PERFORMANCE WORK STATEMENT (PWS)

Artificial Intelligence (AI) for Infectious Disease Threats Indefinite Delivery Indefinite Quantity

(IDIQ)

for Walter Reed Army Institute of Research (WRAIR), Experimental Therapeutics (ET) Branch

02 August 2024

Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide Artificial Intelligence (AI)/Machine-Learning (MI) services for known targets for various infectious disease threats.

1.2 Background: The Walter Reed Army Institute of Research (WRAIR) provides unique research capabilities and innovative medical solutions to a range of Force Health Protection and Readiness challenges currently facing United States (U.S.) Service Members, along with threats anticipated during future operations.

Through both times of peace and war, infectious diseases have killed, sickened, and disabled far more Service Members than bombs and bullets. WRAIR has created a model of vaccine and therapeutic development that is unique, nimble, and responsive to dynamically evolving infectious disease threats of military importance. WRAIR, with its unparalleled expertise, facilities, and international network, has developed many vaccines and drugs in use today by military and civilian medicine around the globe.

The Experimental Therapeutics (ET) Branch is a drug discovery and development enterprise created to protect military personnel from death, disease, and injury and meet Department of Defense (DoD) mission requirements. While its historical focus has been radioprotection and parasitic disease, ET applies its core competencies of medicinal, synthetic, and analytical chemistry as well as clinical pharmacology to all therapeutic areas within the Medical Research and Development Command's (MRDC’s) portfolio.

ET has a 75-year legacy of excellence in small molecule drug development, with over 65 Investigational New Drug (IND) applications submitted to the U.S. Food and Drug Administration (FDA). ET is a world leader in malaria drug development—every malaria prophylaxis drug was either created by ET scientists or transited ET test systems on its way to FDA approval. In the last decade, ET established a robust antibacterial product development effort in response to the Presidential Initiative to Combat Antibiotic Resistant Bacteria (CARB).

Within the last four years, ET pivoted toward the antiviral space in response to the COVID-19 pandemic as well as other Army Requirements such as filoviruses, flaviviruses, and other emerging threats.
