About this file
This is a Determination for Restricting Competition memorandum dated 28 August 2026 justifying a sole source contract award. The 20th Chemical Biological Radiological Nuclear Explosives (CBRNE) Command, with contracting through U.S. Army Mission and Installation Contracting Command (MICC) at Fort Belvoir, Virginia, requests approval to award a firm-fixed-price contract to Fort Indian Town Gap, Pennsylvania MWR (Morale, Welfare, and Recreation) for catered food services.
The contract covers a six-day period from 13 September 2026 through 18 September 2026 and will be fully funded using fiscal year 2026 MPA (Military Personnel Account) funds with award anticipated in September 2026. The requirement is for non-personal services to provide catered breakfast, bagged lunch, and dinner at the Fort Indian Town Gap DFAC facility for soldiers participating in and facilitating the 20th CBRNE Command FY26 Command Post Exercise (CPX). The justification for sole sourcing emphasizes that Fort Indian Town Gap MWR is the only available and capable vendor due to event timing and location constraints, with the added benefit of significantly lower cost to the government since they are already on site. Market research confirmed no other commercial vendors could meet the required time and price constraints given the garrison's remote, rural location. Pricing factors considered the meals per diem rates for temporary duty soldiers and historical pricing data for similar services. The determination concludes that Fort Indiantown Gap Community Club is the only proven vendor capable of fulfilling the field feeding mission requirements, with no practical alternatives to increase competition.
