Cafeteria Refrigeration Equipment Replacement Project
Overview
Scope of Work
The DEA Training Academy, located on Marine Corp Base Quantico, has a full service cafeteria that supports the training of our four basic trainee programs as well as multiple in-service and state and local training curriculums. The cafeteria provides three meals per day, seven days a week for up to 400 students and staff. The cafeteria refrigeration system, critical to the cafeteria operation and the training mission, supports three walk-in food storage units (one food refrigerator, one beer refrigerator, and one freezer) and is long past it’s life expectancy. The system is 25 years old and the current maintenance service provider has communicated that the system is failing and it is uncertain as to how long it can be supported before complete failure.
The DEA is requesting a quote to successfully complete the replacement project detailed in this SOW which shall include all materials, labor, equipment, and temporary refrigeration freezer walk-in food storage containers for the term of the project.
General Information Requirements
DEA will, prior to any interested contractors and/or vendors providing a quote, schedule a walk thru to review existing conditions, locations, quantities, and any other relevant information at a time and date to be determined in the solicitation advertisement.
Contractors and/or vendors providing a quote for this project must have a license to perform HVAC/Mechanical (either one or both) work as defined in this SOW.
All contractors and/or vendors providing a quote for this SOW must be registered and “active” in the Government SAM System and provide their unique ID number in the submission.
All contractors and/or vendors providing a quote for this SOW must submit the manufacturer, model, and specification sheet for the replacement equipment (Condenser and Evaporators) they plan to provide to satisfy the requirements in this scope. DEA will review the submittal/s and have DEA contracting contact the contractor and or vendor if the equipment does not meet all areas of the scope requirements.
Quote/Submittal/Proposal
The contractor shall provide a Firm, Fixed Price Quote including all equipment, materials, rigging, supervision, and labor to complete the following SOW in a safe, timely, and professional manner in accordance with all Federal, State and local codes and ordinances, EPA, OSHA and all other regulatory standards. All work is to be performed in a workmanship like manner using trade and industry accepted methods and practices.
The Contractor shall provide, based on the scope, all resources necessary to evaluate, prepare, coordinate, schedule, pre-fabricate, and obtain all parts and materials prior to the start of work to ensure the minimal amount of downtime to the building systems. The contractor shall confirm the location, electrical sizing, physical dimensions, weight, piping, controls, operation, connections, and rigging requirements prior to ordering materials or beginning work to ensure that no shortages in service or operation will result when the replacement project is begun.
Contractor shall ensure that every effort is made to prevent additional costs or modifications to the quote submitted for work required in this scope.
After the project is awarded, the Contractor of record for the project shall identify an Administrative POC and an onsite Supervisor/Project Manager. Phone and email numbers/addresses shall be provided to the Contracting Officer and the DEA on-site Facilities Unit.
By submitting the quote for this project, the Contractor and/or Vendor agrees to begin the onsite work for this project within 45 days of award and successfully complete the project within three weeks after said onsite work begins.
Scope of Work
This Project is to remove and replace the following equipment and associated piping and materials:
Condenser Unit
The existing one (1) multi zone condensing unit that incorporates four separate refrigeration systems/zones is to be removed and replaced with one new multi zone condensing unit that incorporates three (3) separate refrigeration systems/zones matching existing requirements as follows:
• 1 – 12,000 btu - -20-degree Refrigeration system (walk-in freezer).
• 1 – 14,500 btu - 25-degree Refrigeration system (walk-in refrigerator).
• 1 – 9,700 btu - 25-degree Refrigeration system (walk-in beer cooler).
• The new condenser unit shall be 3 phase 208-230-volt power to utilize the existing utilities onsite. BOHN: TPC2 -208-230V 3Ph Flex Pack Condensing Unit or equal.*
• The new condenser shall be sized and positioned to allow for all future general maintenance and repairs.
• The new condenser shall be isolation mounted to prevent unnecessary vibration and rusting from metal to concrete contact.
• The new condensers refrigeration zones shall be equipped with high- and low-pressure switches, liquid line sight glass, liquid line filter dryers, crankcase heaters, service ports, head pressure controls, and defrost timers (where required).
Line Sets
4 existing line sets to be removed and three replaced as follows:
• 2 – refrigeration unit line sets to be removed and replaced.
• 1 – freezer unit line set to be removed and replaced.
• 1 – ice maker line set (abandoned) to be removed and will not be replaced.
• The new line sets and fittings shall be refrigeration rated copper.
• The new line set sizing will be determined by the requirements of the new equipment.
• All line set connections shall be silver brazed (Harris 15 or equal).
• All suction side lines shall be insulated with cellular foam type pipe insulation.
• All exterior insulation shall be covered/coated with a UV/abrasion type jacket.
Evaporator Units
Three existing evaporator units are to be removed and three replacement evaporator units are to be installed sized to match existing as follows:
• 1 – refrigeration evaporator (walk-in freezer) 12000 BTU rated for -20 deg./F operation / 230v 1ph / 3 fan unit complete with a defrost element/s, selectable thermostatic control, copper drain piping and fittings with heat trace.

• 1 – refrigeration evaporator (walk-in refrigerator) 14500 BTU rated for 25 deg./F operation / 120v 1ph / 2 fan unit with selectable thermostatic control, and SCH 80 PVC drain pipe and fittings.
- BOHN: BEL0125 - 120V 2 Fan 15,000 BTUH R-448A Air Defrost Evap Coil or equal.*
• 1 – refrigeration evaporator (walk-in beer cooler) 9700 BTU rated for 25 deg./F operation / 120v 1ph / 2 fan unit with selectable thermostatic control, and SCH 80 PVC drain pipe and fittings.
- BOHN: BEL0095 - 120V 2 Fan 10,000 BTUH R-448A Air Defrost Evap Coil or equal*
Once operational the refrigeration systems will use the following set points:
• Freezer - 0-degree Fahrenheit
• Refrigerator – +36-degree Fahrenheit
• Beer Cooler – +36-degree Fahrenheit
• Any existing or new holes in the refrigerated areas used or unused shall be sealed water and air tight.
• All existing utilities shall be tested and checked to ensure serviceability for reuse.
• All piping shall be installed in a manner that prevents vibration and/or abrasion or any other conditions that could damage the pipes.
The contractor is responsible for coordinating and requesting thru the onsite DEA Facilities Unit and the US Marine Corps Base (MCB) Fire Inspector a required “Burn” (hot work) Permit for any flame or spark generating work. No “hot work” will be begin until the permit has been issued by the MCB Fire Inspector and posted on site.
The removal and/or replacement, installation, rigging, lift, crane, and any other associated hazardous work is to be accomplished on weekdays and it is the contractor’s sole responsibility to coordinate the permitting (if required), date, and time with the DEA/TR Facilities Staff, and any other parties including providing adequate personnel and equipment to ensure public and property safety.
The contractor is responsible for maintaining a log of all submittals and requests for information and providing said log to the government upon request. All submittals and requests for information must be in writing and must clearly articulate the deficiency and recommended solution. All proposed equipment must be submitted to the government in writing for concurrence.
* NOTE: THE REQUEST FOR QUOTE INSTRUCTIONS REQUIRE OFFERORS TO INCLUDE
THE MANUFACTURER, MODEL, AND SPECIFICATION SHEET FOR THE MAJOR
EQUIPENT BEING REPLACED THEY INTEND TO PROVIDE.
Equipment Standards
The Government used the equipment listed below as the acceptable replacement standard. Any other proposed equipment specified must meet this standard in the specifications and will be reviewed for conformity. The Government estimate was based on BOHN Equipment listed below with a 3 to 6 week lead time.

BOHN: BEL0135B - 230V 3 Fan EVAP Coil
BOHN: BEL0125 - 120V 2 Fan 15,000 BTUH R-448A Air Defrost Evap Coil
BOHN: BEL0095 - 120V 2 Fan 10,000 BTUH R-448A Air Defrost Evap Coil
Temporary Refrigeration Units to Support Mission/Project
The contractor shall provide a temporary refrigerator unit to replace the existing walk-in refrigerator and a temporary freezer unit to replace the existing walk-in freezer.
The temporary units must be at least 150 sq. ft. each and maintain a 0-degree Fahrenheit freezer temperature and a 36-degree refrigerator temperature.
The temporary units must be accessible for food products inventory and product stocking without the use of stairs to allow for carts to roll in/out.
The unit delivery must be coordinated with DEA and be on site at least 5 days before the existing refrigeration equipment removal begins to allow for temperature stability and food stock transfer.
The temporary units must remain until after the government has provided the contractor the project acceptance.
The temporary units shall be delivered/located in the rear loading dock of the DEA Training Academy.
The contractor shall be responsible for the connection and disconnection of the temporary unit/s. The power connections (wire, breakers, and labor) to the unit/s shall be provided by the contractor and come from the TR loading dock electrical room panel designated by DEA.
All connection wiring shall be installed in a safe and secure manner eliminating any trip and fall conditions.
Clean Up and Damage Prevention
The Contractor shall be responsible for the removal and disposal of all removed equipment, unneeded materials, and trash generated in the performance of the work in this scope. All efforts will be made by the contractor to recycle the refuse generated in the accomplishment of this project to the greatest extent possible.
