U.S. ARMY CONTRACTING COMMAND

ATTENTION OF CCAP-CCE

6565 Surveillance Loop

ABERDEEN PROVING GROUND, MARYLAND 21005-1846

The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), MD 21005, intends to exercise option year 1 of contract # W56JSR-19-C-0008. This action is intended as a sole source award directed to Leidos, Inc of 11951 Freedom Dr. Reston, VA 20190.

Product Descriptions:

We are looking for interested parties who can provide products that can fulfill the Government’s minimum requirements listed below.

1. Contributes capabilities to receive enemy and other intelligence data, perform analysis and present the common operational picture to the commander for critical time sensitive decisions.

2. Leverages metadata richness and other data artifacts to bring mission synchronization and geospatial empowerment to data analysis and exploitation. View live video feeds, streamlined workflow, advanced search, geospatial visualization and search, and the ability to view and exploit wide-area motion imagery to develop and support mission objectives.

3. Aids in the assessment and support of the operational and technical landscape through the utilization of motion imagery Intelligence Surveillance and Reconnaissance (ISR) collection operations, production and analysis of Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) intelligence.

4. Uses an interactive interface within the Aeronautical Reconnaissance Coverage Map (ArcMap) that allows rapid generation of intelligent product through intuitive "drag-and-drop" interface and full motion video in various formats from ArcGIS data.

5. Supports and ingest non-spatial data with coordinates from many different sources including spreadsheets, text and databases and in many different formats. Translate non-spatial data into Aeronautical Reconnaissance Coverage Geographical Information.

6. Contributes capabilities to receive enemy and other intelligence data, perform analysis and present the common operational picture to the commander for critical time sensitive decisions.

7. Provides essential geospatial tools to enhance data import, field data collection, data creation and data export.

8. Plots routes and collect field data with commercial Global Positioning System (GPS) receivers such as digital cameras, voice recorders and then present them present this information in layers in ArcGIS.

9. Provides the user with the interactive interface within ArcMap for creating and editing feature layers, and export products in standard format (Hypertext Markup Language (HTML), PowerPoint(r) slideshows, Excel(r) spreadsheets) from ArcGIS data.

10. Works with the ArcMap component of the ArcGis Desktop software.

This is a sources sought only.

The North American Industry Classification System (NAICS) number for this acquisition would be 511210 – Software Publisher. The posting date for this Sources Sought is April 30, 2020, and the closing date for responses is 5:00 PM, Eastern Time, May 10, 2020. All responsible sources may submit a capability statement, true proposal, or quotation, which shall be considered by the agency. The Government shall not provide any reimbursement for any materials submitted.
