About this file

This document is a Statement of Work (SOW) for laboratory analysis services to support environmental permitting and compliance requirements for the Blue Grass Army Depot (BGAD) in Richmond, KY. The SOW outlines two primary analytical requirements: 1) semiannual groundwater sampling to demonstrate compliance with the depot's environmental permit, and 2) as-needed sampling and analysis to support waste disposal determinations. The contractor must have current DoD Environmental Laboratory Accreditation Program (ELAP) certification and will be responsible for providing sampling containers, coolers, labels, chain-of-custody forms, and other supporting materials. Analytical reports must be delivered within 21 calendar days of sample receipt and conform to TNI/NELAC standards.

The related federal contract opportunity is for a Blanket Purchase Agreement (BPA) to provide these laboratory analysis services to BGAD. The BPA will have a 12-month base period with two 12-month option years. The total BPA limit is $225,000, and individual BPA Call Orders shall not exceed $75,000. The government intends to award the BPA sole-source to Pace Analytical Services, LLC, but will consider capability statements from other responsible sources by October 23, 2024 to determine if multiple BPAs should be established.

STATEMENT OF WORK

Laboratory Analysis of Environmental Samples

DATED 03 APRIL 2023

1.0 OBJECTIVE: Blue Grass Army Depot (BGAD) has requirements for laboratory analysis of groundwater samples (generally occurring semi-annually) to demonstrate compliance with the environmental permit for the demilitarization operations. BGAD also has requirements for analysis of samples collected from various other operations for the purpose of making waste disposal determinations, on an as-needed basis.

2.0 SCOPE: The contract resulting from this Statement of Work supports environmental permitting and other federal & state requirements necessary to be fulfilled by BGAD. The laboratory must have a current DoD Environmental Laboratory Accreditation Program (ELAP) certification for the applicable analyses. It is the responsibility of the laboratory to notify BGAD of any updates/changes to the certifications during the contract period of performance and provide the relevant updated documentation, prior to receiving samples. The Contractor will not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer (or their authorized representative) who will provide changes in writing.

3.0 ANALYTICAL REQUIREMENTS: BGAD has, in general, two different analytical requirements as listed in paragraphs 3.1 and 3.2.

3.1 Groundwater sampling presently occurs twice each calendar year. The analyte information for groundwater samples is listed below:

Groundwater sampling requirement is driven by BGAD’s environmental permits. As such, the historic pattern may, at any time, change, resulting in either more or less groundwater sampling. The past pattern is listed herein to provide a measure of presumed analytical needs and is not a guarantee of future work volume.

3.2 Sampling to make waste disposal determinations is the second general analytical requirement and will be requested on an as-needed basis. Sample media may be liquid, soil, spent shot with debris, sludge, or any other material (and combinations thereof). The contractor will be required to perform Toxic Characteristic Leachate Procedure (TCLP) analyses in accordance with the EPA published TCLP limits available through 40 CFR 261.24, Table 1 – Maximum Concentration of Contaminants for the Toxicity Characteristic. When sampling events occur for which an entirely different array of constituents (i.e., BTEX) must be analyzed, analysis will be requested in writing by the Contracting Officer or their authorized representative.

3.3 When the contractor uses a sub-contracted laboratory to complete analyses the sub-contracted laboratory must meet the same credentialling requirements as the contractor. The contractor is responsible for meeting the overall project deliverable schedule.

4.0 REPORTING REQUIREMENTS: Reports of analysis shall conform to TNI/NELAC standards, and all reports will include a Certificate of Analysis signed by the laboratory project manager. All reports will include results of Quality Control procedures. Complete deliverables shall be transmitted electronically to the BGAD Environmental staff within three weeks (21 calendar days) upon receipt of samples. Reports exceeding email capabilities will be transmitted via Department of Defense (DoD) Secure Access File Exchange (SAFE), or other secure file exchange process agreed upon by BGAD Contracting Officer (or their authorized representative) and the Contractor. The three weeks (21 calendar days) reporting schedule must be followed when sub-contracting the analyses.

5.0 ADDITIONAL SERVICES: As part of the contract, the Contractor will provide BGAD Environmental staff with:

5.1 Sampling containers appropriate for each sampling requirement with preservatives when necessary. These will be provided as an on-call service from the Contracting Officer (or their authorized representative).

5.2 Large and small coolers to meet transport/shipping needs.

5.3 Sample labels.

5.4 Chain of Custody sheets.

5.5 Temperature Blanks, VOC Trip Blanks, and other blanks as required.

These materials will be provided by the Contractor at no additional cost to the government. The shipping of coolers/samples from BGAD to the Contractor will be accomplished by BGAD outside of the scope of this contract, unless the Contractor has an existing courier service which can be agreed to by the Contractor and the BGAD Contracting Officer (or authorized representative) and for which the Contractor will charge no more than their standard courier fee.
