About this file
This is a memorandum from the Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) recommending 11 C-sUAS detection and defeat systems based on their performance during the JCO Electronic Warfare (EW) Baseline test in September 2022. The 11 recommended systems include 3 new recommendations (BlueHalo Titan, L3Harris EGON, and Northrop Grumman DRAKE) as well as 8 previously recommended/selected systems (Anduril Pulsar, Bal Chatri 2, Black River Systems Ninja, CACI CORIAN V1.5, CACI CORIAN V2, SNC Modi 1, SNC Modi 2, and SRC FS-LIDS). The memorandum states that this recommendation is not a requirement to award to these or any other vendors, but rather provides information to the Services and Combatant Commands if they are pursuing additional C-sUAS detection and defeat systems.
The related federal contract opportunity is a pre-solicitation from Moody AFB seeking information on a fixed and mobile Counter-small Unmanned Aircraft System (C-sUAS) device. The system must have the capability to detect, identify, track, and counter sUAS in stationary, vehicle, and man-portable configurations, and be interoperable with other C-sUAS systems in use. The system should meet specific requirements for detection range, setup time, defeating simultaneous threats, and environmental/electromagnetic compatibility standards. The pre-solicitation requests information on system cost, training, frequency spectrum, complementary equipment, warranty, customer support, and logistics.

MEMORANDUM FOR RECORD
SUBJECT: Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) Recommendation of C-sUAS Detection and Defeat Systems
1. Reference: JCO Test Report, Electronic Warfare (EW) Baseline, January 11, 2023 (Classified)
2. Recommendation: Based on demonstrated capabilities during the JCO EW Baseline in September 2022, the JCO recommends the Services and Combatant Commands consider the 11 systems in paragraph four below, if pursuing C-sUAS detection and defeat systems. These are in addition to other C-sUAS capabilities previously selected or recommended by the JCO.
3. Background: The JCO tested 11 of the currently deployed C-sUAS EW detection and defeat systems at Yuma Proving Ground, Arizona, using JCO common test protocols and standards. All 11 systems completed the common test matrix against current commercial off-the-shelf group one targets and performed effectively.
4. The JCO recommends the following 11 capabilities based on their performance at the JCO EW Baseline. The JCO previously recommended/selected earlier versions for eight of the 11 systems.
a. Three new recommendations:
(1) BlueHalo Titan – Modular capability that detects, identifies, tracks, and counters sUAS in fixed site, vehicle mounted, and man-portable configurations.
(2) L3Harris EGON – Modular capability that counters sUAS in a fixed site configuration.
(3) Northrop Grumman DRAKE – Modular capability that detects, identifies, tracks, and counters Groups 1 & 2 sUAS in a dismounted, man-portable configuration.
b. Eight previous, and continued, recommendations/selections:
(1) Anduril Pulsar – Modular capability that detects, identifies, tracks, and counters sUAS and reduces operator overload. The JCO previously recommended Anduril Pulsar as part of the Anduril C-sUAS as a Service (CaaS) capability.

(2) Bal Chatri 2 – Government owned capability that detects and identifies sUAS in fixed site, mounted, and dismounted configurations. The JCO previously selected Bal Chatri 1 as an initial joint C-sUAS capability.
(3) Black River Systems Ninja – Modular capability that detects, identifies, tracks, and counters sUAS in fixed site and mounted configurations. The JCO previously selected Ninja as an initial joint C-sUAS capability.
(4) CACI CORIAN V1.5 – Modular capabilities that detect, identify, track, and counter sUAS in fixed site configurations. This is a USN upgrade to CORIAN V1.0 that the JCO previously selected as an initial joint C-sUAS capability.
(5) CACI CORIAN V2 – Modular capabilities that detect, identify, track, and counter sUAS in fixed site configurations. This is a USA variant to CORIAN V1.0 that the JCO previously selected as an initial joint C-sUAS capability.
(6) SNC Modi 1 – Modular capability that counters sUAS in a mounted and dismounted configuration. Modi is a component of L-MADIS that the JCO previously selected as an initial joint C-sUAS capability.
(7) SNC Modi 2 (aka Multi-Function EW) – Modular capability that detects, identifies, tracks, and counters sUAS and C-IED in a backpack configuration. Modi 2 is an upgrade to Modi 1.
(8) SRC FS-LIDS – Modular capability that detects, identifies, tracks, and counters sUAS in fixed site and mounted configurations. The JCO previously selected FS-LIDS as an initial joint C-sUAS capability.
5. Although the JCO recommends the Services or Combatant Commands consider the systems above if pursuing additional C-sUAS Detection and Defeat Systems, this is not intended as a requirement to award to these or any other vendors. The JCO will provide the EW Baseline test report on request.
