About this file
This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold for procuring Environmental Systems Research Institute (ESRI) software licenses. The U.S. Army Intelligence Center of Excellence (USAICoE) at Fort Huachuca requires ArcGIS (Geographic Information System) licenses for training Military Intelligence Corps students, who cannot complete their courses without these licenses. The procurement will use Fiscal Year 25 Operations and Maintenance Army (OMA) funds, resulting in a Firm-Fixed Price contract for the period of 27 September 2025 to 26 September 2026.
The justification cites FAR 8.405-6(a)(1)(i)(B) for sole source procurement, noting that ESRI is the original manufacturer and sole issuer of ArcGIS licenses. Market research revealed that TRADOC is decentralizing license procurement, and USAICoE discovered a favorable pricing agreement similar to West Point's, which allows them to obtain licenses at a significant cost reduction. The contract will be posted on SAM.gov, and the contracting officer has certified the anticipated cost as fair and reasonable, determining that completing the purchase as a sole source is in the best interest of the government.

Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold
1. Contracting Activity: U.S. Army Contracting Command
Aberdeen Proving Ground (ACC-APG), Huachuca Division
ATTN: CCAP-DDH
2133 Cushing Street, Building 61801 Fort Huachuca, AZ. 85613-7070
2. Description of Action: This Sole Source Justification has been prepared to procure Environmental Systems Research Institute (ESRI) software licenses in support of the United States Army Intelligence Center of Excellence (USAICoE), Fort Huachuca, Arizona. The anticipated types of funds are Fiscal Year (FY) 25 Operations, and Maintenance Army (OMA) funds. This resultant contract will be a Firm-Fixed Price.
3. Description of Services or Supplies: The Military Intelligence (MI) Corps schoolhouse enterprise requires Environmental Systems Research Institute (ESRI) licenses for the ESRI suite of ArcGIS (Geographic Information System) products. MI Corps schoolhouse elements train thousands of Service Members annually using ArcGIS products in MI classrooms across the country. Each student using ArcGIS products as a part of their training and curricula requires a license be issued to them to facilitate their operation and use of ArcGIS products. MI Corps students cannot graduate from their courses of study without the use of ArcGIS products.
Period of Performance: 27 September 2025 – 26 September 2026
4. Authority: FAR 8.405-6(a)(1)(i)(B) - For purchases not exceeding the simplified acquisition threshold (SAT), only One Source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
5. Reasons for Authority Cited: ESRI, being the Original Engineering Manufacturer (OEM) and owner of ArcGIS products, is the sole issuer of ArcGIS licenses and other ArcGIS offerings. Further, ESRI has an established GSA Schedule (GS-35F-253CA) to provide these licenses and offerings to institutions of learning at significantly reduced cost.
6. Publicizing Contract Actions: For FAR Part 8 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
Sole Source Notification will be posted on SAM.gov.
7. Market Research: Historically, the procurement of ArcGIS licenses for deployment to Army agencies has been centrally funded and managed by the Department. The Department typically affected this charge through the assignment of responsibility to pre-determined number of Army agencies, each responsible for a region or area that determined the Requiring Activities (RAs) for which the procuring agency would be responsible. However, in the middle of Fiscal Year (FY) 2024, the Training and Doctrine Command (TRADOC) was informed that the Department would be decentralizing this responsibility and transferring the duty of ArcGIS license procurement and deployment to TRADOC and its subordinate organizations. In approximately March of 2024, USAICOE began Market Research (MR) to determine the best strategy by which to procure the ArcGIS licenses at the scope and volume necessary to support the MI Corps schoolhouse training of MI students. During MR, USAICOE found an agreement between the West Point Military Academy and ESRI for the procurement of ArcGIS licenses and offering at a significant cost reduction to any other industry options. Contact was made with ESRI to determine the nature of the relationship with West Point for the purpose of determining the suitability of a similar transaction with USAICOE. During those engagements, it was determined that USAICOE and other TRADOC institutions of learning were eligible for the preferred pricing reflected in the West Point agreement.
Historical or previous procurement strategies effected by the Department and/or other Army agencies to obtain and deploy ArcGIS licenses is unknown to USAICOE.
