About this file

This document is a Justification for a Sole Source Contract Award under the Simplified Acquisition Threshold (SAT) for the purchase of a ParvoMedics TrueOne 2400 metabolic measurement system. The US Army Medical Research Acquisition Activity (USAMRAA) plans to award a sole source contract to ParvoMedics, Inc. to provide this equipment for use by the US Army Research Institute of Environmental Medicine (USARIEM) to support ongoing research on optimizing Warfighter performance and health. The ParvoMedics system is the only system that meets the government's specific requirements for data collection and analysis, as it ensures consistency with existing research protocols. Failure to obtain this system would result in delayed research and the inability to perform necessary tests. The total award amount is $32,474. The justification cites the authority under FAR 13.106-1(b)(1) for purchases not exceeding the SAT where only one source is reasonably available. No public posting is required due to the under $25K threshold for a brand name restriction.

3. Description of Services or Supplies: ParvoMedics TrueOne 2400 metabolic measurement system is used to collect measurements of oxygen uptake, carbon dioxide production, anaerobic threshold, ventilation, and respiratory exchange ratio during both maximal and submaximal aerobic exercise tests. The system includes a compact analyzer module, 4-liter high-efficiency mixing chamber, Hans-Rudolph breathing circuits (including pneumotach), A/D card and analog signal cable, gas sampling filters and Perma Pure drying lines, 2-stage CGA973 gas regulator, standard calibration gas, 3-shelf mobile cart with gas mounting brackets and 10-ft power strip, swing arm with adapter bracket, weather station to measure temperature, barometric pressure, and humidity, and OUSW-4.3 software.

Delivery Date: 08/31/2024

(Source Selection information - See FAR 2.101 and 3.104-4)

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: The Military Performance Division at the US Army Research Institute of Environmental Medicine (USARIEM) conducts research aiming to explain requirements for optimizing Warfighter performance and health in all environments. Ongoing research includes efforts to investigate interactions between military stress and performance. These studies seek to demonstrate how military operations, field deployments affect Warfighter body composition, and subsequent Warfighter performance. USARIEM is seeking to purchase a ParvoMedics TrueOne 2400 metabolic measurement system to measure indirect calorimetry, oxygen consumption, carbon dioxide production, resting energy expenditure, maximal oxygen consumption, peak oxygen consumption, and or any respiratory test that requires respiratory exchange ratios.

Utilizing this specific system ensures efficiency and expeditious data collection, limits variability and maintains scientific integrity through the course of ongoing multi-year research studies. This equipment will be used in studies to assess the physical readiness and return to duty status of Servicemembers following surgical procedures by measuring aerobic capacity pre- and post-operation. The measurements made using this device must harmonize with current research in order to allow comparisons within data collected. Failure to obtain these metabolic systems would result in delayed research efforts, and the inability to perform necessary tests to improve soldier performance, mitigate risk and assess return-to-duty status.

Purchase of the ParvoMedics Metabolic System will ensure a redundant system to the one currently in house at USARIEM being used for the abovementioned investigative research protocols. ParvoMedics has no authorized resellers for this system.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202
