About this file
This document is a Statement of Work (SOW) for the procurement of two (2) Oxford Technical Solutions xNAV650 inertial navigation systems to measure the performance of vehicle systems in highly dynamic environments.
The SOW specifies the technical requirements for the inertial navigation systems, including sensor accuracy, GPS capabilities, positioning accuracy, power, operating temperature, and interface support. The related federal contract opportunity is a Special Notice for a sole source contract to acquire the inertial navigation systems from Brendel Associates LTD, the only manufacturer that can fulfill this requirement. The contract will be awarded under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures for Commercial Items. The North American Industry Classification System (NAICS) code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Interested parties must respond by 1:00 PM EDT on June 21, 2024, demonstrating clear and convincing evidence that competition will be advantageous to the Government.

Technical Specifications
Inertial Navigation System
PR # 0012128558
GENERAL: Aberdeen Test Center (ATC) is requesting the procurement of two (2) Oxford Technical Solutions xNAV650 inertial navigation systems that uses MEMS inertial sensors, such as accelerometers and rate sensors, in addition to Global Positioning System (GPS) receivers to measure the performance of a vehicle system in highly dynamic environments. The system outputs linear velocity, linear acceleration, angular rates and position in an integrated package.
The system shall be supplied with all cables (5 m length), antennas (Tallysman TW 3972 or equivalent) and configuration software. Optional features needed include gxRTK (P/N 108- 00060-x), wheel speed input (108-00042), full NCOM output (108-00036-x), and raw data streaming (108-00028).
1. Inertial sensors, linear acceleration and angular rate, in three (3) axes.
a. Bias Stability of 0,08 mg for accelerations and 5 Deg./hr. for angular rates.
b. Scale factor accuracy of 0.08% for accelerations and 0.3% for angular rates.
c. Range of at least 480 deg./s angular rate and 8 g acceleration for all three (3) axes
d. Roll/pitch accuracy 0.05 deg. Heading accuracy of 0.1 deg.
2. GPS Position measurement using:
a. GPS L1, L2C
b. GLONASS L1, L2
c. BeiDou B1, B2
d. Galileo E1, E5
3. INS Position Accuracy
a. 2-m (6.6 ft.) nominal accuracy
b. Capable of 2-cm (0.8-in) accuracy with RTK and PPK differential GPS
i. Utilizes two GPS antennas for heading accuracy of 0.1 degrees.
ii. Capable of reacquiring RTK lock within 5 seconds by narrowing search area with inertial measurements.
iii. Includes software to perform RTK/PPK, gx/ix tight coupling in post-processing for instances where real-time RTK is not possible during test.
iv. Capable of augmenting position solution using wheel speed inputs.
4. Powered by DC voltage with input range of 5 volts to 30 volts DC and power consumption not to exceed 5 W.
5. Operating temperature -40 to 70 deg. C (-40 to 158 deg. F)
6. Interface support
a. Serial RS232 Input/output
b. Digital I/O
i. Odometer input
ii. Event trigger input
iii. Pulse Per Second output
iv. Camera trigger output
c. Full NCOM output stream over Ethernet to include speed, accelerations, angular rates, and ephemeris data needed for PPK.
d. 32 GB internal storage
7. Delivery Address:
