About this file
This is a Statement of Work for BLM Alaska Solicitation 140L6326Q0002 detailing the requirements for overland delivery of Jet A fuel to a remote location in Alaska's National Petroleum Reserve. The Bureau of Land Management Arctic District Office requires contractors to deliver 1,300 gallons of filtered Jet-A fuel to the Ikpikpuk fuel tank, located at coordinates 70°27.290, -154°20.071, which has a total capacity of 3,000 gallons. The tank supports helicopter field operations during the 2026 summer season and is inaccessible by road or fixed-wing aircraft, requiring winter overland transport for delivery.
Contractors must arrange and execute the overland fuel delivery prior to the closure of winter travel access, typically by April 15. Key contractual responsibilities include obtaining all required permits for travel within NPR-A, ensuring compliance with all applicable best management practices and permit stipulations, and adhering to pertinent federal laws and regulations. The fuel delivered must be suitable for helicopter use. The Contracting Officer is Lisa Brune (lbrune@blm.gov, 907-271-4453), and the BLM delivery point of contact is Melody Debenham, Arctic District Physical Scientist (kdebenham@blm.gov, 907-474-2307).
