5. Reason for Authority Cited:
The current contract W15P7T-10-D-D413-KY13 was awarded under the unrestricted suite of the R2-3G MATOC. The FIFF Task Order holder, CACI and their teammates have been providing support to the FIFF under several key Army and DoD customers in the design, manufacturing, acquisition and/or fielding of several components and systems, and the performance of several other activities. The FIFF is providing this support as a result of urgent requests it received in August 2018 from these customers who deemed the FIFF as uniquely equipped, resourced and experienced to provide the support they needed to continue operations. These projects were started over 2 years ago and have been successfully supporting these customers with critical services and equipment continuously during this period allowing them to continue operations in CONUS and overseas in support of DoD and coalition partner users.
Overall the PdM has a critical schedule that it is following to get the vehicles upgraded and fielded to forces training and operating in the current operations. The upgrade involves the design of a new cables and components, the building of new cables, and the building of new installation kits that include armor plating. The cables and kits were designed to provided additional critical protection to vehicles occupants against direct and shrapnel and to protect critical command and control and force protection equipment against electromagnetic interference (EMI). Without these cables and kits, the occupants are vulnerable to injury or death from small arms fire and or rocket-propelled grenades or shrapnel from improvised explosive devices, artillery, or heavy shells armor piercing shells from ground-based anti-tank fires. Some cables provide protection from EMI which is interference from other equipment installed within the vehicle or electromagnetic pulses from nuclear detonations. EMI can disrupt the function of or fully render a system inoperable. This can affect such equipment as the Blue Force Trackers which reports a n his friendly forces are located at all times. Blue Force Tracker also allows a friendly force to not become vulnerable to fratricide and can be critical in a densely populated war environments. Some of the kits the FIFF were asked to build are for the Blue Force Tracker system. Current forces are receiving the upgraded vehicles and turning in their old systems as soon as they get the new ones. The PdM contracted the FIFF under an urgent requirement because of a disruption to the contract with the incumbent commercial provider. The FIFF provided the necessary alternative that allowed PdM to continue the upgrades without a major disruption. A disruption in the program will cause delays in the retrofitting and deployment of these vehicles. The Army G-3/5/7 office has placed a significant fielding requirement of over 23k systems on JBC-P for FY19. PdM JBC currently leverage the FIFF as risk reduction and production capacity expansion to maintain inventory and fielding rates. Without being able to commit extra work to the FIFF during this crucial ordering timeframe the PdM office would be placed in a serious hardship for not being production capacity. The FIFF is the only fab facility producing critical Mounted Family of Computer Systems (MFoCS) Logistical Delta kits for JBC-P and, if additional production of those kits is not possible during this timeframe, PdM JBC would need to find an alternate source immediately or their unclassified system fielding's would be halted by 2Q FY19. The FIFF had received an initial task to build about 1,000 in June 2017.
However, it received a surge in building of additional 4,000 kits, cables and other components in early August 2018 prompting a high demand in materiel purchase, design, fabrication and building of these items.
Disrupting these projects through the normal acquisition competition processes will force the FIFF to disrupt these projects for several months. A disruption to the work being performed by the FIFF for Product Manager (PdM) Joint Battle Command-Platform (JBC- P) will cause unacceptable delays in the upgrading and reinforcing of interior of several vehicles being used by US Forces in the Middle East including Afghanistan. One project involves the upgrading of Bradley Fighting vehicles and M2A3 Abrams tanks. These vehicles are being retrofitted to support current operations overseas. The retrofitting is necessary to protect personnel operating them. They include reinforcing the structures with armor plated steel to protect against enemy threats such as rocket propelled grenades and high caliber ammunition such as the 7.62 mm rounds used by enemy forces. Personnel operating these vehicles without this upgrade are susceptible to potentially fatal injuries. In addition, the upgrade includes protection against electromagnetic interference or EMI. Also the FIFF is currently offsetting production capacity of our prime by producing 1,000 Up-armored HMMWV kits critically needed for fielding in FY19, in addition to 3,000 MFoCS Log Delta kits, and 700 M997A3 Ambulance Delta Kits which will all be consumed within FY19. Delays in award to the contract would mean PdM JBC would have to push even more units to the end of FY19 or into FY20.
The FIFF is also producing Stryker MFoCS Delta Kits that will start being fielded next month and continue fielding through FY20. If there is any hang-up of production on those kits, Stryker brigade Combat Team (SBCT) fieldings would be at a serious risk of failure and ultimately put lives at risk for the vehicle operators.
