FAR 8.405-6 LIMITED SOURCES JUSTIFICATION
UNDER THE GENERAL SERVICES ADMINISTRATION
FEDERAL SUPPLY SCHEDULE PROGRAM
1. Contracting Activity: Army Contracting Center - Division E 6565 Surveillance Loop, Building 6001 Aberdeen Proving Ground, Maryland 21005
2. Description of Action: The Communications Electronics Command (CECOM) Software Engineering Center (SEC) requests a Firm-Fixed-Price Blanket Purchase Agreement (BPA) Call for the procurement of the brand name Commercial-Off-the-Shelf (COTS) Red Hat Software Subscriptions in support mission requirements. The applicable North American Industrial Classification Systems (NAICS) code for this requirement is 541519, Information Technology Value Added Reseller. This requirement is for a base year only. Due to efforts to co-term the various licenses with varying period of performances, this order has licenses with many different period of performances.
The anticipated award for this requirement is on or before 10 July 2020. Fiscal Year (FY) 2020, Operations and Maintenance, Army (OMA) funds and FY 2020 Other Procurement, Army (OPA) will be used for the base year.
The Government will compete this requirement on Computer Hardware Enterprise Software and Solutions (CHESS) Enterprise Software Initiative (ESI) website among the four (4) authorized resellers with Department of Defense (DoD) ESI BPAs: HC1028-18- A-0001 (Carahsoft Technology Corporation), HC1028-18-A-0002 (DLT Solutions, LLC), HC1028-18-A-0003 (Emergent, LLC), and HC1028-18-A-0004 (EC America, Inc.).
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The Army uses Red Hat COTS software products in multiple fielded systems by SEC and PM TN. The Red Hat COTS software products have already been evaluated, qualified, integrated, tested, certified, and fielded throughout the systems under PM TN and SEC. SEC’s mission is to ensure supported Army systems continue to have their licenses and software maintenance agreements renewed so as not to impact system readiness. The following systems currently use Red Hat licenses and software support products:
• Warfighter Information Network-Tactical (WIN-T Inc 1 and WIN-T Inc 2)
• Global Satellite Configuration and Control Element (GSCCE)
• Transportable Tactical Command Communications (T2C2)
• System Deployment and Integration Network (SDIN)
• Tactical Network Management System (TNMS)
• Firefinder Electronic Upgrade (FF-Q36) TPQ-36 technologies with solutions for all facets of system, data, and communications security challenges. Red Hat Linux is being used by the ATNAVICS program on several processors. Red Hat Linux is an enterprise-class open source operating system. It provides a complete portfolio of security technologies with solutions for all facets of system, data, and communications security challenges and includes regular patch releases providing solutions to newly identified security vulnerabilities. Red Hat Linux supports Virtual Machines (VM) and Automated System Load (ASL).
Red Hat Enterprise Linux Workstation, Standard 9X5 Phone and Web Support
SKU# RH0958488RN
The Government uses Red Hat Enterprise Linux (RHEL) operating system to host tactical GOTS and COTS applications to support warfighter mission C2 and SA. It is deployed across various configurations and FF-36 baselines in the tactical environment. RHEL sustainment environments are required to maintain the FF-36 baselines using RHEL deployed to the field.

TOTAL ESTIMATED COST OF REENGINNERING EFFORT
Total estimated cost to change software and reengineer the program baseline of an integrated software system. This parametric estimating tool is based on multiple factors related to substituting different COTS software products for an existing COTS software product that has already been integrated and fielded in program. The reengineering factors, include but are not limited to, how the software is used within the baseline; how the software is distributed throughout the program; where the software is in the configuration of the integrated systems program; how many times the replacement upgrade needs to uploaded; where the upgrades need to be installed; the number of times the software has to be loaded in existing fielded equipment and or locations; and the level of effort required to validate the software is a true substitution that meets all minimum program requirements. The configuration management requirements and the security features required to maintain the Authority-to-Operate (ATO) in accordance with US Army Cyber Security standards and policy. The cost is determined by the engineer's knowledge of the program configuration management; the relationship of the software to the kernal, the core of the operating system; the ATO certification requirements; the historical data related to the original software applications integration decision or the last refreshment of the baseline; and other factors. The ATO certification is required to ensure the network remains secure and is compliant with the current DOD Cybersecurity policy, which require maintaining access to the latest software application patches, upgrades, and any required security related updates. The current software has already been tested, certified and determined to be in full compliance of latest DOD IT cybersecurity policy.
At this time, it is determined that only Red Hat’s software would be able to function within the Army’s current architecture. The Government will continue to search the marketplace for alternate COTS software solutions with the intent to evaluate and verify they will function within currently used Army program products. If the Government determines that the Red Hat Linux operating system software is no longer required or other operating system software can successfully meet the Government’s minimum needs, then the Army will seek competition to include all operating systems that meet

There are four authorized CHESS Linux resellers. Three (3) other than small businesses and one small business, Emergent, that hold CHESS contract vehicles.
There are nine (9) non-CHESS small businesses that showed an interest. However, this is a mandatory CHESS requirement and must be awarded to a CHESS contract vehicle holder. ACC APG cannot accept the proposals from non-CHESS vendors as they are ineligible for this requirement unless they have a CHESS contract vehicle.
The Army Contracting Command- Aberdeen Proving Ground- Division E will send a solicitation to the four authorized CHESS BPA listed above. A Sources Sought was posted on SAM.Gov to find alternate products and vendors, provided 2 (two) responses which was VCloud Tech and Federal Resources Corporation. These vendors were encouraged to participate in CHESS so they can be viable participants in the future requirements
