Statement of Work Ester Dome Cleanup – Alaska

1.0 Background

The Bureau of Land Management (BLM) Eastern Interior Field Office (EIFO) proposes removal and contaminated soil sampling actions at three Abandoned Mine Land (AML) sites on Ester Dome (Ester Dome Sites), approximately six miles northwest of Fairbanks, Alaska (Figure 1). The sites are located along Ester Dome Road and Saint Patrick Road. All three sites consist of one or more Closed, Excluded, and Unconveyed (CEU) claims. All sites are located within F 001N 002W.

Descriptions of each site, including removal and sampling requirements and access, are listed below:

Site 1 (Sections 20 & 29) Site 1 comprises four adjacent claims located a short distance north of Ester Dome Road, in the Little Dome Creek drainage. There is a small volume of solid waste to be removed, including scrap metal, gate materials, and foam insulation. The site is accessible via Ester Dome Road and then along a 0.4-mile dirt road. The site is accessible to all 4WD and tracked vehicles and may require some vegetation cutting.

Site 2 (Sections 21 & 28) Site 2 consists of one closed claim. Site 2 contains an empty drum with stained area next to open bung, miscellaneous solid waste, and remnants of old structures. The site is directly accessible via Ester Dome Road.

There is a collapsed log cabin onsite that shall remain undisturbed. If necessary, a buffer shall be designated around the cabin to prevent disturbance during the proposed removal of materials.

A minimum of three soil samples shall be taken from the stained ground near the drum (see section 3.3 Sampling and Table 6).

Site 3 (Section 28) Site 3 consists of one closed claim. Site 3 contains an abandoned vehicle, vehicle parts, wheels and tires, and other miscellaneous debris. The site is directly accessible via St. Patrick Road.

BLM will provide any location data and avoidance areas for BLM Alaska Priority Invasive Plants (PIP) infestations (see Table 5).

Contractor requirements at all sites are the following:

Invasive Species Prevention

• Contractor shall ensure that all equipment, vehicles (e.g., trucks, trailers, watercraft, aircraft) shall be free of visible soil, seeds, and vegetative parts before deploying to the project site and before moving from areas of known BLM Alaska PIP infestations.

• Contractor shall not park or stage equipment, supplies, or materials in areas known to be infested with PIP. When feasible, activities shall commence from known un-infested areas and progress toward known infested areas.

• Contractor shall report any identified PIP on-site with location and description.

Cultural Resource Protection

• Contractor shall perform the following regarding for cultural resource protection:

o All operations shall be conducted in such a manner as not to cause damage or disturbance to any archaeological or paleontological resource, or places of cultural or religious significance. The Antiquities Act (1906), National Historic Preservation Act (1966), Federal Land Policy and Management Act (1976), Archaeological Resources Protection Act (1979), Paleontological Resources Preservation Act (2009), and general United State property laws and regulations all prohibit the appropriation, excavation, collection, sale, or destruction of any historic properties or objects, or vertebrate fossils situated on lands owned or controlled by the United States Federal Government (54 U.S.C. 320302; 54 U.S.C. 300101 et seq.; 43 U.S.C. 1701 et seq.; 16 U.S.C. 470aa-470mm; 16 U.S.C. 470aaa; 43 U.S.C 1733(a); 18 U.S.C. 1361; 18 U.S.C. 641; 43 CFR 8365.1). This includes both prehistoric and historic archaeological sites and associated artifacts, including but not limited to stone tools, modified bone, antler, ivory, or wood material, campfire rings, stone cairns, cabins and other structures and their ruins, mining equipment, refuse dumps, etc., as well as vertebrate fossils (the bones of prehistoric animals). Should any such site be discovered during the course of field operations, the permittee must avoid impacting the location and materials, and will immediately notify the BLM Contracting Officer’s Representative (COR) and provide GPS coordinates and photographs of the identified resource(s).

o Comply with any areas buffered for avoidance by BLM.

Wildlife Protection

• Contractor will restrict vegetation removal as directed by BLM, if necessary, between the dates of May 1 to July 15 for migratory birds.

Public Safety

• Contractor shall coordinate with BLM when working near trails and provide measures for public safety, including but not limited to a sign(s) and a flagger(s).

• Contractor shall not conduct any operations between the dates of September 20-22 annually.

2.0 Objective

The objective of this project is to remove all solid waste, hazardous waste (if present), and contaminated soil at the three sites.

