About this file
This is a Statement of Work (SOW) for the Forestwide Barracks Decommission project on the Tahoe National Forest in Yuba, Nevada, and Placer Counties, California.
The contractor shall furnish all labor, materials, equipment, and incidentals necessary to decommission barracks and other buildings, including demolishing and dismantling all assigned structures, disposing of all waste and hazardous materials through proper channels, removing and disposing of asbestos-containing materials as noted in the Schedule of Items, and properly disconnecting and capping all utilities (power, sewer, water) per code. All removed items must be disposed of off-forest. Personnel performing the work must be licensed to install scheduled items in the State of California. The project schedule spans from February 1, 2026, through May 1, 2027, with all work to be completed by May 1, 2027. Because barracks are generally occupied between May and October, typically only one barracks will be available for work at a time, and all work must be completed within an agreed timeframe to allow occupants to return; all buildings must remain entirely functional while occupied. Bidders shall submit a proposed schedule with their bid for tenant management purposes.
An organized site visit is scheduled for Monday, July 27 to July 29, 2026, at 0800, meeting at Tahoe National Forest Supervisor's Office, 631 Coyote Street, Nevada City, California 95959. A tour of representative facilities will be held starting June 24, 2026, at 0800 AM PST. Building exteriors are accessible without prior approval; interiors will be open during the scheduled tour. The contracting documents include a map of complex locations, GPS coordinates, and addresses. For further information or to schedule additional site visits, contact Assistant Forest Engineer Cesar Villa at (530) 966-6183 or cesar.villa@usda.gov. Some sites require travel on National Forest roads that may be infeasible in winter depending on conditions. Contractors may propose optional alternative systems or items but must demonstrate cost savings or superior performance; technical proposals must clearly identify whether a metal roofing system structurally rated for existing purlin span or additional sheathing will be used to support the specified metal roofing requiring a continuous, rigid substrate.
