PERFORMANCE WORK STATEMENT
TITLE: Flanders Alpha 2000 High Capacity HEPA Filter Procurement
1.0 Scope.
1.1 Background. The Safehaven Branch supports a classified customer program that uses Flanders Alpha 2000 HEPAs in their application. The equipment was specifically designed with hardware to support the Flanders Alpha 2000 filter, so the exact manufacturer and part number are required. Without procurement of these filters, the customer systems will not be able to perform properly, and the classified customer program will be at risk of failure.
status.
1.2 Objective. This contract will cover the purchase of quantity one hundred thirty-four (134) Flanders Alpha 2000, High Capacity HEPA filters. The filters will be used in support of a classified customer program supported by the Safehaven Branch. The quantity may need to be adjusted to not exceed the $65,000 allocation for this purchase to include freight shipping charges.
2.0 Applicable Documents.
2.1 Flanders Alpha 2000 High Capacity HEPA Filters Data Sheet
3.0 Requirements.
3.1 The required filter must be a Flanders Alpha 2000, High Capacity HEPA Filter, 99.99%. The model number must be 0-011-H-08-03-SU-12-00-GG-FU5. This calls out specific gasket requirements, material requirements, and a UL-586 fire rating label for each filter. The dimension of the filter is 24”Hx24”Wx11.5”D.
The quantity to purchase is flexible, as $65,000 is allocated for this purchase. The quantity shall be adjusted based on quotes received to procure the maximum amount of HEPA filters without exceeding the amount of allocated funding including freight shipping costs.
3.2 Period of Performance (POP). The POP is expected to be a twelve (12) month base contract with two (2) twelve month options.
4.0 Deliverables: The contractor shall deliver the following Flanders Alpha 200 High Capacity HEPA Filters:
4.1 Base - Flanders Alpha 2000 High Capacity HEPA Filters – Quantity 134
4.2 Option Year 1 - Flanders Alpha 2000 High Capacity HEPA Filters – Quantity 130
4.3 Option Year 2 - Flanders Alpha 2000 High Capacity HEPA Filters – Quantity 127
5.0 Delivery Schedule:
Base Year – Procurement deliveries required from time of award through 12 months Option Year 1 – Deliveries required by within 12 months from award Option Year 2 – Deliveries required by within 12 months from award

7.0 Security.
10.1 This contract is unclassified and does not contain security requirements or a Contract Security Classification Specification, DD Form 254. However, the Government may require Operations Security (OPSEC) measures (when applicable) to protect sensitive unclassified contract information. If access to unclassified sensitive information (For Official Use Only - FOUO) is authorized, the contractor may access only the information related to the subject matter of this contract.
10.2 In accordance with the Arms Export Control Act (Title 22, USC (Sec 275)), the International Traffic in Arms Regulation (ITAR), and/or Department of Defense (DoD) Directive 5230.25, foreign nationals shall not work on this contract without the express permission of the Contracting Officer. If requesting approval, the contractor shall provide: the full name; date of birth; place of birth; citizenship; registration number; type of visa; clear copy of picture identification of visa, green card, or permanent resident card; port of entry; title of position to be filled;
abbreviated curriculum vitae; and justification for employment to the Contract Specialist. These items will be reviewed by the Security Office with subsequent approval by the Contracting Officer. Previously approved foreign nationals must be re-approved if the nature of their work under this contact differs from that performed under the prior year’s contract.
10.2.1 If the contractor believes this effort is strictly for fundamental research, the contractor shall request a waiver from this requirement from the Contracting Officer.
10.2.1.1 The contractor shall ensure that foreign nationals approved for support of this effort will not have access to military technical or critical unclassified information. (The contractor shall conduct a search through the Defense Technical Information Center to determine whether information is designated as military technical or critical unclassified information. Additional information is available from the Military Critical Technologies List (http://www.dtic.mil/mctl/).
10.3 Should the government determine that the technology has developed to a point where the information warrants protection, a DD Form 254 and an approved classification guide will be issued.
10.4 The contractor shall report a violation of administrative security procedures or export control regulations that would subject critical unclassified information to possible compromise by foreign visitors or foreign national employees shall immediately be reported to the cognizant facility security office and Contracting Officer.
