The contractor must supply all materials, equipment, tools, and labor, including a mandatory flush of the hydronic system to remove ferrous debris and preserve the new boiler warranty.

Performance of all work is required at the Red Rock Lakes NWR Bunkhouse (27505 S Valley Rd, Lima, MT 59739) between April 15, 2026, and May 15, 2026, during normal business hours (Monday–Friday, 7:00 a.m.–4:30 p.m., excluding Federal Holidays). The Technical Coordinator, Frank Durbian (Project Leader, 307-201-5409, Frank_Durbian@fws.gov), will provide site access, materials storage space, and on-site coordination. The contractor is responsible for protecting government property and restoring any damaged areas to original condition. Evaluation and acceptance will be determined by the Technical Coordinator and designated USFWS staff.

STATEMENT/SCOPE OF WORK

U.S. Fish and Wildlife Service

Red Rock Lakes National Wildlife Refuge

PROJECT NAME: Urgent Boiler Replacement, Red Rock Lakes NWR

Project Description:

Existing Burnham Boiler is approximately 26 years old and is at end of serviceable life.

Current boiler piping is showing signs of significant corrosion and there is reasonable concern that fittings could crack/break beyond repair at boiler. System replacement is required.

STATEMENT OF WORK:

-Remove/dispose of current Burnham non-condensing boiler and replace with high efficiency combination condensing boiler (example: NTI TRX model) with required upgrades to associated system components and piping as required. Includes all parts, materials, drive time and labor to complete work.

System requirements:

-Heat Exchanger: Stainless steel heat exchanger required

-Functionality: Combi-boiler designed to provide both space heating and domestic hot water in a single, compact unit and service hydronic floor heat system.

-Installation: Suitable for tight spaces and hard water

-A flush of the hydronic system is also required. This is necessary due to the cast iron composition of the current boiler which will leave ferrous debris in the system which can cause damage and void the new boiler warranty.

-The contractor will supply all materials, equipment, tools and labor necessary to complete the statement of work.

-The government will supply safe and efficient access to the work sites, as well as on-site coordination and guidance to facilitate timely completion of work.

PLACE AND PERIOD OF PERFORMANCE:

All work will be performed at the Red Rock Lakes NWR Bunkhouse, 27505 S Valley Rd, Lima, MT 59739. The area is remote with limited amenities. Work to be completed between the dates of April 15, 2026 to May 15, 2026.

INSPECTIONS AND ACCEPTANCE:

Evaluation and Acceptance will be determined by the Technical Coordinator and/or designated USFWS staff. Protection of Government Property during execution of the work: Contractor shall take special care to protect Government property. In the event of an accident, the Contractor shall return areas or property damaged as a result of work under this contract to their original condition, including but not limited to painting, refinishing, or replacement as necessary.

GOVERNMENT FURNISHED EQUIPMENT, MATERIALS & INFORMATION

The Technical Coordinator will provide guidance and access to work site as required, space is available for materials storage, roll away dumpster etc.

AVAILABILITY:

Unless otherwise approved, all work will be carried out during normal work hours: Monday thru Friday 7:00 a.m. – 4:30 p.m., excluding Federal Holidays, unless otherwise approved by Refuge Manager.

Contractor will provide contact information of all their employees working on the Refuge in the event of an emergency.
