01 1000 - 1 SUMMARY OF THE WORK

SUMMARY OF THE WORK
PART 1 - GENERAL
1.01 PROJECT TITLE: CARTERVILLE FISH AND WILDLIFE CONSERVATION (FWCO) -
WILMINGTON SUBSTATION OFFICE BUILD OUT.
1.02 EXISTING FWCO BUILDING DESCRIPTION
A. Constructed in 2019, the FWCO building is an existing 7,680 square feet, 5 bay, post framed, pre-engineered metal building measuring approximately 128'-0" long x 60'-0" deep x 16'-0" tall.
Each bay is approximately 24'-0" wide x 60'-0" deep. The building foundation, superstructure, exterior envelope, and interior floor slab have been completed. Electrical service is roughed in and includes a 200 amp electrical panel, convenience outlets, and overhead lighting.
1.03 WORK UNDER THESE SPECIFICATIONS
The Contractor shall furnish all materials, labor, equipment, and superintendence for the work described below and within the construction documents. The work includes but is not limited to;
project mobilization and demobilization, project management and oversite, demolition and construction of items described below, quality control, cleanup, and removal of all debris and waste generated during performance of the work.
I-1 Base Bid: Wimington Substation Office Build Out: Work includes, but is not limited to the following:
Building-out the existing FWCO building to include office and storage space to accommodate FWCO operations.
The work also includes, but is not limited to: supplying and constructing all items necessary for complete and fully functional HVAC, electrical, information technology, plumbing, fire alarm, and security systems.
All work items that are not specifically called out are considered incidental and no direct compensation will be provided. This work shall be performed on a firm fixed price lump sum basis.
1.04 LOCATION AND INSPECTION OF SITE
A. The work site is located at the Midewin National Tallgrass Prairie located near Wilmington, Illinois. See cover sheet for project location. The address for the existing FWCO building is:
30239 S. Route 53, Wilmington, IL 60481. The Substation Manager may be contacted for further information concerning the project location by telephone at (779) 279-3003.
B. All prospective bidders, contractors, subcontractors, and related persons are encouraged to visit the site of the proposed Work and to assess the location and extent of the Work prior to submitting bids/quotes. Persons may inspect the site by contacting the Substation Manager for an appointment.
1.05 DRAWINGS AND SPECIFICATIONS FOR CONSTRUCTION
A. The successful bidder will be provided, upon request, one digital copy of the construction drawings and specifications in .pdf format via email. These files will be provided at no additional cost to the successful bidder.
B. Construction drawings are drawn on a 22” x 34” standard “D” size sheet at 100%. When plotting drawings at different percentages bar scales on drawings shall be used for measuring.
C. Exact location of all affected utilities will be the responsibility of the contractor. Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.
01 1000 - 2 SUMMARY OF THE WORK
1.06 WORK NOT INCLUDED IN THIS CONTRACT
A. All items indicated “NIC” on the drawings or in the specifications are items not included in this contract.
B. Work to be performed under other contracts and not included as a part of this contract is generally shown as “By Others” on the Contract Documents.
1.07 ITEMS PROVIDED BY THE GOVERNMENT
A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as “By Government” on the Contract Documents.
1.08 TEMPORARY FACILITIES
A. Maintain and restore all government roads, service areas, landscaping, and utilities used to pre-construction condition.
B. Temporary toilet facilities and utilities shall be provided by the Contractor for the duration of the project.
1.09 SITE ACCESS AND RIGHT OF WAY
A. The construction access limits on Government property will be established by the Government and provided to the Contractor at the preconstruction meeting. The Contractor shall be responsible for complying with these limits and governing all work accordingly.
1. Bays 2-5 will be occupied by the Government for boat and equipment storage throughout construction. The Contractor shall provide 72 hours notice to Government prior to performing work scheduled within these areas.
2. The exterior parking areas will be occupied by the Government throughout construction.
The Contractor will be allowed to store materials and equipment and park within areas as identified at the preconstruction meeting.
B. The Contractor is reminded all materials, items, and equipment stored on Government property for the duration of the work is at the Contractors own risk. The Government is not responsible for lost, stolen, or damaged property.
1. Bay 1 will be available to the Contractor for material and equipment storage for the duration of the work.
C. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder.
Load limits and other restrictions shall be obeyed.
D. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in advance by the Government Contracting Officer.
1.10 SAFETY - IN ADDITION TO FAR 52.236-13 ACCIDENT PREVENTION
A. The Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the
Government Contracting Officer prior to beginning construction.
B. The Contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.
C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Safety Data Sheets (SDS) for all hazardous materials brought on-site. SDS shall be made available in a conspicuous location.
D. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the Government Contracting Officer.
E. The Contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area.
01 1000 - 3 SUMMARY OF THE WORK
F. Provide at least one non-freezing type fire extinguisher of the appropriate class for each group of workers performing flammable procedures on the construction site.
G. Provide and maintain on the construction site a basic first aid kit for the workers to use.
1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. The first aid kit shall include items identified on SDS (see paragraph C of this section) in applicable locations.
2. Advise all workers of the location of first aid supplies.
3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.
H. Provide necessary Personnel Protective Equipment (PPE) as identified by SDS and OSHA regulations.
I. Provide documentation workers have been trained in the use of PPE prior to individual use.

