NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS
Prepared in accordance with the requirements of FAR Part 5
The Bureau of Indian Affairs (BIA) on behalf of the Office of Justice Services (OJS), intends to enter into a sole source Firm-Fixed Price purchase order with Lexipol, LLC (DUNS: 146103077) for risk management tools and training under the authority of FAR 13.501(a).
The Government anticipates the award of a twelve (12) month contract.
The BIA OJS utilizes Lexipol’s PoliceOne Academy training solution for its law enforcement training needs. Training provided by Lexipol is consistent with the agency’s training program and policies. Lexipol is a sole source product and provider of Lexipol’s risk management tools for public safety organizations, and the subscription services can only be provided through Lexipol, LLC.
Lexipol provides customized policy manuals and training through their proprietary hosted application service. This program is unique in that no other system offers policy and risk management tools coupled with sensitive training in one integrated package. Lexipol provides the following:
1. Copyrighted policy manual content, document management, copyrighted training content and testing through web-based proprietary system tools.
2. Legal updates integrated into content via web-based tools.
3. Daily Training (DTBs) on department policy that is based on realistic scenarios and written by experienced public safety personnel, including online and real-time testing modules.
4. Captures user electronic signatures of policy, policy updates and Daily Training Bulletin records acknowledgements.
5. Linking between the Daily Training Bulletins and policy sections to which the Training applies.
6. Current policy content that may be modified by the agency via proprietary online tools, thus reducing policy development time and associated costs significantly.
No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 541990. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by 3p.m. EST on Thursday, 09/03/2020. Please contact Athena Olmstead, Contracting Officer, via email at athena.olmstead@bia.gov.