The contractor shall create a work plan describing removal methods, sampling plans, and deliverable due dates to meet the requirements in this Statement of Work (SOW). The contractor can access the sites via Ester Dome Road and St. Patrick Road. The contractor shall complete removal of all solid waste, hazardous waste (if present) and contaminated soil from the sites. The contractor shall log coordinates of all removed material and sampling locations. The contractor shall write a final report outlining all removal actions, sampling, and final state of the project.

3.0 Requirements

The sites are all road-accessible within 10 miles from Fairbanks. The three sites contain the materials described in section 1.0 Background.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and any other items necessary to perform removal services as defined in this SOW. Any permits required shall be obtained by the contractor prior to commencing field work. All materials removed from the Ester Dome Sites shall be disposed of within Alaska Department of Environmental Conservation (ADEC) or Environmental Protection Agency approved disposal facilities. All scrap metal shall be recycled at a reputable facility.

The U.S. Bureau of Land Management shall furnish no equipment. A map and photographs of the Ester Dome Sites are attached.

All removal actions taken within this SOW shall be completed no later than September 30, 2025.

3.1 Work Plan

The Work Plan shall be completed as outlined in section 4.1 Work Plan. The Plan shall include project timeline, personnel, equipment, and methodology.

3.2 Removal

All solid waste, hazardous waste (if present), and contaminated soil shall be removed from the site and disposed of in an ADEC approved facility. The locations of all removed materials shall be logged and summarized in the final report.

3.3 Sampling

Any indication of soil contamination, or soil found near or under removed drums, motor oil containers, vehicles, etc. shall be tested for gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), and total petroleum hydrocarbons (TPH). A minimum of three soil samples plus one uncontaminated background sample shall be taken from each location of suspected contamination.

Areas with contaminated soil will be inspected prior to excavating the soil. The area of known contamination is near the drum located on Site 2. If new indications of contaminated soil are observed at other sites, sampling and removal of contamination shall occur. Any evidence that a release of contaminants has occurred will first be verified by the field crew by screening the soils with a photoionization detector (PID) in accordance with the Alaska Department of Environmental Conservation (ADEC) Field Sampling Guidance procedures (2022).

Excavation will occur using either a skid steer or by hand, and soil will be loaded into an approved container for small quantities of soil (Table 6). The soil containers will be transported to the base of operations placed in a dump truck for offsite disposal. An ADEC Contaminated Media Transport and Treatment or Disposal Approval Form will be completed and accompany the excavated soil containers and/or supersacks.

Following removal of contaminated soil, field screening will ensure no further contamination remains in the area of excavation and confirmation samples will be collected. Based on previous sampling results, confirmation samples will be collected for analysis of gasoline range organics (GRO) and diesel range organics (DRO) by ADEC determination methods AK101 and AK102, respectively (ADEC, 2016). The location, condition, and dimensions of the area and sample collection points will be mapped, photographed, and described. Once the excavation is complete, soil determined to be clean by field screening will be used as backfill and the area will then be contoured to as near as original condition as possible.

3.5 Removal Report

The removal report shall be completed as outlined in section 4.2 Removal Report.

4.0 Deliverables

Deliverables shall be submitted as a hard copy or digital copy emailed to the BLM COR. If submitting a hard copy, it shall be mailed or dropped off at 222 University Avenue, Fairbanks, AK 99709.

4.1 Work Plan

The Plan shall fully address the SOW, include the chosen methods for completing the project, and shall abide by the requirements laid out in Section 3.0. The Plan shall include expected personnel, anticipated timeline, equipment, and technical methodology for the project. A Sampling Plan shall be created to show the rationale for the confirmation samples. Changes must be communicated to BLM COR for approval as soon as possible and before they are implemented. The Work Plan shall be submitted to BLM COR no later than 30 days prior to anticipated start date.

4.2 Removal Report

The Removal Report shall provide a detailed description of all removal actions taken in association with the site, and any concerns identified during the removal actions. It shall document days worked, personnel onsite, equipment utilized. It must include any daily forms including tailgate meetings and Health & Safety meetings, data including quality assurance/quality control (QA/QC), waste manifests, weight tickets, TSDF (transfer, storage, and disposal facility), and a photolog. It shall also include explanations for any deviations from the projected schedule or from the initial project proposal. The removal report shall be submitted to BLM COR no later than September 30, 2025.