PART 1 - GENERAL
1.01 GENERAL
A. Refer to the technical specifications for all submittals required.
1. The Contractor shall prepare a comprehensive list of submittals required to complete the project.
2. The Contractor shall prepare a Submittal Schedule. Contractor shall coordinate Submittal
Schedule with Contract Schedule to allow 10 business days for review and corrections before scheduled activity.
B. When specifically requested by the Contracting Officer, Contracting Officers Representative, or the Government’s on-site observer, the Contractor shall provide paper copies of approved submittals, manufacturer’s written installation instructions, and/or recommendations for review and approval prior to accomplishing equipment installation.
1.02 SUBMITTALS
A. The Contractor shall provide a “Standard Submittal Form” for submittals provided to the
Government. A copy of the form is provided in the specifications. Upon request, one digital copy of the form in .doc format will be provided via email.
B. The Contractor shall email digital copies in .pdf format of all submittals to the Government except for items noted otherwise in the specifications. The Contractor shall submit material samples and digital submittals exceeding 18 megabytes via mail. Submitted material samples will become the property of the Government and will not be returned to the Contractor.
C. The approval of submittals shall not relieve the Contractor to comply with the terms and conditions of the Contract Drawings, Specifications, and Manufacturer’s Installation Instructions.
The Contractor shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.
D. The approval of submittals does not constitute acceptance of a change order by the Government. Contract change orders shall be submitted to the Government Contracting Officer following the modification/change order procedures in Section 01 3100 Project Coordination.
E. The Contractor shall provide and maintain in proper order and in good, clean condition, at the project site, a copy of approved submittals.
1.03 PROJECT SCHEDULE
A. Contractor shall provide as required by Federal Acquisition Regulation (FAR) clauses. *

A. The Contractor shall submit to the Government via the submittal process in digital .pdf format a copy of each delivery ticket for all material delivered to the construction site.
B. The delivery ticket shall show brand name, catalog number, and number of items received.

1.10 WASTE MANIFESTS
A. The Contractor shall submit to the Government via the submittal process copies of all waste manifests.
B. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location of disposal, landfill designation, EPA registration of landfill, and EPA registration for transportation of any hazardous wastes.

