EAST DRY MTN FENCE PROJECT STATEMENT OF WORK

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing all necessary labor, equipment, supervision, supplies, and materials to re-locate and construct a four-strand barbed wire fence with a smooth bottom wire that was burned in a wildfire. The wire and metal T-posts from the existing obsolete fence is still all in place and would be removed upon construction of the new fence. Old fencing material will not be re-purposed for use in the new fence. Very few wooden posts remain, but those that were not consumed by the wildfire will be cut off at the base. All work shall be according to the attached specifications, drawings and Work Data Sheet.

B. Location: Work under this Contract is located in Moffat County, Colorado. Access to the site shall be from State Highway 318 northwest of Maybell, CO. Access will then be on Moffat County Road (MCR) 67 and MCR 48 through Sand Wash Basin to the project area.

1.2 REFERENCES:

A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor.

1.3 DEFINITIONS:

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTALS:

A. Scope: Submittals include design computations, manufacturers' literature, and samples.

B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the BLM, Little Snake Field Office, 455 Emerson St, Craig, CO 81625, Attention: Aimee Huff - RMS.

This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

1.6 DELIVERY, STORAGE, AND HANDLING:

A. Delivery/pick-up: The Contractor will supply all supplies and materials for the project.

B. Storage: The Contractor and Contracting Officer will discuss, document and approve acceptable areas and methods for storage. Storage shall comply with the manufacturer's instructions. The storage areas shall permit access for inspection and handling.

C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until final acceptance.

1.8 PROJECT/SITE CONDITIONS:

A. General: The Contractor should anticipate rocky conditions and steep slopes. Topography of the fence project is generally flat near MCR 48 in Sand Wash Basin, but approximately 0.5 miles will traverse steep slopes as the fence ties into the top of a ridge. The new construction project is approximately 1.25 miles (5,479 feet) long. The obsolete fence removal portion of the project is approximately 0.75 mile (3,590 feet) long.

B. Access to the Work: General access to the work shall be from the East and MCR 48, as shown. Four-wheel drive (4WD), all-terrain vehicle (ATV), utility terrain vehicle (UTV), or heavy equipment access along the alignment is allowed where practical. Heavy equipment access is not allowed from the top of the ridge due to fragile soils and sensitive resources. This avoidance area is marked with red and white flagging. Rubber tired equipment is preferred for the entire project, but tracked heavy equipment is not permitted for 0.25 miles of the work. Any motorized access to and from the site would be on existing roads or trails. Where cross-country travel is mandatory to complete construction activities, the same tracks would be used in and out. Motorized access is anticipated within 25 feet of the proposed fence. If a bulldozer is utilized for the project, the blade would be kept up while traveling to the work site.

C. Environmental Considerations: The Contractor shall, to the extent feasible, keep the overall worksite clean and clutter free. Clean-up litter and discarded material generated by the construction and dispose of at an approved sanitary landfill or other location and manner approved by the Contracting Officer.

D. Incidental Operations: Land administered by the Government may be used by the Contractor for incidental operations such as materials storage, project office, equipment parking and camping. These areas shall be approved in advance by the Contracting Officer. Environmental considerations of the preceding paragraphs will apply.

1.9 SEQUENCING AND SCHEDULING:

A. Work Schedule: The work schedule shall be submitted at the pre-work conference. All work shall occur between May 1 to November 30. No surface disturbing activities can occur between December 1 to April 30 to protect wintering big game. It is anticipated that work will take place within a 14 day period after mobilization. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

B. Related Sections:

General Information and Requirements

PART 2: PRODUCTS

2.1 CONTRACTOR FURNISHED MATERIALS:

A. General: All personnel, equipment, supervision, supplies, and materials required for fence construction.

PART 3: EXECUTION

3.1 MOBILIZATION AND DEMOBILIZATION:

A. Summary: All preparatory costs, purchase of fencing materials, work and operations, including those necessary for the movement of personnel, material, equipment, supplies and incidentals to and from the project site. Progress payments will be made as follows:

1. Mobilization: When 10% of the total original Contract amount is earned from other Bid Items, 50% of the bid amount for Mobilization and Demobilization will be paid. This will include the cost of purchasing materials for the project.

2. Demobilization: Upon final inspection and acceptance by the Contracting Officer, the final 50% of the bid amount for Mobilization and Demobilization will be paid.

3.2 PREPARATION:

A. Clearing: Vegetation clearing may be required. In the event clearing is necessary, the Contractor shall hand clear with chain saws, hand saws or similar to provide a maximum open width of 20 feet along the new fence alignment. It is anticipated that a 150-foot section of fence will require significant vegetation clearing utilizing rubber-tired equipment fitted with a mastication head. The mastication head will be used to shear vegetation off with minimal soil disturbance. Native materials generated clearing shall be placed directly outside the clearing limits, as directed by the Contracting Officer.

B. All Equipment used for fence construction shall be cleaned before it is brought to the project site and immediately after leaving the project site to minimize the potential for noxious weeds to be introduced to the project area.

3.3 INSTALLATION:

A. Wood Fence Post Panels: Refer to the Layout drawings for the approximate locations of end and stress panels along with the wire and metal gate locations. There are 2 end panels on the fence layout, 8 corners, 27 stress panels (also known as “H” braces), and the re-location of an existing metal gate so it is in line with the new fence. Stress panels are located approximately 160 feet apart with 12 t-posts and two wooden posts driven between each stress panel (approximately every 10-12 feet). Construct end panels, corners, and stress panels as shown on the drawings and as depicted on the map. Post holes shall be dug or drilled and shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Backfill gradually and uniformly with soil around each post. Compact all backfill firmly from the bottom of the hole to the ground surface. When treated members must be bored or cut during construction.

B. Brace Wire: Double-loop and twist tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.

C. Driving Posts:

1. Wood Posts: Driving wood posts will not be allowed.

2. Steel Posts: Drive into the ground to the depth shown on the drawings. Posts shall be driven plumb and in a straight line along the alignment.

D. Wire: Stretch tightly and staple to wood posts. Wire is properly stretched when it is springy to the touch. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent movement of the wire. Do not drive staples parallel to the grain of the wood. Terminate wire at the middle post of each end wood panel. Wrap barbed wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

E. Fence Clips: Install metal fence clips at metal “T” post locations, in accordance with the manufacturers recommendations. Attach four clips per steel post at the designated fence spacing, as shown on the drawings.

F. Fence Stays: One wooden fence stay will be installed between each t-post (Approximately every 5-6’).

G. Steel Gates: Re-location of the metal gate, as shown on the drawings.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described as mobilization/demobilization will be measured and paid for on a lump sum basis. This will include the cost of purchasing materials for the project. Fencing materials shall not exceed each item, installed, and accepted. New barbed wire fence construction will be measured by the linear foot, as measured along the ground surface next to the fence, including the distance across the various wood panels and paid as a lump sum.

4.2 BASIS OF PAYMENT:

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:
