Scope
The primary mission of the Diagnostics and Countermeasures Branch (DCB) is to provide Human Immunodeficiency Virus (HIV) screening and supplemental confirmatory testing for US Army and US Military Entrance Processing Command (MEPCOM) accession candidates, US Army Soldiers and their beneficiaries, and sister services. A second mission is to provide molecular testing services for detection of the HIV, for confirmation of the diagnosis of HIV, and for monitoring viral load and genotype resistance in HIV-infected US Army Soldiers and beneficiaries to allow clinicians to provide appropriate treatment decisions. These missions require highly sensitive and specific tests and testing platforms for acquiring infection classification. Furthermore, these platforms and assays require pure water for their chemical reactions. This Neu- Ion water system will eliminate impurities coming from the tap water into the laboratories allowing for the appropriate chemical reactions in the lab experiments.
Objectives
The contractor shall uninstall, remove, and dispose of DCB’s existing Rodi water purification system, and provide, deliver, and install a replacement system to meet increasing laboratory demands. The contractor shall provide preventative and emergency maintenance services for the new system.
This shall include the following:
1.1 Removal of Existing Equipment (Deliverable 1)
The contractor shall be responsible for disconnecting, disassembling, and disposing of the existing water purification system in Room 120. A temporary deionized water system (DI) system shall be provided to supply water to the sink for usage while the system is being replaced.
1.2 Delivery of New Equipment (Deliverable 2)
The contract shall supply and deliver a water purification system meeting the Minimum Essential Characteristics in Section 6.2. The contractor is responsible for delivering the purification system to Room 120.
1.3 Installation of New Equipment (Deliverable 3)
The contractor shall install the purification system in Room 120. The contractor shall ensure the system is sanitized and shall test the system following the completion of installation to ensure the equipment is operating in accordance with Original Equipment Manufacturer (OEM) performance specifications. The contractor shall provide a written report detailing system operating parameters as well as an updated Piping and Instrumentation Diagram (P&ID).
1.4 One-Year Preventative and Emergency Services (Deliverable 4)
1.4.1 Preventative Maintenance. The contractor shall provide quarterly onsite preventative maintenance. Each visit shall include a system inspection and performing all manufacturer suggested preventative maintenance and part replacements. The contractor shall provide a service report with the date and time performed, a maintenance checklist, details of services performed, and a summary of equipment malfunction (if any). The service report shall be signed by the Government and the contractor.
1.4.2 Emergency Services. The contractor shall provide unlimited, 24-hour telephone support and troubleshooting as well as up to eight hours of emergency service labor during regular business hours, on regular business days.
2.0 Specified Requirements
The water purification system must include the following Minimum Essential Characteristics:
• 20’ prefilter housing and 20-micron prefilter
• 12002 – 1.2 cubic feet organic adsorption tank
• MRO-2500 gallon per day RO machine (@ 77def F), including a 5-micron prefilter and carbon filter
• Replacement-level transmitter system with power for R&O pump (120V, 20-amp circuit)
• Compatible with reusing the existing tank (a new vent filter and bulkhead fittings are required), reusing the existing distribution pump, and reusing the existing M300-monitor
• Two 1.2 cubic-feet mixed bed DI tanks with a 2 megohm indicator light
• 7-gpm ultraviolet sterilizer with SS elbows
• High purity piping before and after the reverse osmosis system-socket fused PP and PE tubing with all necessary pressure and sample and isolation valves.
• At least a one-year materials and workmanship warranty
RFI INSTRUCTIONS:
Interested parties are asked to respond to this RFI and submit a capabilities statement that supports the focus of this RFI. Please review the place of performance requirements. Please submit written responses via email in Microsoft Office 2000 or
2007 format. All responses should be complete: in 12-point font; and not to exceed 3 pages total, including graphics, tables, and appendices.
No hardcopies shall be accepted. No written solicitation document is available at this time. Telephone requests will not be honored, and no bidders list shall be maintained.
No inquiries regarding any potential future acquisition activities shall be entertained.
