PERFORMANCE WORK STATEMENT (PWS)
Washington Headquarters Services (WHS) SharkMarine Navigator System
General Information
1. GENERAL: This is a non-personnel services contract to procure and deliver one (1) SharkMarine Navigator System to DPAA facilities aboard Joint Base Pearl Harbor-Hickam (Bldg. 4077). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Background: The mission of the Defense Prisoner of War (POW)/Missing in Action (MIA) Accounting Agency (DPAA) is to achieve the fullest possible accounting of all Americans missing as a result of our nation's past conflicts. The highest priority of the organization is the recovery and return of the remains of fallen service members to their families.
1.2. Objectives: The requirement will support DPAA Scientific Analysis Laboratory in underwater investigation and recovery efforts in fulfilment of our nation’s promise for the fullest possible accounting.
1.2.1 The requirement will support DPAA Scientific Analysis Laboratory investigation and recovery efforts. The SharkMarine NAVIGATOR System will allow DPAA Underwater (UW) Archaeology team the ability to conduct refined remote sensing surveys to locate, identify, and record sites associated with U.S. service member loss incidents. Currently, the DPAA Scientific Analysis Laboratory does not have a remote sensing system that can target refined areas of interest in certain unique and dynamic environments. The purchase of the NAVIGATOR System, a multiconfiguration system, will facilitate magnetometer surveys, side scan sonar surveys, and underwater imaging that will aid DPAA UW archaeologists in the detection, identification, and recordation of U.S. loss incident sites located in dynamic and/or unique environments.
1.3. Scope: Vendor shall deliver one (1) SharkMarine Navigator System to DPAA facilities aboard Joint Base Pearl Harbor-Hickam (JBPHH), Oahu, Hawaii. Vendor shall install and configure all software and hardware. Vendor shall train DPAA members in running the equipment, as well as post processing gathered data.
1.3.1. DPAA has pre-selected an equipment solution that is compliant with equipment currently in operation at DPAA facilities aboard Joint Base Pearl Harbor-Hickam (JBPHH); furthermore, this system is widely used by partner agencies.
1.3.2. All equipment and supporting materials agreements procured during the performance of this contract will be the property of DPAA (USG).
1.3.3. The vendor shall install and configure the equipment as standalone physical appliances, without network connection.
2. REQUIREMENTS: The vendor must deliver all equipment identified in “3. Deliverables” for implementation. The vendor must deploy all equipment, in appropriate locations aboard JBPHH for implementation.
3. DELIVERABLES: Items shall be delivered to the DPAA facilities aboard Joint Base Pearl Harbor-Hickam, Hawaii, for inspection and acceptance by the DPAA’s COR/ACOR.
