About this file
This document is a Request for Quotation (RFQ) for the procurement of one (1) FT-IR Nicolet iS20 instrument. The U.S. Army DEVCOM Chemical Biological Center (CCDC CBC) is seeking the FT-IR instrument with specific technical requirements, including high sensitivity for trace hazardous chemicals, 50,000:1 signal-to-noise ratio, and the ability to eliminate hot spot migration. The RFQ is being conducted under Simplified Acquisition Procedures, with a Firm-Fixed Price contract type. This procurement is set aside 100% for Small Businesses. Quotes must be submitted by June 14, 2024, at 2:00 p.m. Eastern Time, and will be evaluated based on the lowest priced offer that meets all technical requirements. No award shall be made to an offeror determined to be non-responsible.

PURCHASE DESCRIPTION:
Required Items: FT-IR Nicolet iS20 INSTRUMENT
QUANTITY: 1
The FT-IR Nicolet iS20 instrument:
1) The FT-IR Nicolet iS20 should have high sensitivity for trace amount of hazard chemicals, with detection range of 0.1- 100ppm for the chemical characterization using the FT-IR absorption measurement and capable of performing measurement on samples in different states of matter.
2) The FT-IR Nicolet iS20 should provide 50,000:1 signal-to-noise ratio with spectral resolution (0.25 cm-1) in same experimental settings.
3) The FT-IR Nicolet iS20 should be able to eliminate hot spot migration, resulting in more consistent spectral data.
4) The FT-IR Nicolet iS20 should detect wide range of compounds with different chemical composition.
5) The FT-IR Nicolet iS20 should enhance the collected spectra identification with a library that contains more than 8,000 chemical spectra, so that you can quickly identify unknowns with innovative multi-component search routines.
6) The FT-IR Nicolet iS20 should provide a combination of spectral absorption measurement and high throughput data for accurate chemical characterization and identification.
