4.0 General Description of the Services Required / Background:

The Aberdeen Test Center’s (ATC) Materials and Measurements Test Branch (MMTB) owns and operates 6 universal test machines. The machines are used to support many tests over every directorate within ATC and must be kept in good condition to allow this support. To ensure that the machines are in good working order a yearly calibration verification is required along with yearly preventive maintenance. In the event a machine component fails, the contractor shall provide parts and on site remedial repair services as needed. Failure to calibrate and maintain these instruments would result in the failure of critical components of the machines and lead to inaccurate and unreliable performance. Many tests at ATC would be impacted.

5.0 Contracting Officer Representative (COR):

5.1 The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions:

· Assure that the Contractor performs the technical requirements of the contract.

· Perform inspections necessary in connection with contract performance.

· Maintain written and oral communications with the Contractor concerning technical aspects of the contract.

· Issue written interpretations of technical requirements, including Government drawings, designs, and specifications.

· Monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies.

· Coordinate availability of government furnished property, and provide site entry of Contractor personnel.

5.2 A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

5.3 The contractor's Field Service Engineer shall report to the Contracting Officer's Representative (COR) before and after service work is accomplished. The contractor shall prepare and maintain complete maintenance records on all equipment under the contract. These records shall be made available for review by the Government during contract performance. A copy of any service reports and calibration records shall be provided to the COR within five days of service.

6.0 Period of Performance:

The period of performance shall be from the time of award plus twelve months, with an additional two optional 12 month periods.

· Base Year = 12 Months

· Option Year 1 = 12 Months

· Option Year 2 = 12 Months

7.0 Place of Performance:

The work to be performed under this contract must be performed at the Aberdeen Test Center (ATC). All equipment listed in Appendix A of this PWS is housed at ATC in building 400.

8.0 Hours of Normal Operations:

ATC works a 9 day / 80 hour work schedule. The normal work hours are 0700 – 1630 every Monday through Thursday. The first Friday of the pay period the normal work hours are 0700 – 1530 while the second Friday of the pay period is not worked (called a regular day off (RDO)). The contractor is responsible for conducting business during these hours of normal operation except during federal holidays or when the government facility is closed due to local or national emergencies.

All scheduling of service shall be coordinated between the contractor and the contracting officer’s representative (COR).

9.0 Applicable Documents:

Calibrations shall comply with American Society for Testing and Materials (ASTM) standard documents to include:

10.0 Calibration, Preventive Maintenance, and Remedial Repair Services:

10.1 General: The contractor shall provide an annual onsite preventive maintenance and calibration service on a firm fixed price basis on all equipment listed in appendix A of this PWS during the period of performance specified in section 6. The contractor shall also provide remedial repair services as needed on all systems and equipment listed in Appendix A of this PWS.

10.2 Preventive Maintenance (PM): The 6 machines listed in Appendix A are required to have yearly preventive maintenance. This service will include all recommended maintenance by the machine manufacturer.

10.3 Calibration: Listed in Appendix A are all items that require a calibration verification. There are 4 types of calibrations to be performed.

10.3.1 Force: There are a total of 11 force transducers that require calibration; 9 in both tension and compression and 2 only in one direction (Tension or Compression). The 60BTEC47062 Baldwin machine requires two separate force verifications; the first is of the load readout of the software and the second is the verification of the analog output through an output voltage card on the machines controller. This results in a total of 12 force verification/calibration reports.

10.3.2 Displacement: All 6 machines listed in Appendix A of this PWS require Calibration verification of their position/displacement transducers. The 60BTEC47062 Baldwin machine requires two separate displacement verifications; the first is of the displacement readout of the software and the second is the verification of the analog output through an output voltage card on the machines controller. This results in a total of 7 displacement verification/calibration reports.

10.3.3 Extensometers: Four extensometers may be required to be calibrated annually.

10.4 Additional Calibration and Remedial Repair Services: Additional calibration and repair services will be required as needed. When a machine or a component of a machine fails, the contractor shall supply replacement parts and/or onsite service engineers to fix problems with the machines. Many times when a machine fails it will require recalibration.
