Performance Work Statement Summary
This Performance Work Statement (PWS) establishes requirements for a Strategic Maritime and Logistics Intelligence Resource to support the United States Fleet Forces Command (USFFC) Maritime Domain Awareness (MDA) and Naval Cooperation and Guidance for Shipping (NCAGS) program. The resource must provide a web-based, non-classified, non-PKI commercial maritime information platform offering near-real-time data and analytics on commercial maritime activity. The service will support 24/7/365 operations for the Fleet Command Center Battle Watch, Navy Fleet assets, United States Northern Command, and interagency partners, while enabling training and operational development of 192 Navy Reservists specializing in integrating commercial shipping considerations into military operations and maintaining global maritime situational awareness.
The PWS specifies comprehensive requirements across thirteen major capability areas: Ship Data and Information (including news, registration, ownership hierarchies, commercial history, surveys, specifications, photographs, insurance, and economic indicators); Trade Intelligence and Analytics (trade flow mapping, AI-driven trend and anomaly identification, market intelligence, risk/compliance data, and inventory tracking); Vessel Information (multi-source AIS with six or more years of historical data, behavioral risk indicators, movement tracking, sanctions screening, and detection of deceptive practices); Maritime Industry Companies Information (company searches, due diligence screening, sanctions screening, behavioral network analysis, fleet information, and ownership hierarchy identification); Tracking Vessel Movements (anomalous behavior analysis, dark activity detection, route deviation, ship-to-ship transfer detection, and pattern-of-life analysis); Port and Port Congestion Intelligence (port risk assessment, congestion monitoring, wait-time analysis, and infrastructure resilience assessment); Analysis Functions (automated detection, company analysis, historical data analysis utilizing seven or more years of data, and risk event analysis); Geo-Visual Display (map/satellite views, weather overlays, digital nautical charts, imagery measurement tools, and critical infrastructure overlays); Technical Requirements (web-based browser access, secure cloud-hosted architecture, API access, AI query capabilities including natural-language interface and model context protocol, integration with Maven Smart Systems, and user-configurable dashboards); Cargo Intelligence (global commodity trade flow monitoring for crude oil, refined products, LNG, LPG, dry bulk, and containerized cargo); Refinery and Energy Infrastructure Intelligence (global refinery monitoring, ownership identification, operational status monitoring, and feedstock sourcing analysis); Energy Storage and Inventory Intelligence (crude oil and LNG inventory monitoring, satellite-derived assessments, floating storage monitoring, and strategic petroleum reserve monitoring); and Supply Chain Intelligence (strategic material sourcing analysis, commodity origin/destination tracing, trade route disruption monitoring, chokepoint vulnerability assessment, and sanctions impact analysis). The base period of performance is one year, to begin within thirty days of award, with option periods available at Government discretion. The point of contact will be provided by the Contracting Officer and/or Requiring Activity.

Performance Work Statement
Strategic Maritime and Logistics Intelligence Resource In Support of US Fleet Forces MDA and USFF NCAGS
1. Scope:
USFFC Maritime Domain Awareness (MDA) and Reserve capability Naval Cooperation and Guidance for Shipping (NCAGS) require a multi-source maritime fusion and maritime trade analytic resource that is web-based, non-classified, non-PKI commercial maritime information to provide near-real time, relevant and reliable data and information pertaining to the commercial maritime industry and provided by the commercial industry. Required data and information should be included but is not limited to Section 2 below.
United States Fleet Forces Command (USFFC) N3 Maritime Domain Awareness, provides 24/7/365 support to the Fleet Command Center Battle Watch, Navy Fleet assets, United States Northern Command, and interagency partners. Our focus is behavioral and predictive analysis of information and data pertaining to vessels, people, cargo, infrastructure and events in the maritime domain.
Naval Cooperation and Guidance for Shipping (NCAGS) program, a critical component of the Navy’s Maritime Domain Awareness and global maritime security mission. This investment enables the training, readiness, and operational development of 192 Navy Reservists who provide specialized expertise in integrating commercial shipping considerations into military operations and maintaining awareness of global maritime activity. Through this funding, NCAGS personnel will enhance their ability to monitor, analyze, and communicate maritime information, strengthening the Navy’s capacity to support fleet operations, protect critical sea lines of communication, and coordinate with commercial maritime stakeholders during peacetime, crisis response, and contingency operations. The funding directly contributes to sustaining a highly trained reserve force capable of delivering strategic maritime awareness and supporting national defense objectives in an increasingly complex global operating environment.
