About this file

This document is a Request for Information (RFI) issued by the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), Enforcement, Denver District, to procure a Jerome J505 Mercury Vapor Analyzer upgrade/replacement. The objective is to acquire a portable fluorescence spectroscopy analyzer that can detect mercury levels at mine sites during mandated inspections. The RFI outlines the required performance specifications, including detection range, resolution, accuracy, response time, flow rate, and other technical details. Respondents are asked to provide a one-page cover letter with company information, a 5-page response addressing the performance requirements, and a one-page summary of relevant past government experience. Responses are due by July 15, 2024. This RFI is related to a pre-solicitation for the Jerome J505 Mercury Vapor Analyzer, issued by the Department of Labor Office of the Assistant Secretary for Administration and Management.

REQUEST FOR INFORMATION/SOURCES SOUGHT:

AGENCY/OFFICE: U.S. Department of Labor, Mine Safety and Health Enforcement (MSHE), Denver District Office.

LOCATION:Mine Safety and Health Administration, Enforcement Denver District Office, 1 Denver Federal
PSC:6640 – Laboratory Equipment and Supplies

NAICS: 339113LAB - Laboratory Equipment and Products

1. GENERAL INFORMATION: The mission of the Mine Safety and Health Administration (MSHA) is to administer the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act), the Miner Act of 2006 and to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards; and to promote improved safety and health conditions in the Nation’s mines. Program office of Mine Safety and Health Enforcement (MSHE), Denver District Office located in Denver, CO is responsible for conducting health sampling, for contaminants, such as Mercury, at mine sites, during mandated inspections, throughout the Denver District area.

2. OBJECTIVE: This Request for Information (RFI) is being issued by the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), Enforcement, Denver District, to provide guidance to procure a Jerome J505 Mercury Vapor Analyzer upgrade/replacement, necessary to comply with the congressional mandate, to perform mercury sampling.

3. SCOPE: The scope of this procurement is to acquire the Jerome® J505 Mercury Vapor Analyzer. The Jerome® J505 Mercury Vapor Analyzer is a portable fluorescence spectroscopy analyzer, which allows the detection cell to be simpler, smaller, lighter weight and more durable than competing spectroscopy instruments. The highly efficient optical cell requires less flow to purge the system, allowing the J505 to run at a lower flow rate minimizing sample dilution as found in competing spectroscopy instruments.

· Atomic Fluorescence Spectroscopy

· Lightweight Weighs only 6.5 Pounds

· Compact, portable, and powerful device

· Allows to run at a lower flow rate.

4. DELIVERY OR PERIOD OF PERFORMANCE: Delivery is required 15 days after receipt of order.

5. PLACE OF PERFORMANCE: The work to be performed under this RFI will be conducted at U.S.

Department of Labor (DOL), Mine Safety and Health Enforcement (MSHE) Denver District Office, 1 Denver Federal Center, 6th & Kipling, Bldg. 25, Dock E18.

Note that this is not a request for quotes. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This Request for Information (RFI) seeks industry comments to assist the Government in locating potential FSS sources with the ability to satisfy its requirement. Vendors that believe they can provide the needed supply that fully meet the Government's requirements may submit substantiating documentation to determine capability.
