Performance Work Statement (PWS) Template
PART 1
General Information
1.1. Description of Services/Introduction:
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to administer the provision of internet connectivity to all Job Corps locations as defined in this Performance Work Statement, except as Specified in section C-3 as government furnished property and services. The contractor shall perform to the standards in this contract action.
1.2. Background:
Job Corps (JC) is an education and training program whose goal is to help disadvantaged youth between the ages of 16 and 24 enter living-wage employment, advanced education, and training, apprenticeship, or the military. The program’s major service components include basic reading and math skills, vocational/technical training, residential living, health care, health education, counseling, and job placement assistance. These comprehensive services are delivered at over 121 operating Job Corps centers nationwide through a program structure that unites federal agencies, state agencies, private vendors, unions, and businesses.
Because of the size and breadth of the JC program, all Information Technology oversight and operation has been centralized within the Job Corps Data Center (JCDC). JCDC is responsible for maintaining licenses and IT-related service contracts to ensure the continued secure operations of all hardware and software on the JC network.
Internet services to the individual Job Corps locations across the locations (excluding the
National Office in Washington, DC and respective regional offices in Boston, Philadelphia, Atlanta, Dallas, Chicago, and San Francisco) are provided via a “clearinghouse” Competitive
Local Exchange Carrier (CLEC) contract which aggregates costs of the agreements with the individual local internet service providers, monitors connectivity, provides support in resolving disrupted circuits, and advises the government as to commercially available increased levels of bandwidth in consideration of the contract budget for each of the contract years.
The program’s current CLEC provider contract will expire December 29, 2024. It is imperative that there be absolutely no internet service disruption to any of the individual Job
Corps locations and/or damaged/failed/cancelled circuits which could lead to a lack of internet service to any Job Corps location across the United States and/or its territories/properties in which Job Corps provides services to the public.
1.3. Objectives:
The vendor shall provide the following services to the government, and to the utmost extent currently available given current technology:
• Provide Internet/bandwidth service(s) to all Job Corps locations in each of the 50 states, the District of Columbia and Puerto Rico as defined in the table in 1.4. Scope below.
• Provide Internet/bandwidth service(s) to each of the Job Corps Information
Technology/Data Center support centers (colocations) in Austin, TX; and Richardson, TX.
• Monitor the provision of internet/bandwidth delivered to each location as described herein and immediately notify JCDC support staff of any circuit interruption and/or lag.
• Assist JCDC staff in the reconstitution of interrupted circuits and/or increasing bandwidth speeds of affected circuits.
• Aggregate costs incurred via each of the individual Internet Service Provider agreements and inform the government in a level of detail described herein as to the individual monthly costs of such agreements.
• Provide the appropriate equipment to establish a managed service of the data circuits and install any required infrastructure to support the CLEC.
• Provide Job Corps with Fast Ethernet or Gigabit Ethernet hand off as applicable for the circuit from CLEC equipment to Job Corps equipment.
• Coordinating with local exchange carriers regarding any and all construction and facility issues that would prevent Job Corps from obtaining 500Mbps port and 1Gbps loop speeds at all Job Corps Center locations.
• Coordinating all inside wiring required to terminate circuits in the demarcation location as specified by Job Corps.
1.4. Scope:
The vendor shall be solely responsible for providing the services as described herein on a 24 hour/7 days per week/365 days per year basis without interruption throughout the life this contract.

5.2.1 Job Corps has a centralized Unified Communications Cluster that provides
PBX/Voice services. The CLEC shall provide project planning, administrative support, and Project Management for all matters related to the program’s
Unified Communications Cluster. For this requirement, it shall be necessary for the contractor to work in partnership with Job Corps Data Center contracted technical staff, the Job Corps Data Center Project Manager, and the COR.
5.2.2 The current Job Corps unified communications design requires the Job Corps centers to contract with a local exchange carrier to contract for voice service.
Job Corps has standardized on IP FLEX as it is the common denominator circuit type that can be offered by the majority of LECs across the U.S. The local ISDN
PRI is programmed to provide inbound calling, outbound PSAP (911) calling, and lastly, to service as a backup pathway for voice calls in case of a WAN outage.
5.2.3 The CLEC shall have the ability to bill directly to Job Corps centers.
5.2.4 In instances where the center is unable to enter into a direct billing relationship with the local exchange carrier, the CLEC will serve as a billing agent by using contract funds.
5.3 Support Services
5.3.1 The CLEC shall provide a dedicated account team for all billing, credits service, and administrative functions. The CLEC shall identify one individual from the account team with ownership of the Job Corps account.
5.3.2 The CLEC shall provide a dedicated transition team to manage the migration of services from an incumbent service provider. The dedicated transition team will be required until all service has been transitioned from the incumbent provider.
5.3.3 The CLEC shall provide a Technical Account Manager (TAM) that will serve as the first point of contact for technical issues. The TAM will be required to monitor, update, escalate and manage trouble tickets within the CLECs technical assistance organization.
5.3.4 The CLEC shall aggregate all services at all locations under one web-based support platform regardless of when a service and/or location are added to the contract.
5.3.5 The CLEC shall invoice and must identify each location by name, number, and GL / Cost Accounting Code.
5.3.6 The CLEC shall have the ability to add voice and data circuits to the contract at all CONUS locations without adding invoices to the account. If requested, Offeror must have the ability to invoice selected locations separately, and provide paper invoices if requested.
