About this file
This is a Sources Sought/Request for Information (RFI) notice issued by the U.S. Army Corps of Engineers (USACE), Rock Island District for the Cedar Rapids Flood Risk Management Project, Reach 2 Phase 2 Downtown Floodwalls in Cedar Rapids, Iowa. The Government is seeking industry feedback on potential solicitation and evaluation methods for this construction project, with an estimated RFP release date of 18 December 2026 and proposal due date of 29 January 2026.
The project scope includes fabrication of removable extruded aluminum stoplogs and structural steel stoplogs, vertical posts, and braces; construction of permanent concrete floodwalls with removable stoplog floodwalls and permanent concrete sills; swing-gate closure structures; sheet pile cutoff walls; H-Piles; and Type B, C, and D Micropiles. Additional work encompasses pavement and utilities removal, storm sewer installation, catch basins, manholes, trench drain inlets, concrete sidewalks and trails, curb and gutter, concrete pavement, pavement striping, stoplog storage racking, trail lighting, segmental block retaining walls, and enclosure structures. The project also requires management of pile-driving noise and vibration restrictions, and coordination with adjacent construction contracts.
The Government is considering either a Lowest Price Technically Acceptable (LPTA) or Best Value Tradeoff (BVTO) evaluation method. Potential evaluation factors include specialized experience with aluminum stoplog flood control systems, tight tolerance construction, heavy construction in dense urban areas, technical approach to aluminum stoplog fabrication, past performance, organization structure, and work plan. The applicable NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. Responses from SAM-registered businesses are requested by 12:00 p.m. CST on 11 September 2026, submitted to Contract Specialist Samantha K. Johanson at samantha.k.johanson@usace.army.mil, limited to three pages and addressing company information, interest in the solicitation based on evaluation method, and any additional relevant information.
