About this file
This document outlines a federal contract solicitation for a large two-axis laser positioning gimbal. The U.S. Army Aberdeen Test Center seeks to replace its current beam steering system with a modern two-axis gimbal capable of directly driving laser sources to generate target paths on distant surfaces for its Moving Target Simulator. Key requirements include independent and simultaneous azimuth and elevation axis control, minimum and maximum speed and acceleration thresholds, static and dynamic accuracy standards, and environmental operating conditions. Offerors must provide system drawings within two weeks of award and deliver the gimbal within 20 weeks thereafter. The solicitation will result in a firm-fixed-price contract awarded to the lowest priced technically acceptable proposal meeting requirements detailed in the attached statement of work. Proposals are due by July 6, 2021 and shall contain separate volumes for pricing and technical information to be evaluated on an acceptable/unacceptable basis.

Large Two-Axis Laser Positioning Gimbal
Moving Target Simulator’s, Robotic Radiation – Direct Drive
Requirement Description and Details
1. General Description:
This contract will cover the specifications, purchase, delivery, and installation of a large two-axis laser positioning gimbal within the Moving Target Simulator (MTS), in support of Aberdeen Test Center (ATC). For brevity, the gimbal outlined in this document will be named, Robotic Radiation
- Direct Drive (R2D2). The R2D2 shall comprise a two-axis gimbal able to drive laser source(s) directly in order to generate a target (laser) path on a distant surface. The vendor is required to deliver and install the R2D2 that meets the specifications outlined in this document. Additionally, the vendor is required to procure the laser sources specified in Section 3(C). Installation is to include the setup, validation, and verification of the R2D2.The requirement is not specific to any vendor or brand name.
2. Background:
The MTS at ATC provides simulated moving target(s) for combat vehicle operators via means of projecting a laser spot (visible and/or infrared) to a distant surface. Fire control systems onboard the vehicle under test can be assessed while operators engage the simulated target(s). ATC has a requirement for the MTS to update the current projection method, Beam Steering System (BSS), with a modern system that allows for less maintenance, updated controls, and modularity to adapt to ever-changing mission requirements.
The MTS facility is a 200 ft wide air-supported dome structure. The equator of the dome is 6 ft above the floor of the MTS. The overall height of the MTS is 106 ft. Combat vehicles are centered in the facility during testing. Operators are subjected to various target scenarios in both azimuth (AZ) and elevation (EL). The BSS projects and steers a laser spot on the surface of the MTS structure. The laser spot is controlled to mimic target behaviors. Additional scenery projection can be used to provide the operators’ situational awareness. An artist rendering of a typical target tracking scenario within the MTS is shown in Figure 1.
FIGURE 1: TARGET TRACKING SCENARIO IN THE MTS – ARTIST RENDERING
The BSS comprises two (visible and infrared) laser sources, which is steered using mirrors mounted to an AZ and EL rotational stage as shown in Figure 2. The desired solution eliminates the need for mirrors, by dynamically driving the laser source(s) to the desired pointing direction and/or velocity. A concept rendering is shown Figure 3.

B. Interface Requirements:
(1) Software:
• Software and licensing necessary to tune, calibrate, and set controller(s) parameters for the R2D2 must be included.
• MATLAB libraries to be included that allow for motion and feedback commands.
• Python and/or C/C++ libraries to be included that allow for motion and feedback commands.
• All provided software/libraries must run on a Windows 10 environment.
• The contractor will visit the public DISA site (public.cyber.mil) and plan to incorporate the guidelines outlined in the most recent version of the Application Security and Development Security Technical Implementation Guide (STIG) (v5r1) into any software developed. This includes practices to promote, such as: using FIPS 140-2 algorithms for encryption, digitally signing the software, and using coding best practices; as well as practices to avoid, such as: using mobile code and requiring the user to elevate in order to run. This document is the "yard stick" that ATC will be using to assess the cyber compliance of the software provided. There may be other information on the DISA site (including references to NIST 800-53 rev5) that will help guide development of the product.
(2) Communication:
• Point-to-Point Ethernet link between controlling PC and axis controller(s).
• Controlling PC will be supplied by ATC.
(3) Power:
• All power must be sourced from 208/120 volt 3-phase supply.
• Current requirements should not exceed 50 amps.
(4) Mounting:
• Base of the R2D2 must be able to mount to an ATC supplied optics tables with 1/4”-20 mounting holes at 1” spacing.