Another project involves the mitigation and or elimination of safety risks to a current program of record for PdM Radars. The work involves designing new installation kits that will provide a safe environment for maintaining the newly introduced generator and the adaptation of a new environmental control unit (ECU). These systems provide protection against several ground-based threats. The system provides a radar-based shield and warning capability. Without these systems working properly, US ground forces are left blind against several threats including rockets and mortars. Current threats in the European theater have increased the need for this system. While operating these systems require regularly scheduled maintenance including the maintenance of its power generator. Without the modification the FIFF is providing PdM Radars the maintainers are at risk of failing and potentially serious injuries. While the current schedule of the project work on the generator and ECU modification kit with the FIFF is on track, any delay would result in a continued unsafe work environment for maintainers and could result in risk of injury and failure to complete a March requirement in a conditional material release get well program. The remediation plan is being added to the scope of with the FIFF and this issue can be resolved within six months.
Another critical project involves working with African nations involved in counter narcotics and counter terrorism activities. Terrorists operating in these nations use drug trafficking among other things to fund their operations. The threat from these groups has grown significantly which has resulted in loss of life including several Special Operations soldiers a few months ago and scores of innocent civilians.
. AFRICOM is currently using the FIFF to provide indigenous security forces with equipment, training, facilities, intelligence and other services to help combat this threat. AFRICOM used the FIFF because of its efficiency and ability to respond quickly to AFRI The level of requirement for the FIFF services has increased dramatically to over $5M in the last year alone and we project this to increase in the coming year due to the growing threat.
These services were planned and negotiated under the original scope of the original Task Order KY13 per the Rapid Response Third Generation (R2-3G) Performance Work Statement (PWS) for Prototyping, Management, Engineering, Fielding, Training and Logistics Support for the Fabrication, Integration and Fielding Facility (FIFF) Requirements, dated 23 January 2015, paragraph 3.15. The specific requirements that existed prior to the award of Task Order KY13 still remain and the missions it supports have continued since its award and will do so for the foreseeable future. It would benefit the Government for CACI to continue the work until a formal re-competed contract is awarded 6 months from now. CACI has the appropriate skill set and experience supporting the current customers that are required for the FIFF to continue support operations until the next contract is awarded. The process to obtain a new contract has already been started and will be in place to allow a non-disruptive transition period. The current contract POP will end on 29 September. We project a new contract will be awarded by the end of February 2019. A transition period will be necessary to allow the new contractor to learn the processes involved with the current projects to minimize disruption. Bringing in a new interim contractor for just six months would not be feasible, would cause delays, and would not be cost effective in terms of lost time, lost productivity, and loss of project experience. The new contractor would have to ramp up extremely quickly and then possibly have to stop operations if a different contractor wins the new long-term contractor. This would cause a second unacceptable disruption to all FIFF projects. This disruption will have serious impact on ongoing real-world operations by DoD forces in the Middle East, African nations and here in the US and may result in the loss of life to personnel as well as the potential loss of time and money.
6. Efforts to Obtain Competition: In accordance with FAR 5.202(a) (2), this action will not be synopsized.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: Subcontracting competition will be achieved in
Subcontracting Plan contained in its base R2-3G contract W15P7T-10-D-D413.
7. Actions to Increase Competition: Competition was achieved during the solicitation process for this contract and the subsequent task order KY13 was awarded via Fair Opportunity. Any future requirements for follow-on tasks will be acquired competitively under the RS3 omnibus. An announcement for the intent to award a new contract was issued in April 2018. In addition to better understand the market conditions under RS3 an RFI was issued to the 56 prime contractors on 12 April 2018. The Government received a total of 20 responses 13 of which indicated positive bid intentions. This ensures that the follow on Task Order will be effectively competed under the RS3 omnibus.
8. Market Research: The FIFF released a Sources Sought (SS) to the R2-3G Prime contractors on 16 August 2018 to seek information from the R2-3G contractors regarding their ability to provide support to the FIFF. The SS closed at 12:00 p.m. EST on 27 August 2018. Knowledge of these efforts is of significant interest for ensuring continuing operations CONUS and OCONUS associated with FIFF operations.
Government technical personnel conducted an assessment of the availability of offerors to provide support to the FIFF. During this review, it was determined that increasing the ceiling on the R23G task order KY13, Option Year 2 was the best option to execute the FIFF efforts in accordance with the cost, schedule and performance requirements. The results of the SS were as follows:
1 Response: (A) CACI: Yes (white paper attached) 1 Response: (B) AASKI: No bid 1 Response: (C) Northrop Grumman: No bid 1 Response: (D) URS: No bid 1 Response: (E) BAH: No bid
A technical evaluation was performed by the FIFF an evaluation of CACI's white paper submission and that is acceptable.
9. Interested Sources: To date, no other sources have written to express interest in the acquisition as it pertains to the extension under FAR 52.217-8.
