About this file

This is a Request for Information (RFI)/Sources Sought Notice issued by the Defense Health Agency (DHA) for market research purposes regarding the procurement, shipment, and delivery of Sinclair miniature swine for medical research. The RFI is not a solicitation and carries no obligation or commitment from the Government; no evaluation letters will be issued, no contract will be awarded, and responders will not be reimbursed for their costs. Responses are due by February 27, 2026, at 1:00 p.m. Eastern Time and should be submitted electronically to Ryan Jorgensen, Contract Specialist, and Tonya Kreps, Contracting Officer. The RFI requires vendors to provide capability statements addressing how they can supply all strains and models of Sinclair miniature swine, including Nanopig, Yucatan, Micro-Yucatan, and Hanford varieties, with flexible specifications for age, weight, and skin pigmentation. Critical requirements include AAALAC International or CCAC accreditation prior to award with maintenance throughout performance; USDA registration and FDA approval of facilities; PHS assurance; delivery within 15-60 days of order placement; geographic location within 1,000 miles or 24 hours travel time; and climate-controlled, company-owned transportation with animal welfare compliance. Vendors must provide comprehensive health documentation following ICLAS recommendations, including sentinel and environmental PCR testing results, and ensure minipigs are research-grade, Specific Pathogen Free (SPF), disease-naive, and vaccinated/dewormed according to specified protocols. Additional services available upon request include castration, diagnostic and laboratory services (radiographs, serology, cultures), surgical procedures (device and catheter placement), and technical training (sling and jacket tether acclimation). Minipigs must be from closed, naturally-bred herds; be negative for eighteen specified pathogens; be vaccinated against sixteen standard agents; and be dewormed with ivermectin two to four weeks prior to shipment, with a minimum of three days' feed provided with each shipment.
