPP” without specifying a NAICS code yielded four results
The contracting officer reviewed all four entries and determined that none the resultant vendors could offer the required membership. Lynk Global Inc. provides cellular satellite communications networks. Network Security Systems Plus, Inc., is a network security assessment company with a Cage Code of “3GPPG” that appears to be a faulty search result.
Montana Fiberglass Inc. manufactures fiberglass tanks with a Cage Code of “3GPP6” that also appears to be a faulty search result. ISTEK LLC is a consulting firm specializing in Technology, Media, and Telecommunications (TMT) technologies including Machine Learning, and Artificial Intelligence.
The contract specialist confirmed that these firms do not provide the required subscription/ services. In accordance with FAR 19.502-2(a) the contracting officer does not have a reasonable expectation of receiving two small business offerors.
7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR Part 13.106-2(b)(3) Evaluation of quotations or offers to ensure award will be at fair and reasonable prices. Certified Cost and Pricing Data was not obtained as this is a commercial service.
8. MARKET RESEARCH: Market Research was conducted by the DoW CIO office and the contracting team. There are no authorized resellers for the 3GPP membership. ATIS is the only authorized seller of the 3GPP membership.
9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: N/A
10. INTERESTED SOURCES: There are no other interested sources as ATIS is the only vendor that offers this specific subscription. Any attempt to find additional vendors would result in pass through charges for the contract.
11. ACTIONS TO INCREASE COMPETITION: Steps will be taken to ensure the requiring activity engages early with the Contracting Office to allow for sufficient market research and competition as much as feasible in future actions of this kind. Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?
