[TYPE HERE] STATEMENT OF WORK (SOW)

1.0. Background

The Bureau of Land Management (BLM), Alaska Fire Service (AFS) is soliciting proposals to remove and replace the Glycol in the existing heating system in Building 1003 Barracks on Ft. Wainwright during a timeframe of May thru August due to the system needing to be taken offline for the project.

Problem Statement: Replacing heating system glycol due to the current glycol remains bad and unrecoverable. Acid and potential of hydrogen (pH) levels are dangerously high causing failure in mechanical equipment and breaking down the copper piping in the system. The heating system will need to be drained, flushed and refilled with new glycol containing compatible inhibitors for current systems piping. Removal and disposal of the old glycol must comply with all applicable regulations.

2.0. Objective

The objective of this project is to replace the approximately 1600 gallons of glycol in the heating system of Building 1003, Alaska Fire Service, Fort Wainwright, AK.

The heating system will need to be drained, flushed with Tri Sodium Phosphate (TSP), refilled with new Propylene Glycol Brenntag product # 559410 mixed at a 50/50 ratio with demineralized water and add additional compatible inhibitors designed for the current copper piping systems. This is required due to the fact that all our other facilities on Ft Wainwright contain this particular glycol and inhibitors we use from Brenntag in order to keep all of our systems operating with the like materials. Removal/Disposal of old Glycol and TSP mixture must comply with all applicable regulations.

3.0. General Requirements

The Contractor shall provide all equipment, materials, tools and supervision as needed to complete the services that meet the technical requirements in this Statement of Work (SOW).

The Contractor shall be regularly employed in the business of installation, inspection, testing, maintenance, and repair of glycol heating systems. The Contractor shall be a well-established business that has been in existence a minimum of five (5) years.

The work shall be executed in a diligent manner in accordance with a negotiated firm fixed price and performance period. The performance period for the project shall be completed in 90 days from the Notice-to-Proceed.

The Contractor shall not conduct any work that is beyond this Statement of Work and accompanying specifications unless directed in writing by the Contracting Officer (CO). Any work done by the Contractor beyond this SOW and accompanying specifications without direction from the CO will be at the contractor’s own risk and at no additional cost to AFS.

The Contracting Officer shall provide a Notice to Proceed (NTP) to the Contractor. No work shall be initiated until the NTP is issued by the CO.

The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all services furnished under this Statement of Work. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its services.

The Contractor must have glycol spill response plan prior to start of the project due to the large volume of glycol in the heating system.

The Contractor shall verify that all materials installed provide an operational, dependable system that will operate as designed, at the completion of the project.

4.0. Deliverables

The contractor shall be responsible for all required materials, equipment and personnel to manage, administer and supervise the project. All workmanship shall be of good quality and performed in a skillful manner as determined by the COR.

The heating system may be shut down for the duration of the project except for the steam supply to the domestic hot water heater which must remain in operation during the entire project. Collaboration with AFS maintenance staff will be provided for system shutdown, startup, or other needs as they arise.

When removing old glycol, it must be verified that all heating system coils/components have been properly drained of old glycol. Facility and System prints are available for review in the facilities main 1st floor mechanical room.

The TSP solution must be circulated in the system for 24 hours and verified to be flowing in all heating system coils/components. After cleaning it must be verified that all system coils/components have been properly drained of the TSP solution before any new glycol is introduced to the system.

After installation of the new 50/50 glycol solution the system shall be tested. A one-time glycol sample must be provided by the contractor to Brenntag for testing and inhibitors added per their recommendations after testing results are received back. Contractor must supply AFS with a copy of testing results and recommendations. Thereafter, quarterly testing shall be done with the results provided to AFS.

All materials and equipment incorporated into the project shall be new unless otherwise noted. The Contractor shall transport and safeguard all materials including debris and equipment required for the work.
