Description of Services/Introduction: The Contractor shall provide all necessary skilled personnel, master mechanic tools sets (general hand tools), personnel safety equipment (safety glasses, shoes, coveralls, and gloves), and other items and services necessary to conduct semi-annual, annual and biennial maintenance services and unscheduled maintenance and repairs in accordance with manufacture specifications as a majority of the items are locally purchased vehicles.

1.2. Background: In order to provide world-class service to more than 20,000 Service Members on the Peninsula, the customers need assistance maintaining specialized equipment. The customers are requesting additional maintenance support through contracted maintenance teams. Lack of specialized Table of Distribution and Allowances (TDA) authorized manpower decreases the ability for the customers to properly program maintenance timelines and service schedules. In a sense, we are in the “reactive mode” and not the “proactive mode” in the maintenance arena. The contract maintenance will give the customers the ability to program maintenance and establish continuity of Base Operations and increase the Readiness for the Garrison mission.

The equipment listed in the Attachment 8.3.3. is currently owned by all Garrisons and serves as illustrative examples for vendors’ better understanding of requirements. The contractor shall maintain and repair similar equipment even not listed in the attachment.

1.4.2. The Government will revoke its assumption of risk regarding individual tools used under this effort. At no time will the Government be responsible for the replacement of lost, damaged or broken individual tools.

1.4.3. Scheduled and Unscheduled Preventive Maintenance Service: A contractor shall perform both of Scheduled and Unscheduled maintenance service under the same Contract Line Item, which means government will not separately pay for unscheduled service. Unscheduled maintenance is will be performed during the normal duty day. Monthly payment amount set up by this contract will cover both of the Scheduled and Unscheduled preventive maintenance service.
