About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide professional land surveying services to support the subdivision of two existing school parcels in Summerton, South Carolina into two new parcels for the National Park Service.
The SOW details the specific survey tasks required, including recovering and confirming the boundaries of the existing parcels, marking the proposed new parcels with permanent monuments, and providing recordable plats, legal descriptions, and digital survey and mapping data. The contractor must have a Registered Professional Land Surveyor in South Carolina, and the work must be completed within 45 days after a kickoff meeting. The government will provide the survey control points and coordinate the initial site walkthrough. The contractor is responsible for quality control, coordinating access with the current property owners, and avoiding any damage to archaeological or cultural findings. Pricing is requested as a fixed cost per site, with an additional cost per monument point if needed.

The National Park Service as an agency of the United States Government is considered exempt from state and local regulations and codes regarding land development. This subdivision may or may not conform to state and local rules and regulations. In addition, the severed buildings may no longer comply with international, state, or local building codes.
The selected contractor will not assume any liability in this regard. They will however remain subject to the minimum state surveying standards as well as any work detailed herein.
II. PROJECT DETAILS:
PERFORMANCE PERIOD AND SCHEDULE:
Once the government and the selected firm (contractor) agrees to the price communicated for the work that is to be completed as described within this document, the contractor can begin the preliminary work. There will be an on-site kick off meeting with the contractor, NPS Lands, and school staff to finalize the corner locations prior to field work and final monumentation.
All final work shall be completed, and the described products delivered to the government no later than 45 days after the kick-off meeting.
Draft deliverables shall be submitted electronically to the government’s technical POC listed in Section III for review within 30 days of the begin of work. The reviewer will provide approval or request for changes within 7 days of receipt of the draft documents.
CONTRACTOR’S PROJECT STAFF:
The contractor’s staff must include an individual who is a Registered Professional Land Surveyor in South Carolina and fully qualified to perform land surveys, prepare legal descriptions, and comply with all applicable federal, state, and local laws. This person shall be the individual that is responsible and in-charge of the land survey work and all land survey decisions.
STANDARD SURVEY TASKS:
The contractor will provide all labor, equipment and supplies necessary to complete a boundary survey as identified herein unless otherwise noted. Specific tasks noted below will be completed as part of this project:
1. Landowner Contacts (complete prior to field work)
a. Contact the NPS park contact as well as school staff to provide times and dates of entry and coordinate any logistics regarding physical access to the project area (reference Section III for contact information).
b. Contact all applicable adjoining private property owners and obtain permission for entry if needed.
SOW, BRVB SC Land Surveying Services Page 5 of 10
c. Contact the local utility line location services (811). Please request that markings on hard surfaces be minimized to the greatest extent possible.
2. Records Research Contractor is responsible for conducting the necessary research required to complete the tasks listed herein. To the extent available, NPS will provide land title, survey records, maps or other documents currently in the possession of NPS related to the project area.
3. Investigate Boundary Line Evidence
a. The character and location of evidence of possession or occupation along the perimeter of the surveyed property, both by the occupants of the surveyed property and by adjoiners, observed in the process of conducting the fieldwork.
b. Without expressing a legal opinion as to the ownership or nature of the potential encroachment, the evidence, location and extent of any conflicting boundary evidence related to record title documents.
c. The location, size, character, and type of any monuments found during the fieldwork, including legislated park boundary monuments and private property boundary monuments.
d. The location, description, and character of any lines or natural features that appear to delineate or control the boundaries of the surveyed property (i.e. fences, walls, rivers).
4. Preliminary Marking or Staking NPS and school staff will meet on-site with contractor to preliminarily mark the proposed new property corners with stakes or flagging prior to installing and surveying of the semi-permanent monuments. This step is critically important as part of the new boundary runs between two existing buildings that are close to each other. NPS wants to ensure sufficient access for maintenance equipment along this portion of the new boundary.
5. Boundary Surveying and New Survey Monuments Monuments will be established at every change in direction along the perimeter of the new parcel to be established. These new monuments will be at a minimum a ¾ inch (#6) diameter iron rod or rebar, a minimum of 30 inches long with an aluminum cap to be provided to the surveyor by NPS. For hard surfaces a 2” or longer Parker Kalon or MagNail type nail with washer can be substituted.
6. Recordable Hardcopy Plat and Legal Description of New Parcel Contractor will provide two signed sealed copies of both a hardcopy plat and legal description of the new parcel complying with State and local laws and suitable for recording and use within an instrument of conveyance.
7. Digital Boundary Data Contractor will provide the boundary data used to create the hardcopy plat and legal description in both an Adobe PDF, and an AutoCAD drawing format.
8. Digital Planimetric Mapping Contractor will digitally map planimetric features that are both visible and lie above ground. Some typical features include building outlines, sidewalks, roads, alleys, driveways, ramps, steps, fire hydrants, catch basins, storm sewers, manholes, headwalls, signs, antennas, water bodies, landmark trees or groups of vegetation, curbs, pads, parking lots and striping, utility valves and meters, power poles, etc. The planimetric data is to be provided in a separate AutoCAD drawing, as well as a formatted PDF plot of this data.

SURVEY STANDARDS OF CARE:
1. Other Requirements and Standards of Practice - In addition to any standards set forth herein, this survey will comply with minimum standards of surveying for the State of South Carolina. As noted earlier, the contractor will not be held liable should the new boundary not conform to state and local regulations, nor if any severed improvements no longer comply to code.
2. Measurement Standards - The acceptable relative positional accuracy of the survey is the same as identified in the current version of Section C, NSPS Classifications and Accuracy Standards for Property Surveys.
SURVEY CONTROL:
All reported horizontal distances will be based on ground measurements in either U.S. or International Feet at the discretion of the surveyor or as required by law. The basis of bearings for the project is at the discretion of the surveyor. Both the units and basis of bearings will be noted on the plat.
At least two survey monuments (existing or new) within the project extents will serve as “master” control points. These can be existing property corner monuments or NGS monuments. Both will be described and referenced on the final plat in South Carolina State Plane Grid Coordinates, FIPS 3900, NAD 83, U.S. Survey Feet. The combined scale factor from grid to ground will also be noted. These points should be located on opposite sides of the project area if possible.
DELIVERABLES:
All deliverables and products created under this project including such items certified plats of survey, field notes and research documents used to produce this survey and descriptions are considered property of the National Park Service, U.S. Department of the Interior.
1. Two hard copies mylar land survey plat will be prepared on an 18”x24” (Architectural C) or 24”x36” (Architectural D) map sheet. The actual size and format will be based on any state or local requirements as well as the surveyor’s professional opinion as to the appropriate degree of precision to convey the required information.
2. A digital high resolution PDF file of the survey plat and legal description.
3. A digital CAD file of the survey plat in AutoCAD DWG format.
4. A digital high resolution PDF file of the planimetric features within and immediately adjacent to the new parcel boundary.