PROJECT COORDINATION
PART 1 - GENERAL
1.01 JOBSITE ADMINISTRATION
A. Superintendence, Subcontract Administration, Quality Control, and Construction Inspection are the responsibility of the Contractor.
B. Final decisions relative to items of conflict shall be made by the Contracting Officer.
C. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.
D. The Contractor shall have responsible superintendence on site during all project operations.
The Contractor shall submit to the Government in writing a project superintendence plan.
Changes to the superintendence plan shall be approved by the Government prior to implementation.
1.02 MODIFICATION/CHANGE ORDER PROCEDURES
A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.
B. The Contractor shall not perform work outside of the contract documents without written approval from the Contracting Officer. All expenses of Work performed outside of the contract documents without prior approval will be the responsibility of the contractor.
C. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.
D. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.
1.03 REQUESTS FOR INTERPRETATION PROCUDURES (RFI'S)
A. Definition: A request seeking one of the following:
1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in the Contract Documents.
2. A resolution to an issue which has arisen due to field conditions and affects design intent.
B. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of the
Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.
1. Prepare a separate RFI for each specific item.
a. Review, coordinate, and comment on requests originating with subcontractors and/or materials suppliers.
b. Do not forward requests which solely require internal coordination between subcontractors.
C. Submission: Submit all RFI's in .pdf format via email.
D. Content: Include identifiers necessary for tracking the status of each RFI, and information necessary to provide an actionable response
1. Official project name and contract number.
2. Owner's and contractor's name and contact information.
3. Discrete and consecutive RFI number, and descriptive subject/title.
4. Issue date.

5. Reference to particular Contract Document(s) requiring additional information/interpretation. Identify pertinent drawing and detail number and/or specification section number, title, and paragraph(s).
6. Annotations: Field dimensions and/or description of conditions which have engendered the request.
E. Attachments: Include sketches, coordination drawings, descriptions, photos, submittals, and other information necessary to substantiate the reason for the request.
F. RFI Log: Prepare and maintain a tabular log of RFIs for the duration of the project.
1. Indicate current status of every RFI. Update log promptly and on a regular basis.
2. Note dates of when each request is made, and when a response is received.
G. Review Time: Government respond and return RFI's in .pdf format via email to Contractor within fourteen calendar days of receipt.
1. Response period may be shortened or lengthened for specific items, subject to mutual agreement, and recorded in a timely manner in progress meeting minutes.
H. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly contact the Government Contracting Officer.
1. The Contractor shall not perform work outside of the contract documents without written approval from the Contracting Officer. All expenses of Work performed outside of the contract documents without prior approval will be the responsibility of the contractor.
2. Response may include a request for additional information, in which case the original RFI will be deemed as having been answered, and an amended one is to be issued forthwith.
3. Upon receipt of a response, promptly review and distribute it to all affected parties, and update the RFI Log.
1.04 PRECONSTRUCTION CONFERENCE
A. Soon after award of the Contract and prior to commencing construction, the Contractor shall attend a preconstruction conference with representatives of the Government at the project location. Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to contract administration, construction operations, project superintendence, and the project schedule will be discussed. The project schedule shall be in accordance with Section 01 3000 Submittals. The preconstruction safety checklist and project schedule shall be submitted for review during this conference.
1.05 PROGRESS MEETINGS
A. Weekly project meetings will be conducted by the Contractor with representatives of the
Government at the project site or by telephone for the purpose of coordinating, expediting, and assessing the work progress. Dates and times will be determined at the Preconstruction Conference.
B. The Contractor shall provide reports of progress on the project, discuss the work schedule for the coming period, and present all conflicts, discrepancies or other difficulties for resolution. A record of discussions and decisions will be prepared by the Contractor and distributed via email to those attending and others affected.

1.05 REFERENCES AND STANDARDS
A. For products and workmanship specified by reference to a document or documents not included in the Project Manual, also referred to as reference standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.
B. Conform to reference standard of date of issue current on contract award, except where a specific date is established by applicable code.
C. Should specified reference standards conflict with Contract Documents, request clarification from Government before proceeding.

