About this file

This Performance Work Statement (PWS) details the Naval Surface Warfare Center Carderock Division's requirement for a specialized electric motor for model testing at the Large Cavitation Channel (LCC). The motor must meet specific technical specifications, including producing at least 2,600 ft-lbs of torque, operating at 900 RPM base speed, being water-cooled, capable of continuous 12-hour operation at 85°F, and having fluid film bearings. Electrical requirements include 480/460V AC, 3-phase, 60 Hz operation, with compatibility for variable frequency drives.

The related federal contract opportunity is a pre-solicitation for motor design and fabrication, with anticipated RFQ release on 15 November 2025 and a one-year performance period. The primary NAICS code is 335312 (Motor and Generator Manufacturing), targeting contractors capable of comprehensive engineering design, fabrication, assembly, and testing services. The sources sought notice invites potential vendors to submit capability statements, organizational details, and business size information, with a response closing date of 24 October 2025. The procurement will be issued by the Department of the Navy Naval Sea Systems Command, seeking a firm fixed-price contract.

PERFORMANCE WORK STATEMENT (PWS)/STATEMENT OF WORK (SOW)

New Electric Motor

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: This contract shall provide the necessary engineering design, fabrication, assembly, and testing to make a fully functional electric motor for use in testing that meets the requirements stated below.

2.0 BACKGROUND: The Carderock Division does model testing for the United States Navy. These tests often require specialized motors to perform specific tests. As test requirements change the need sometimes exists to replace the current hardware with new hardware.

3.0 OBJECTIVE: NSWCCD requires a new electric motor to meet the requirements for model testing at the Large Cavitation Channel (LCC).

3.1 The contractor shall design and fabricate an electric motor that meets, the following parameters:

3.1.1 The motor shall be capable of producing not less that 2,600 ft-lbs of torque.

3.1.2 The motor shall be capable of producing full torque from 0 RPM to base speed

3.1.3 The motor shall have a maximum slip of 2%.

3.1.4 The motor shall be water cooled.

3.1.5 The motor shall have a base speed of 900 RPM.

3.1.6 The motor shall have fluid film bearings, that do not require pumped oil

3.1.7 The motor shall be capable of operating full load for a minimum of 12 continuous hours in an ambient air temperature of 85 degrees farenheit

3.1.8 The motor shall be capable of running to 1100 RPM at constant horsepower above base speed.

3.2 The motor shall have the following electrical constraints:

3.2.1 The motor shall have a base frequency of 60 hertz

3.2.2 The motor shall have a nominal voltage rating of 480/460 volts AC at base speed and frequency

3.2.3 The motor shall be 3 phase AC

3.2.4 The motor shall be capable of being operated by a variable frequency drive with a carrier frequency of 1kHz, 2kHz, or 4kHz with cable lengths of 500 feet between the drive and the motor

3.2.5 The motor shall be capable of operating at voltage up to 600 volts AC at maximum frequency

3.3 The motor shall have the following mechanical constraints:

3.3.1 The motor shall be a class II motor according to the ISO 10816 standard for medium machines with a Vrms<1.5 mm/sec across the RPM range 20-1000.

3.3.2 The motor shall be no longer than 72 inches from the end of the drive end shaft to the end of the non-drive end shaft

3.3.3 The motor shall be able to fit through a 22 inch diameter, round, hole without disassembling the motor or removing any parts of the motor.

3.3.3.1 Any necessary “lifting hardware” is exempt from this constraint.

3.3.4 The motor shall have all connections, electrical, cooling, and temperature, on the non-drive end.

3.3.5 The motor shall have a minimum 8 inch shaft, after the bearings, on both the drive and non-drive ends.

3.3.6 The motor does not require a thrust bearing.

3.3.7 The motor will be housed inside a container that has changing air pressure ranging from 14 PSIA – 60 PSIA (1 ATM – 4 ATM).

3.3.8 The motor shall come with a shaft locking ring, or other suitable device to allow the motor to be picked up and turned vertical for the purposes of installation into the supporting structure canister.

3.3.9 The motor shall have tapped holes in the top of the housing to allow the motor to be lifted by a crane.

3.3.10 The water cooling system is located outside the container at atmospheric pressure. The motor seals shall be capable of withstanding 60 PSIA of air pressure in the container while the cooling water system is at atmospheric without air getting into the cooling water system. The motor seals shall also be capable of withstanding 60 PSIA of water pressure on the cooling water system while the container air pressure is atmospheric without water escaping the cooling water system.

3.3.11 The wetted parts in the cooling water system shall be corrosion resistant.

3.3.12 The cooling water system seals shall be capable of withstanding 30 PSIA of air blown in to evacuate the cooling water for motor storage.

3.3.13 All electrical, RTD, and cooling system connections must be on the non-drive end (NDE) of the motor.

3.3.14 The motor nameplate shall be removable, and shall not be placed on the drive end face or non-drive end face of the motor.

3.4 The motor shall have, at a minimum, the following temperature sensing capabilities:

3.4.1 Three resistive temperature devices (RTDs) per phase.

3.4.1.1 One at each end near the winding turns and one in the middle

3.4.2 One RTD for the non-drive end bearing

3.4.3 One RTD for the drive end bearing

3.4.4 Bearing RTDs, when installed, must still allow the motor to comply with section 3.3.2.

3.4.5 The RTDs shall be 100 ohm platinum with 18 inch flying leads.

3.4.5.1 The RTD leads must come out of the non-drive end of the motor

3.5 The motor shall undergo an acceptance test

3.5.1 The acceptance test must demonstrate that the motor is capable of producing full torque at base speed

3.5.2 The acceptance test must demonstrate that the motor is capable of producing full torque at one-half base speed

3.5.3 The contractor shall provide all hardware and electrical systems necessary to test the motor.

3.5.4 The Government shall witness the acceptance testing in person.

3.5.5 The contractor shall provide the Government with an Acceptance Test report (A004) stating that the motor has achieved all the criteria for acceptance as laid out in section 3.5 of the PWS.

3.6 Administrative requirement:

3.6.1 The contractor shall have a kickoff meeting (A001) within one (1) month of contract award. At the kickoff meeting the contractor shall provide the Government with a schedule and a list of critical path items.

3.6.2 The contractor shall hold a preliminary design review meeting (A002) with the Government, this may be done either in person or via Microsoft Teams. The contractor shall display drawings, or a 3D model, sufficient to show that the motor will comply with the constraints of section 3.3. The contractor shall further show a preliminary design for the cooling water system, motor lifting, and bearing layout. Preliminary vibration analysis.

3.6.3 The contractor shall hold a final design review meeting (A002) with the Government, this may be done either in person or via Microsoft Teams. The contractor shall show the final cooling water system, motor lifting, bearings, electrical connections, and provide a thermal and vibration analysis. The contractor shall provide the Government with electronic copies of general arrangement drawings and/or a 3D CAD model. The Government will use these drawings/model to create motor mounts.

3.6.4 The contractor shall request and receive, in writing, Government concurrence to begin fabrication of the motor (A003).

3.6.5 The contractor shall allow the Government to send a representative to visit the manufacturing or assembly site to review hardware. The Government will request visits in writing at least 2 days prior to a visit unless otherwise agreed by both the Government and the contractor.
