About this file

This document is a Sole Source Justification and Approval (J&A) for a firm fixed-price contract with Envigo Global Services Inc. for transportation services for 18 Indian-origin rhesus macaques to the Walter Reed Army Institute of Research (WRAIR) in Bangkok, Thailand. The requirement includes comprehensive ground transportation within the United States and Thailand, international transit, serology testing, administering vaccinations and anthelminthic treatments, microchip implantation, and obtaining all necessary records and permits for quarantining and transporting the animals in compliance with local, state, federal, and international regulations.

The United States Army Medical Research Acquisition Activity (USAMRAA) determined Envigo is the only vendor capable of performing these specialized services, based on market research conducted from June to September 2024. A Request for Information (RFI) posted on SAM.gov from 7-22 November 2024 received no responses, and a subsequent notice of intent published for 15 days yielded one unacceptable response. Envigo is currently providing veterinary services for these specific non-human primates under an existing task order and has a CDC-authorized quarantine facility in Alice, TX, which minimizes animal stress during custody changes. The contract is planned for Fiscal Year 2025 and is justified under 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501.

6. Reason for Authority Cited: Only one responsible source can satisfy this requirement.

The proposed contractor Envigo Global Services Inc. (hereinafter “Envigo”), is the only vendor capable of providing the transportation services in accordance with (IAW) the Performance Work Statement (PWS). The transportation of the NHP require specialized care and use, to export, and quarantine of the primates to be in compliance with all local, national, and international regulatory standards. The contractor must have an authorized Center for Disease Control (CDC)-authorized quarantine facility allows for staging at the same location of the primates in Alice, TX before transportation.

This contractor is currently providing veterinary services and housing under task order contract number W81XHW22F0293 for the 18 NHPs that have been selected for transportation to Thailand. The contractor’s CDC authorized quarantine facility allows for staging at the same location before transportation, minimizing animal stress during custody changes. Envigo is an Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) International accredited, reflecting their standards of laboratory animal care. If the award is not made to Envigo the impact to NHP would result in animal change of custody requirements leading to extended transportation timelines, safety and increased risk for animal distress.

The notice of intent was published on SAM.gov on 26 November 2024 for 15 days. One response was received and determine to be unacceptable.