3.01 CONTROL OF INSTALLATION
A. Monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce Work of specified quality.
B. Comply with manufacturers' instructions, including each step in sequence.
C. Should manufacturers' instructions conflict with Contract Documents, request clarification from
Government before proceeding.
D. Comply with specified standards as minimum quality for the Work except where more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.
E. Have Work performed by persons qualified to produce required and specified quality.
F. Verify that field measurements are as indicated on shop drawings or as instructed by the manufacturer.
G. Secure products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion, and disfigurement.
3.02 MOCK-UPS
A. Before installing portions of the Work where mock-ups are required, for each form of construction and finish required to comply with the following requirements, using materials indicated for the completed Work. The purpose of mock-up is to demonstrate the proposed range of aesthetic effects and workmanship.
B. Accepted mock-ups establish the standard of quality the Government will use to judge the Work.
C. Notify Government seven (7) working days in advance of dates and times when mock-ups will be constructed.
D. Government will use accepted mock-ups as a comparison standard for the remaining Work.
3.03 TOLERANCES
A. Monitor fabrication and installation tolerance control of products to produce acceptable Work.
Do not permit tolerances to accumulate.
B. Comply with manufacturers' tolerances. Should manufacturers' tolerances conflict with Contract Documents, request clarification from Government before proceeding.
C. Adjust products to appropriate dimensions; position before securing products in place.
3.04 TESTING AND INSPECTION
A. See individual specification sections for testing and inspection required.
B. Testing Agency Duties:
1. Provide qualified personnel at site. Cooperate with Government and Contractor in performance of services.
2. Perform specified sampling and testing in accordance with specified standards.
3. Ascertain compliance of materials with requirements of Contract Documents.
4. Promptly notify Government and Contractor of observed irregularities or non-conformance of Work or products.
5. Perform additional tests and inspections required by Government.

When specified in individual specification sections, require material or product suppliers or manufacturers to provide qualified staff personnel to observe site conditions, conditions of surfaces and installation, quality of workmanship, start-up of equipment as applicable, and to initiate instructions when necessary.
B. Submit qualifications of observer to Government 30 days in advance of required observations.

PART 3 EXECUTION
3.01 EXAMINATION
A. Examine site and identify existing features that contribute to erosion resistance; maintain such existing features to greatest extent possible.
3.02 PREPARATION
A. Schedule work so that soil surfaces are left exposed for the minimum amount of time.
3.03 SCOPE OF PREVENTIVE MEASURES
A. In all cases, if permanent erosion resistant measures have been installed temporary preventive measures are not required.
B. Linear Sediment Barriers: Made of silt fences.

2. Along downhill perimeter edge of disturbed areas, including soil stockpiles.
C. Soil Stockpiles: Protect using one of the following measures:

3.04 INSTALLATION
A. Silt Fences:
1. Store and handle fabric in accordance with ASTM D4873/D4873M.
2. Install with top of fabric at nominal height and embedment indicated on drawings.
3. Do not splice fabric width; minimize splices in fabric length; splice at post only, overlapping at least 18 inches, with extra post.
4. Fasten fabric to steel posts using wire, nylon cord, or integral pockets.
5. Wherever runoff will flow around end of barrier or over the top, provide temporary splash pad or other outlet protection; at such outlets in the run of the barrier, make barrier not more than 12 inches high with post spacing not more than 4 feet.
B. Mulching Over Small and Medium Areas:
1. Dry Straw and Hay: Apply 4 to 6 inches depth.
2. Wood Waste: Apply 2 to 3inches depth.
3. Erosion Control Matting: Comply with manufacturer's instructions.
C. Temporary Seeding:
1. When hydraulic seeder is used, seedbed preparation is not required.
2. When surface soil has been sealed by rainfall or consists of smooth undisturbed cut slopes, and conventional or manual seeding is to be used, prepare seedbed by scarifying sufficiently to allow seed to lodge and germinate.
3. If temporary mulching was used on planting area but not removed, apply nitrogen fertilizer at 1 pound per 1000 sq ft.
4. On soils of very low fertility, apply 10-10-10 fertilizer at rate of 12 to 16 pounds per 1000 sq ft.
5. Incorporate fertilizer into soil before seeding.
6. Apply seed uniformly; if using drill or cultipacker seeders place seed 1/2 to 1 inch deep.
7. Irrigate as required to thoroughly wet soil to depth that will ensure germination, without causing runoff or erosion.
8. Repeat irrigation as required until grass is established.
