About this file

This is a Statement of Work for the Alchesay National Fish Hatchery Drain Line Replacement project located approximately eight miles north of Whiteriver, Arizona in Navajo County. The contractor must replace approximately 305 linear feet of 30-inch PVC pipe that serves as the main drainage line for distributing effluent to the discharge point in the North Fork White River. Additionally, the contractor shall video scope two upstream pipe sections—one approximately 200 linear feet and another approximately 225 linear feet—to determine pipe material and current condition. The original pipe was installed around 1990-1991 and runs between three concrete junction boxes. All work must be completed within 75 calendar days of Notice of Award. The hatchery will remain operational throughout the project, requiring coordination with hatchery staff for isolating pipe sections as needed, with the contractor providing at least three working days' notice prior to isolation.

The contractor must provide all labor, materials, and equipment and submit a Schedule of Values and Baseline Construction Schedule prior to starting work, along with monthly schedule updates. Video scope inspections require CCTV equipment capable of producing sharply focused, color-balanced digital video with minimum specifications including a pan-and-tilt camera or panoramic camera with 360-degree capability, 3 Lux illumination sensitivity, 460+ lines of resolution, and footage counter accurate to 1/10 foot. Video must be captured in MPEG-4 or WMV format at minimum 352 x 240 pixel resolution with 24 frames per second, recorded on CD or DVD with continuous, uninterrupted footage including project title, contractor name, date, pipe size and material, and call-outs of defects or lateral connections. The contractor must also maintain redline as-built drawings showing all deviations from contract documents and submit them upon project completion. A Pre-Construction Meeting is required within ten working days of Notice of Award, with weekly phone check-ins thereafter. A final walkthrough will be conducted by the Contracting Officer's Representative at least five calendar days before anticipated project completion.

Introduction Purpose: The purpose of this project is to replace approximately 305 linear feet of 30” PVC pipe. Additionally, a two sections of existing pipe are to be video scoped, one section is approximately 200 linear feet while the other is approximately 225 linear feet.

Background: The Alchesay National Fish Hatchery (NFH) is a cold-water hatchery located along the North Fork White River. The section of drainage line being replaced under this contract is the main drainage line for distributing effluent to the discharge point in the river. This section of piping is believed to have been replaced sometime around 1990-1991 and is due for replacement. The piping runs between three concrete junction boxes as shown on Drawing C1 (Attachment A.)

Additionally, two sections of pipe upstream of the piping being replaced shall be scoped to determine the pipe material and current condition.

Location: Alchesay NFH is located approximately eight (8) miles north of Whiteriver, AZ in Navajo County. Contractors are encouraged to visit the site before submitting a proposal. Refer to the Solicitation for information regarding the date and time of the site visit.

Performance Time All work shall be completed no later than 75 calendar days after Notice of Award.

Government Furnished Equipment and Materials There are no Government furnished equipment or materials on this project.

Scope of Work General Requirements The Contractor shall provide all labor, materials, and equipment to perform the work as outlined in this contract. This includes:

· Replace approximately 315 LF of 30” PVC Pipe

· Videoscope 200 LF of pipe to determine pipe material and condition.

· Videoscope 225 LF of pipe to determine pipe material and condition.

The Hatchery is operational and will remain so through the duration of this project. Coordination will be required with Hatchery staff to isolate sections of piping as needed to complete the work. Based on the design of the system and options for water diversion isolation of sections will be able to occur. The Contractor shall provide the Hatchery Manager with at least 3 working days notice of isolation needs.

One video recording shall be performed from Junction Box No. 1 extending upstream towards the Holding House. The distance is approximately 200 linear feet. The purpose of this recording is to confirm pipe material and condition. A previous survey conducted in 2025 indicated the pipe material to be Asbestos-Cement Pipe while older drawings indicate Steel. Contractor shall assume pipe to be ACP until it can be confirmed.

The second video recording shall be performed from Junction Box No. 1 extending downstream to Junction Box No. 2. The distance is approximately 225 linear feet. The purpose of this recording is to confirm pipe material and condition.

Submittals Schedule of Values:

Prior to the start of on-site work, the Contractor shall submit a Schedule of Values for review and acceptance. A cost loaded Construction Schedule is acceptable in lieu of a separate Schedule of Values.

Values should accurately reflect the cost of the work being performed. No front loading will be accepted. Indirect Costs shall be distributed among all work line items and not billed as a separate line item. Submittals are to be included in the work line item they cover and will not be paid as separate line items.

Project Schedule:

Prior to the start of work, the Contractor shall prepare and submit a Baseline Construction Schedule in the form of a Bar Chart Schedule. The schedule shall represent the Contractor’s plan on how the work will be accomplished and accurately reflects the work that has been completed and sequenced. The approval of this schedule is a condition precedent to:

1. The Contractor starting demolition or construction work of the contract.

2. Processing Contractor’s invoice(s) for construction activities.

3. Review of any schedule updates.

The Baseline Construction Schedule at a minimum must show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, and closeout activities.

Update the Construction Schedule at a monthly interval or when the schedule has been revised. Keep the schedule current, reflecting actual activity progress and plan for completing the remaining work.

As-built Drawings:

Maintain an accurate, current redline drawing of the project progress. Any deviations from the contract documents shall be clearly marked showing all detail necessary. Upon project completion, a final redline drawing shall be submitted for Government review and approval. Ensure any writing is legible and include all changes to details or shop drawings to reflect the completed work.

Video Scope Recording Provide a video system capable of producing a sharply focused, well-lit and color balanced pictures in accordance will the following requirements:

1. Provide a pipe inspection camera system using a color pan and tilt camera with radial viewing, that pans a minimum of 275 degrees and rotates 360 degrees or a side wall scanning (panoramic) camera capable of 360 degree image capture. Illumination sensitivity of 3 Lux or less and a minimum of 460 lines of resolution is required.

2. Utilize video cameras specifically designed and constructed for CCTV inspection.

3. Provide a camera that is operative in 100 percent humidity conditions.

4. Provide a camera with an accurate footage counter that displays on the monitor the exact distance of the camera to the nearest 1/10 of a foot.