The Contractor shall keep all building and work areas safe and free of debris while working onsite. Care is to be exercised in the removal and disposal of all materials.
The contractor shall be responsible for ensuring the safety of all persons on or around their work through a designated Safety Person, including additional personnel when needed for life safety/traffic control when using any cranes and/or rigging equipment.
The Contractor shall be responsible for any damage to Government, building, and/or personal property damaged by any persons hired, employed, or contracted during the course of completing this work.
Onsite POC, Inspections, Testing, and Acceptance
The DEA Facilities Unit will be the onsite POC for this project. The name of a designated staff member and an alternate will be provided to the contractor supervisor/project manager and their administrative POC. The contractor shall refrain from any work-related questions and/or requests from any other DEA staff or contractors as any questions or requests that impact the project or it’s SOW must be answered by or thru the Contracting Officer. No other government employee has the authority to change requirements or financially obligate the government.
The DEA Facilities Staff and FBI Trade Personnel (when asked) will perform random inspections of the contractors work throughout the project to ensure that the requirements of the scope are being followed and the workmanship is consistent with code and industry standards.
The Contractor shall be responsible for testing all the work, materials, piping, equipment, and supporting infrastructure they reuse and/or install to ensure everything is in good working condition, leak and defect free, and will minimize any potential future problems. It is the contractor’s responsibility to report any defects and present a remedy for DEA to evaluate.
When the contractor is finished with the work for this project, they will request a walk thru final inspection of the project to DEA. The walk thru shall take place a minimum of 2 business days after the acceptance of the request to allow for a 48-hr. running of all the installed equipment at set point without any problems or failures. After the 48-hr. successful test, the walk-thru will verify that the requirements of the scope have been met and DEA will inform the Contracting Officer that the project is complete. The Contracting Officer will then provide the contractor with the acceptance from their office.
Warranty
The contractor shall warrant all material and labor to be defect and problem free for a period of 1 year after written government acceptance.
The Contractor shall provide a 5-year parts warranty from the acceptance date on the installed refrigeration compressors.
Hours of Contractor Access, Construction Hours, and Base Closings
The hours of contractor access will be Monday through Friday, 7:30 am to 4:30 pm. Any special access on weekends and holidays must be coordinated in advance with the appropriate DEA Staff. Lack of coordination will not be the responsibility of the DEA for any costs or delays in the project, in any way. All access to the DEA Training Academy will be via the FBI/DEA Training Academy’s West Gate for deliveries and commercial vehicles. Daily personnel, not in a commercial vehicle, will enter through the FBI East Gate.
Work shall be scheduled so as to minimize the disruption to building occupants and operations.
The food service vendor providing food in the cafeteria will be fully operational during this project and every precaution must be taken to protect their operations. Proper notification and coordination shall be made when project work necessitates shutting down equipment or otherwise terminating services to the building occupants. Requests shall be submitted in writing to DEA with a description of the shutdown and the reason for the requirement at least two business days prior to the need. No shutdown (outside of the equipment being replaced) shall occur without written approval from DEA.
In the event the USMC Base Quantico, the FBI Academy, or DEA closes for any reason, the DEA will not be the responsible for any costs or delays in the project. The time during which the closure occurs will be credited to the timeline for completion of the project without penalty to the contract if subject to a fixed time delivery.
Personnel Security Access Requirements
As the DEA Office of Training is located on the MCB, there are two separate requirements for access (MCB Access and DEA Access) addressed below:
MCB Access
• Must pre-register via DBIDS link https://dbids-global.dmdc.mil/enroll#!/
• Must have proper form(s) of identification (see Attachment A - Acceptable forms of identification to gain access to the USMC Base Quantico)
• DEA will provide a temporary DBIDS pass to each contractor employee working on this project.
DEA Access
• The Contractor must at least fourteen (14) days prior to starting the onsite work, submit a complete list of all persons (employees and sub-contractors) that they purpose to have work on this project via a DEA provided access form (see Attachment B – Request for Access).
• The access forms must be emailed to the designated DEA Contact by the prime contractor. Sub-contractors may not submit the forms directly to DEA.
• Failure to comply may result in person/s being refused access to the buildings and will not be the Governments responsibility for any costs or delays in the project.
• It is the contractor’s responsibility to provide personnel suitable for access and it will not be the responsibility of the government for any additional costs or delays incurred from the submittal of unsuitable individuals by the contractor or sub-contractor.
Note: All commercial vehicles needing access to the MCB/DEA sites are subject to search at either and/or both locations.
