Control No: JA-20-12-0246 Contractor: Honeywell
Equipment: BSL-4 Protective Safety Suits are development, testing and evaluation of medical countermeasures providing world-class expertise in medical biological defense, rapid identification of biological agents, training and educating the force, maintaining biosafety, biosurety and biosecurity standards and preparing for technological uncertainties. BSL 4 Positive Pressure Encapsulating Suits (PPES) are essential to support the mission capabilities and core competencies of the Institute. All Personal Protective Equipment in USAMRIID has been evaluated by the researchers, safety tested by the biosafety office, and has been approved by the Biosafety Advisory Council (BSAC).
Honeywell Safety Products provided BSL-4 suits to USAMRIID in the past and they were tested and approved by the BSAC. They have a high level of protection, a wide visual field, a high level of mechanical strength and are lightweight. Honeywell manufactures suits that are specially tailored to the measurements of the researchers and no other company can offer or guarantee the same protection. The safety of the researchers cannot be compromised while working with a BSL-4 agents. A substitute suit that has never undergone the safety checks and tested by USAMRIID is not acceptable, since the work performed by researchers while wearing the BSL-4 suites are of extremely high risk, andasingle failure onthe suit can cause anexposure to BSL-4agents that may not have acure. Honeywellsuits are currently the onlyones that can meetUSMRIID BSL-4 safety requirements and can be tailored to the measurements of the researchers.
(b) Alternatives: There are currently no acceptable alternatives on the market.
The Honeywell Positive Protective Suits are the only suits that offers specialized tailored suits that have passed all testing and certifications.
(c) Honeywell is the only supplier who produces PPES that can be customized for individual physical characteristics. Due to the risk associated with performing high containment research tasks, general sized (small, medium, large, X-large, and XX-large) suits offered byothervendorsare not appropriate for laboratory bench work at a BSL4 safety bio-cabinet. Prevention of suits fitting too loose and/or be restrictive depending on the individual is a matter of safety. The suits from Honeywell provide a much better ergonomic fit, are less noisy, and are lighter which makes them safer and less fatiguing for the wearer. The Honeywell BSL-4 suites therefore allow researchers to better concentrate on the research being conducted rather than being constantly concerned about improper fit or safety. Using suits from another manufacture's will definitely put end-users at risk and jeopardize the research.
6. Efforts to Obtain Competition: TheContracting Officer published the notices required by FAR 5.201. There is only one responsible source and no other supplier will satisfy the agency requirements. Honeywell is the only manufacturer able to meet the need of biosafety, biosurety, and biosecurity specified by Biosafety Advisory Council (BSAC). A Request for Information (RFI-W81XWH-20-Q-0016) was posted on beta.SAM.gov_on 4 December 2019 for 7 days and returned no result. A Notice of Intent to sole source (W81XWH-20-Q-0016) was then published on beta.SAM.gov on 30 December 2019 and no response was received after the closing date of 3 February

7. Actions to Increase Competition: USAMRIID and USAMRAA conduct online research as part of their periodic market research efforts to locate other available sources that are capable of meeting this requirement in the future. Additionally, the Government may post another Request for Information (RFI) for any future procurement to determine if there are additional sources available in the market place that can meet the Government's need.
8. Market Research: The Biosafety Officer completed a market research from October 2018 to March 2019 utilizing the internet and other laboratory agency that used Positive Pressure suits. A RFI posted by the contract Specialist on beta.SAM.gov on 4 December 2019 and a Notice of Intent to sole source published on beta.SAM.gov on 30 December 2019 for 30 days returned no response. There are no companies or manufacturers that are able to provide the required Positive Pressure Encapsulating Suits.
9. Interested Sources: To date, no other sources have express any interest in the acquisition.
10. Other Facts:
Procurement History: Contract number W81XWH-14-D-0009 (period of performance 23 May 2014 through 22 May 2019) was awarded for a Biosafety BSL-4 Personal Protective Equipment requirement with an effective date of 23 May 2014. The requirement was competed open market and there were no quotes received from any other vendor outside of the currently suggested sole source Honeywell Safety Products USA, Inc.