5.3.7 The CLEC shall provide an online portal featuring usage visibility at all locations, customized reporting tools, bandwidth utilization metrics including trend analytics, trouble ticketing, and online support.
5.3.8 The CLEC shall provide customized account visibility, and access for multiple users for Job Corps management (total visibility) and individual site representatives (site-specific visibility).
5.3.9 The CLEC shall provide help desk services on a 24 hour-per-day, 7 days-per-week, 365 days-per-year-basis, guaranteed to be answered directly by a US-based customer support rep and circumvent auto-attendant touch-tone menus or hold times.
5.3.10 The CLEC shall commit to a Service Level Agreements defined in the CLEC
SLA attachment.
5.3.11 The CLEC shall provide billing credits for outages exceeding the SLAs.
Billing credits shall be calculated and applied to invoices on a monthly basis for any outage events mutually agreed upon as exceeding the applicable Service Level Agreements.
a. The credit calculation for any mutually agreed upon outage events shall equal: Monthly Recurring Charge (MRC) divided by the number of days in the billing month multiplied by the whole number of outage days.
b. The “days outage” credit calculation begins from the opening of an outage trouble ticket that does not get resolved within the applicable Service Level Agreement timeframe and ends when service is restored.
5.3.12 The CLEC shall coordinate regular status calls with the JCDC IT staff to review technical issues, order status, etc.
5.3.13 The CLEC shall coordinate regular calls with the JCDC accounting team and IT staff to reconcile SLAs and credits due.
a. Job Corps Network Transition – Service Enabling Devices (SEDs)
b. The CLEC shall be able to offer Service Enabling Devices (SEDs) for purchase under the contract should they be required.
c. For the purposes of this PWS, an SED is any software, hardware or licensing that may be required to enable service provided by the
CLEC.
The CLEC shall assist Job Corps, if required, in registering maintenance contracts associated with SEDs to Job Corps’ manufacturer technical support accounts.
5.3.14 The CLEC is accountable for maintaining the usability of all circuits. If an established circuit becomes impaired, the CLEC must coordinate with the LEC to restore functionality. Any known or possible, non-recurring costs related to restoring circuit usability, not covered in section 5.1.4, that could be billed to the customer, must be approved in advance, in writing, by the COR. Approval may not be granted without the express written consent of the relevant Job Corps campus or location leadership.
5.4 Monthly Recurring Charges (MRCs) vs. Non-Recurring
Charges (NRCs)
5.4.1 The CLEC shall provide a detailed listing of all incurred Non-Reoccurring
Charges (NRCs) with each invoice submitted to the government for services rendered. NRCs shall include any and all charges required to install and maintain the Internet service at the demarcation location for every required location. Any future deviations from the NRC charges by the successful CLEC must be approved in advance and in writing by the COR and may be disputed by the Government.
5.4.2 The CLEC shall provide a detailed listing of all incurred Monthly Reoccurring
Charges (MRCs) with each invoice submitted to the government for services rendered. MRCs shall include any and all charges for the Internet service, bandwidth, and port charges. Any future deviations from the MRC charges by the CLEC must be approved in advance and in writing by the COR and may be disputed by the Government.
a. As speeds up to the 1Gbps threshold as described above in section 5.1 become available, it is incumbent upon the CLEC to ensure that the cumulative total of MRCs in the contract year do not exceed the total budget obligation in any year of this contract.
b. This shall not prevent the CLEC from implementing speeds up to the
1Gbps threshold, provided the costs for doing so do not cumulatively exceed the contract budget in any of the contract years.
c. The government shall not obligate additional funding in any contract year based on the availability of bandwidth in excess of the maximum available as defined above.
5.4.3 When providing the listing of NRCs and MRCs, the CLEC shall clearly identify the category to which each charge is applicable. In other words, all charges must be considered either NRC or MRC, and each charge must be identified as either.
5.5 Special Conditions
5.5.1 The Contractor will ensure that its environment is compliant with the control standards of FISMA (Federal Information Security Management Act) 44 U.S.C.
§ 3541, et seq.), NIST standards in FIPS 140-2, FIPS 180, FIPS 198-1, FIPS
199, FIPS 200, FIPS 201 and NIST Special Publications 800-53, 800-59, and
800-60. In addition, the Contractor must provide the Government with any documentation it requires for its reporting requirements within 10 days of a request. The Contractor will make the environment accessible for an Agency security team to evaluate the environment and placement of any Government data in the environment and allow for periodical security reviews of the environment during the performance of this contract.
All systems provided under this Statement of Work must be capable of supporting IPv4 and IPv6 protocols.
All desktops, laptops, and computer monitors provided under this contract are required to have achieved Bronze registration or higher under the Electronic
Products Environmental Assessment Tool (EPEAT). EPEAT is a procurement tool designed to help large volume purchasers evaluate, compare, and select desktop computers, laptops, and monitors based upon their environmental attributes as specified in the consensus-based IEEE Standard.
5.6 Billing
5.6.1 The vendor agrees to invoice for services rendered for completed billing periods only. No invoices shall be accepted/approved by the government for future billing periods.
5.6.2 The vendor agrees to provide evidence of service speeds delivered to each Job Corps location with each invoice. For example, invoices submitted on a monthly basis must contain proof of internet speeds delivered to each location during the billing period. No invoices will be accepted, reviewed, or processed for payment by the government without such proof.
