RENTAL DESCRIPTIONDATE: 03-Jun-24

30,000LB FORKLIFT RENTAL

GENERAL SYSTEM DESCRIPTION

The purpose of this project is to rent QTY 1 - 30,000lb Pneumatic Enclosed Cab - Forklift 48”LC with characteristics listed within this rental description for six months with an option for an up to six-month extension. Request a DSL model ED160L12P or equivalent forklift.

COMPONENT SPECIFICATION

30,000lb Capacity Forklift LIFT CAPACITY: The forklift shall have a load capacity of at least 30,000lbs at a 48-inch load center.

CAB STYLE: The forklift will be equipped with an enclosed cab, with front, top, and rear glass, and vinyl or glass doors. The cab will also be equipped with a heater for indoor or outdoor operations.

LIFT RANGE: The forklift shall have stacking capability to pick up, move, and stack various materials located on pallet frames.

MAST: The forklift shall have a Full-Free Lift Two-Stage mast.

FORK LENGTH: The forklift shall include at least 96 inch (8 feet) long forks.

POWER TYPE: Diesel.

TIRES: The tires shall be pneumatic and rated for indoor and outdoor use. The forklift will need to have the capability to travel between buildings if necessary. The tires will not be smooth.

MANEUVERABILITY: The forklift shall have a minimum turning radius of 144 inches or less.

TILT: The forklift mast shall be able to lean forwards by at least 8 degrees and backwards by at least 6 degrees.

AUDIBLE ALARM: The forklift shall be provided with an audible backup alarm.

WORK LIGHTING: The forklift shall have lighting located on the front and back for low visibility and night operations. The lights shall be placed in a position on the forklift that prevents blockage from other objects and attachments.

SEAT BELT: The forklift shall be provided with a seat belt to secure the driver in the operator’s seat during machine operation.

REARVIEW MIRRORS: The forklift shall be provided with rearview mirrors, assisting with backing up and safer driving.

SIDE SHIFT CAPABILITY: The forklift shall be capable of shifting both the mast and forks from side to side while remaining stationary. The forks shall be powered and able to spread apart and come back together. The forklift operator shall have easy access to these controls while remaining seated in the cab.

HYDRAULIC PRESSURE SCALE: The forklift shall be equipped with a hydraulic pressure scale allowing drivers to be informed of the amount of weight that they are attempting to lift.

OPERATOR AND SERVICE MANUALS: The forklift shall be provided with a copy of the operator’s manual, and service manual. If the information is combined to one (owner’s) manual, the combined manual shall suffice.

STABILITY: The forklift shall include a continuous stability system which shall reduce the leans of the lifts during turning operations. It shall also assist with the steering and handling across multiple terrains.

OPERATOR PRESENCE DETECTION: The forklift shall have means of detecting operator presence. Absence of operator will not allow function of the forklift.

APPROVAL/SHIPPING

Installation OFF-LOADING/PLACEMENT: Off-loading of the equipment from the delivery vehicle, and placement of the equipment in position for the installation is the responsibility of the contractor. The contractor shall not be allowed to use government equipment to accomplish this work.

SECURITY: The Rock Island Arsenal- Joint Manufacturing and Technology Center (RIA-JMTC) is an Army installation subject to Department of Defense safeguards, various precautions, and plant protection measures. At all times during the execution of this RIPD, the contractor will maintain adequate plant protection devises to minimize espionage, sabotage, and other malicious destruction and damage. The contractor shall comply with all security requirements of the Rock Island Arsenal (RIA). RIA-wide Force Protection levels may be adjusted/changed at any time, which may cause possible delays and will directly affect procedures for accessing the Island.

Delivery Hours or Service Hours: Service calls, equipment installation, training, and equipment delivery (where the contractor offloads) will only be allowed from 0600 – 1430, Monday through Thursday, except for Government Holidays. Deliveries of items where the contractor has opted for Government “off-loading option”, must be received before 1200 hours. These hours are subject to change; however, the Government will notify the contractor of such changes. The vendor will contact the designated COR to obtain an electronic key for their representative (i.e. delivery driver) in order to have access to the facility. Deliveries and service calls outside the normal hours stated above will be coordinated with the Contracting Officer Representative to address any emergency situations."

SERVICE

Service/Support Requirements The contractor shall have as a minimum, a verifiable service/repair capability which meets or exceeds the following requirements:

STAFF: Staffed by qualified, English speaking personnel fully knowledgeable in the service/repair of the equipment offered.

TELEPHONE ACCESS: Telephone access to service/repair personnel shall be available for consultation during Rock Island RIA working hours. RIA working hours are 8:00 am CST to 3:00 pm CST, Monday through Friday, except legal federal holidays.

ON-SITE RESPONSE: Physical, on-site response shall be possible within 48-hrs of notification that service/repair of the equipment is necessary and shall be at the expense of the contractor.

MAINTENANCE PARTS: Parts necessary for periodic replacement such as belts, hoses, filters, and other parts normally considered as spare parts, by the manufacturer, shall be stocked and available for shipment at the expense of the contractor.

PRIOR HISTORY: Said service/repair capability shall have been available to the general public prior to the issue date of this rental description. Adequate proof of prior availability shall be provided upon request.

PICKUP: Upon completion of the contract, the contractor will be responsible for the loading and pick up of the equipment and shall not be allowed to use government equipment to accomplish this work.
